Short term Mission

GRANTS SPECIALIST SUPPORT

Context and Background of the position:

On Thursday 24 February 2022, Russia launched an offensive in Ukraine by invading the country and simultaneously bombing several military infrastructures in the most important and strategic cities. The offensive came after tensions between the two countries had risen and hostilities on the line of contact separating the Russian-influenced Donbass region from the rest of Ukraine had escalated. According to the latest information, Russian attacks no longer seem to spare civilians. As of 28 February and after 5 days of conflict, the Office of the United Nations High Commissioner for Human Rights (OHCR) estimated the number of civilian victims at 550, including 142 deaths, 13 of which were children1. As of 1 March, the United Nations High Commissioner for Refugees (UNHCR) counted 677,000 Ukrainian refugees, mainly in Poland, Hungary, Moldova, Romania and Slovakia, and estimated that there were more than one million internally displaced persons.

Operational in Ukraine since 2016 from Kramatorsk to support the most vulnerable populations affected by the conflict in the Donbass region, TGH wishes to continue and strengthen its intervention in Ukraine. In view of the current situation, part of the team has been forced to move to Lviv, a city that now hosts the entire humanitarian and diplomatic community, to ensure its safety. It is therefore from Lviv, located on the western border and still spared by the fighting, that TGH intends to propose an action to respond to the most urgent humanitarian needs.

Today, TGH is launching exploratory missions in Poland, Ukraine and Moldova.

Objectives of the Mission:

Provide a technical support to the Desk team in HQ on writing grant applications and reporting to donors

Responsibilities:

Work with the Assessment team to prepare concept notes and grant proposals
Participate in the elaboration and writing of project proposals (both in French and English), including logical framework and annexes, in coordination with the assessment team

ensure the proper understanding of donors’ guidelines among the team participating to the writing of projects proposition

Conduct field visits when possible for data collecting

Contribute to internal and external requests for reports and information about programs

Participate in daily internal coordination meeting

Support partners team providing monitoring tools and reporting templates to follow-up projects (if needed).

Depending on the development of the context and/or the results of this first phase of work, the terms of reference will be adapted and revised.

Requirements for the position
Education	University level degree, Project cycle management
Experience	Minimum 5 years’ experience in a similar positionExperience in Humanitarian settings and highly volatile contextsExperience in grants management and knowledge of procedures of main donor agencies: ECHO, UN Agencies, BHA and others. Understanding of humanitarian coordination and the cash assistance/ money transfer solutions sector is necessary
LanguagesIT Knowledges	Excellent communication and writing skills in English. Preferably competent user of French spoken and written.Knowledge on data treatment and GIS software will be positively considered.
