Tdh :

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Following the massive displacement of more than 688,000 people into Bangladesh since end of August 2017, Tdh has put in place an important emergency response plan to provide relief to the Rohingya refugees, notably on nutrition, health, WASH and protection.

 

 

Context :

Under the direct supervision of the Nutrition Project Manager, the Community technical expert will pursue the development and the implementation of Community Nutrition activities in camps providing senior leadership. S/he will ensure all components of Community Nutrition activities are functioning properly, training staff and ensuring high quality of care to all beneficiaries through respecting guidelines and principles of good practices. S/he is also expected to link and integrate the Community Nutriton activities with the existing community nutrition Working Group (WG) components and other sectors.

S/he will also support the Tdh Teknaf community team on a bi weekly basis, making sure that tools and process are aligned between Nutrition community workers and community health workersin Teknaf and supervision of activities upheld.

 

 

Responsibilities :

 

Program implementation of Community Nutrition activities:

  • Supervise the Community Outreach activities of the Nutrition program.
  • Assist in planning of Community Outreach activities and ensure activities are met in timely manner. In the event of serious delays in project implementation, s/he immediately informs Nutrition Program Manager and proposes solutions.
  • Ensure the implementation of Community Outreach activities conform to national and international standards and International guidelines /according to the Working Group guidelines.
  • Ensure daily comprehensive communication with key national nutrition sites staff in project locations for updates, and resource needs and support.
  • Centralize all the Community Nutrition information from Sector, from organization and share with team members.
  • Improve guidelines, standards operating procedures and capacity development in the area of Community Outreach activities.
  • Ensure appropriate Community Nutrition tools are available and properly utilized by Community Nutrition Workers (CNV) supervisors and CNWs, document achievements and regular records and reports.
  • Lead the implementation process of the tracking system for referrals from the community to nutrition/other facilities and liaise with the CNV supervisor and OTP supervisor for the activities related to referral for every camps (e.g. follow up special cases, follow up referrals, etc).
  • Organize sector and working group approved key messages for the planned nutrition education sessions and home visits.
  • Responsible for culture and context appropriate development, printing and provision of IEC materials to all Community teams.
  • Provide support, on job mentorship and supervision on Community Nutrition activities to the staff implementing the activities in the camps.
  • Organize regular (weekly)/ monthly meetings with CNW supervisors and CNWs on field visits
  • Ensure that project/s, methodologies, or selection criteria do not place beneficiaries, Tdh staff or any other persons in harm’s way.
  • Alert his/her line manager without delay, in case of impending danger to teams or beneficiaries
  • Upholds the image and values of Tdh at all times.

 

Monitoring and Evaluation of Community Outreach Activities:

  • Support the program managers to conduct needs assessment, and suggest implementation of Community Nutrition activities when required.
  • Monitor and evaluate Community Nutrition activities, including supervision of quality of at-home visit, referral, delivering of key messages to beneficiaries, follow-up, screening.
  • Follow-up the and analysis of data and defined performance indicators in close collaboration with the Database and Reporting officer.
  • Prepare monthly statistical and narrative report on progress, provide technical support, and organize monthly reports of Community Nutrition, indicating any difficulties encountered in project implementation, and proposes improvements or reorganization as needs base to his/her immediate supervisor (Health PM) and documenting the important case studies and lessons learnt.
  • Participate in the improvement of M&E tools and indicators.
  • Participate in the drafting of internal and external reports as requested by his/her immediate supervisor.
  • With the support from Database and reporting officer, make sure all Community Nutrition records are regularly filled and submitted (awareness sessions, database of counselled cases, etc.).
  • Report to CNW WG monthly on all outreach activities for all camps under the organization. (houses visited, referrals, unusual events).

 

Capacity building:

  • Assist capacity building, including archiving the documents, tools and training materials in the context of project/s and ensure the availability of the verification sources mentioned in the proposals.
  • Participate in the identification of training gap and facilitate training under the project; ensure availability of teaching aid and IEC materials.
  • Design weekly trainings for community volunteers on key messages.
  • Provide technical guidance to support Tdh staff to promote consistent good practices.

 

Logistical and administrative support for Health Community Outreach activities:

  • Liaise with the health manager on solving Community Outreach management, and staff related issues.
  • Identify staffing needs.
  • Participate in the recruitment process of staff for Community Nutrition interventions.
  • Supports the health manager in updating/ reviewing health Community Nutrition staff job descriptions and other documents when there is need.
  • Conduct staff appraisal that are directly under her/his supervisor and support guidance to appraisal of staff indirectly under her/his supervision.
  • Ensuring adequate distribution of all Community Nutrition supplies, reporting tools, visibility to the health centers; avoidance of stock-outs through close collaboration with the field logistician and health manager.
  • Monitor and address needs for Community Nutrition activities in line with available budgets, considering the time and logistical constraints of the mission as well as the purchasing rules specific to the programs.
  • Provide feedback to logs and field staff on stocks reports.
  • Liaise with finance, admin and logistics for all community health intervention needs of each health intervention sites e.g trainings needs etc.
  • Liaise with Nutrition Manager / Logs and Procurement team on requisition for Community Outreach activities.
  • Support and plan, presentations on Community Outreach activities, donor visits, and meetings.

 

Collaboration and Coordination:

  • Work in close collaboration with National IYCF Coordinator, Nutrition PM and PHC manager / Community teams.
  • Attend relevant sectoral coordination meetings when required.
  • Liaise with other humanitarian actors to maximize collaboration and ensure proper coordination of activities.
  • Ensure the referral mechanisms/services (health, nutrition, protection and WASH facilities ) within Tdh sites and with other outside services are optimally established and documented.
  • Liase with community leaders in regard to Tdh activities.
  • Liase with other actors at field level and supports catchment mapping to avoid duplication of activities and optimize response to needs.

 

 

Profile :

  • English (fluent in speaking, reading & writing)
  • Degree in Nutrition, public health , Nursing, medical anthropology or a closely related field
  • Post graduate education in public health, social sciences or a related field
  • Minimum 2 years of field experience, including significant experience in managing Community Health Work
  • Experience of community-based health projects
  • Work experience with other NGO’s would be an asset
  • At least one or two year of experience in the implementation of health projects, preferably in humanitarian contexts
  • Good knowledge of Public Health
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint presentations, and Excel spreadsheets)
  • Strong interpersonal skills & excellent team player
  • Ability to manage a fair workload including emergencies
  • A commitment to excellence; attention to detail

Please be advised that living conditions in the field (volatile security context, basic living conditions, shared showers/toilets, curfew, restriction of movements, etc.) can be challenging and although Tdh does the necessary to ensure security and wellbeing of the staff, people used to a certain level of comfort might not feel at ease in the field.

 

 

Salary :

Expatriate contract under Swiss labour code 2’950 CHF (~2’550 €) < > 4’300 CHF (~3’700 €) net /month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
