Founded in 1994, TGH is an International Non-Governmental Organisation (INGO), registered in Lyon, France. TGH designs, implements and monitors Emergency response, Recovery and Development programs in the following sectors: Water Sanitation Hygiene (WASH), Food Security and Livelihoods (FSL), Protection and Education. TGH currently works in 10 countries of Africa, Asia, Europe and the Middle East.

Context

TGH has been active in Myanmar since 2007 with a large range of Emergency, Recovery and Development programs. It started with Nargis Hurricane Response on the seaside, near Yangon (Basic Emergency Needs & Livelihoods of affected populations). It continued with several recovery projects in the Ayeyarwady Region, as well as EU-funded interventions focusing on disability including in Yangon. From 2012, TGH has developed several FSL projects in Matupi Township, Chin State, bringing Food Security, Livelihoods (income-generated activities) and Natural Resource Management as a very solid and recognized expertise for TGH Myanmar. Following the reopening of a Coordination Office in Yangon (2018), TGH Myanmar has extended its activities in Southern Chin, in Paletwa Township for Multi-Sectoral Emergency response to the local population affected to the growing conflict between the Tatmadaw and the Arakan Army. Since the military coup in February 2021 and the eruption of violent conflict across the country, TGH’s focus shifted to address needs of conflict affected people in Chin State and adjacent Townships of surrounding regions.

TGH currently works with a number of national CSOs serving conflict affected people in/from the entire Chin State and the east part of Rakhine State (Kyauktaw) through a localization approach. Local partners are key to assure access to beneficiaries. Capacity building of implementing partners is a core component of TGH partnership approach.

Also, TGH Myanmar looks forward to developing new areas of expertise (incl. Protection & Education and WASH) and in new areas of the country.

Presentation of TGH Myanmar and Projects

TGH (aims to) implements projects in Myanmar with the financial support of the following donors:  Humanitarian Aid department of the European Commission (ECHO), Crisis Centre of French Ministry of Europe and Foreign Affairs (CDCS), Agence Francaise de Développement (AFD), Myanmar Humanitarian Fund (MHF) and the French Ministry of Foreign Affairs / Embassy of France (AAP).

TGH has a Coordination Office in Yangon and two (limited and shared) Field Offices in Paletwa Township, Chin State. The total number of staff is 15+, including 2-3 international positions with this new position.

The Project Manager will be based in Yangon Coordination Office, joining a team of 8 staff under the leadership of the Country Director, working in close relationship with the Support Services Team (4 staff for Finance, Administration, Logistics, Communication and General Services) and project support staffs, both Yangon and field based.

While the security context, very limited communication capacity and the very hard-to-reach locations of the intervention townships drastically reduce humanitarian access, humanitarian actors must also adapt to COVID-19 restrictions and operational risks. The TGH team operates therefore from Yangon, with limited additional field staff on location when possible.

For the past 2 years, TGH Emergency Response Programs in Chin State have successfully set up a solid approach on local partnerships and on enhanced remote management. In the past years, TGH capacity related to COVID-19 Preparedness and response has been developed and is in an existing consolidation process (Int. Expert provided COVID-19 Support Review and guidance for further improvements, including a broader/integrated public health approach adapted to the local context).

Job description

This position is essential in planning, implementing, monitoring and coordinating TGH Emergency Response programs through remote management, as well as to provide local partners with effective capacity building. This position includes support to TGH Information Management and Aid Coordination roles for the area of Chin State.

With limited access to project sites, the Project Manager will lead remote supervision of TGH’s Projects and supports to TGH & partner field teams.

Under the Country Director’s line supervision and in close collaboration with Support Service Department, the Project Manager will be in charge of:

Project Management and Reporting

• Ensure proper programming, planning, implementation, supervision, monitoring, evaluation and learning of all project activities, in compliance with project proposal, donors’ requirements and TGH best practices. This includes support to local partners for decision-making process, activity planning, problem-solving, technical advice and reporting
• Propose relevant adaptations to TGH implementation strategy as needed, in close consultation with local partners and all relevant stakeholders, in compliance with TGH regulations and donors’ requirements
• Lead activities monitoring, data collection and information management from field TGH & Partners teams to consolidate Information Management and Monthly Reports, in close collaboration with TGH Communication & MEAL Officer
• Be part of the team efforts, and with the support of HQ Technical Department, to enhance technical capacity on the following field of expertise: Education, Child Protection, FSL, WASH, Emergency Distributions, Cash based transfer
• Provide Project Monthly Follow-Up to HQ Technical Advisors
• Engage with response Team and HQ Technical Advisors on regular analysis of project progress, achievements and changes, including technical challenges, potential risks and proposed solutions or mitigation measures, with findings and recommendations to Country Director
• Contribute to writing reports for Myanmar government’s authorities and for TGH HQ on a monthly basis
• Develop detailed regular project reports to donors and partners, as required (mid-term reports, final reports, etc.)
• Supervise and review the design of IEC and other communication materials (i.e. awareness-raising content, training plan, resources, etc.) and ensure proper and effective collaboration with service providers
• Plan and supervise Project Technical Review, Evaluation and Baseline/Endline Surveys and Technical Studies
• Play an active role and coordinate the development and implementation of project exit strategy
• Contribute to new project proposals development

Human Resource Management

• Participate actively in recruitment process of team members;
• Provide team members (and other staffs within TGH) with capacity building support as needed;
• Ensure HR Evaluation Performance of programs staff on a regularly basis;
• Work in close collaboration with the Administration & Logistics for HR needs;
• Develop and facilitate Staff and Partner Training based on participatory needs assessment and opportunities;
• Supervise the provision of and/or provide local partners with capacity building support, with respect to program management, regular monitoring and review/assessment throughout the project.

Finance, Logistics and Administration

• Supervise financial monitoring of ongoing projects
• Assist the Finance Manager in updating budget monitoring and forecast, and validate project-related expenses in compliance with TGH Administration procedures
• Supervise and support logistics and administrative tasks related to ECHO project with Support Services staff, in compliance with TGH procedures and donors requirements
• Prepare and update procurement plans and other logistics requests to Administrative & Logistics Manager
• Report to the Country Director any breach (or potential breach) in TGH procurement or financial procedures, as well as any (suspected) act of fraud, corruption or bribery
• Monitor the cost-efficiency of project performance and recommend relevant and suitable improvements

Coordination

• Represent TGH with beneficiaries, local partners, donors, authorities and other stakeholders as needed
• Liaise with Myanmar Government’s authorities as needed, in close coordination with Country Director
• Attend and actively participate in TGH Team Planning & Coordination Meetings
• Organize regular meetings with local partners and report to Country Director
• Be proactively engaged in regular Cluster and Working Groups meetings, and monitor attendance and reporting of related project managers
• Supervise the completion of monthly or quarterly or annual updates requests from various Clusters, and provide with adequate need-basis support to National Project Managers
• Advise the Communication and MEAL Officer in developing communication strategy and materials, and support/coach on proper implementation

Security

• Ensure compliance with TGH Security Plan for Myanmar and related safety & security rules and regulations for all emergency response team and partners
• Monitor with TGH Communication & MEAL Officer local security tracking Tool on a weekly basis, including information on contextual changes in ECHO project area and if any change from stakeholders presence, attitudes and/or relationships.
• Be alert and proactive on ECHO project Response Team about COVID-19 risks and behaviours for staff, partner, volunteers and other local stakeholders

Others  

• Conduct field visits for project supervision and field support, when possible and relevant.
• Assist the Country Director in programming and partnership development, including efforts on strengthening TGH Disaster Preparedness Capacity for Rapid Response and for COVID-19 Preparedness and Response
• Explore opportunities to support IDPs in Yangon, and if relevant supervise proper implementation
• Be involved in the development of Concept Notes and Grant Proposals related to Emergency Response, as need be and under the supervision of the Country Director
• Explore new funding opportunities with public and private donors, including foundations and CSR mechanisms in Myanmar
• Explore potential technical opportunities of new partnerships with INGOs, aid agencies or social entreprises
• Based on temporary assignments from the Country Director, perform as Acting Country Director on her/his absence from the country office
• Replace the Country Director, when not available, on INGO Forum Meetings and Humanitarian Breakfast
• Contribute and enhance remote management of Yangon Office in case of COVID-19 Stay at Home Orders
• Observe confidentiality when performing all tasks mentioned above.

Commitment to TGH Child Protection Policy, TGH Anti-fraud and Anti-Corruption Policy and TGH PSEA Policy is a formal requirement for employment. TGH strongly condemns all corporal punishment or physical violence, threats of physical violence, sexual abuse or exploitation, harassment and verbal abuse, as well as all other forms of intimidation.

TGH applies a “zero tolerance” policy with regard to all misconduct affecting the professional credibility of its employees: TGH staff; partners (local or international) and service providers. This must be respected by the employee throughout the term of his contract, during and outside working hours. The application of those policies is imperative and any breach will result in disciplinary measure.

Security, working and living conditions

The Project Manager will strictly follow TGH Security Plan in Myanmar. Yangon’s security status is currently unstable and adjustment of preventive security measures could apply at any time.

The Project Manager can share a comfortable apartment in a pleasant urban area of Yangon. As a whole, professional and living conditions are friendly and very much appreciated.

Field visits and other professional travels will be subject to COVID-19 governmental restrictions as well as security conditions.

Expériences / Formation

• University-Level Degree, preferably a Master Degree in the field of International Development, Project Management, Political Studies or other related ones
• Former experience of working on Humanitarian Crisis / Emergency Response for international or national NGOs, experience in cash based transfer is an asset
• Former experience in Myanmar or in South/South East Asia is a very strong asset
• Good knowledge of M&E Tools, Grants Reporting and Proposal Development
• Familiar with procedures of some of the following donor agencies: AAP, AFD, MHF, ECHO/INTPA, others
• Proven experience on Capacity Building for National/Local CSOs, including good Training Facilitation and strong Reporting skills
• Knowledge in financial management and logistics, with strong analytical skills
• Fluent in written English. Knowledge of French and/or Myanmar language will be appreciated
• Proficient user of MS Office Pack. Knowledge on data processing and/or GIS software is an asset
• Excellent interpersonal skills and demonstrated ability to work as a team member, in an effective timely and flexible way, under pressure and tight deadlines
• Proven record of self-sufficient and rigorous capacity and excellent multi-tasks and priority planning
• Desirable assets:
  • Experience on Remote Project Management
  • Due to COVID-19 restrictions in Myanmar, applicants already in country are preferred, but not essential.

Salaire

Country:  Myanmar – based in Yangon at TGH Coordination Office, with some travelling to implementation areas (Rakhine, Chin, Magway as yet identified) if security allows.

Duration:  12 months renewable, starting on March 2022, depending on secured funding

Conditions: Total gross monthly salary from €1’900 to €2’600 depending on experience, monthly per diem 450 EUR, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission, break every 3 months.

No family duty station.
