Tdh :

Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). Every year our projects support more than 2 million children (3 million in 2016) and their families in over 35 countries. We are part of the Terre des hommes International Federation (TDHIF), with 9 other sister organizations in Switzerland, Europe and Canada.

Tdh has established a Country Office in Nigeria since the last quarter of- 2017 to try to complete the covering a part of the needs of crisis affected people. For the moment, the organization is operating only in Borno State, essentially in the Eastern Part of the State, the Eastern Crescent -> from the North-East (Cross Kuawa, Kukawa, Monguno) to (Konduga, Gwoza, Banki). Some of the operations are implemented with the collaboration of a local partner (CHAD). Tdh is targeting people affected by the crisis by addressing some humanitarian gaps related to the access to some primary needs (Water Supply, Non-Food Items distributions, Hygiene Promotion) or social basic services (as Child Protection, Educational Support, Primary Health Care…).

The Country Delegation is composed of 2 offices. A field office located in Maiduguri, which for the moment is hosting the field teams (WASH, CPiE, Logistics, Finance) and most of the country management team members (Country Representative, Head of Programs, Finance Coordinator, Logistics Coordinator, Health & Nutrition Coordinator, HR Coordinator, CPiE/EiE Coordinator, Access & Security Coordinator). A liaison office located in Abuja, which is hosting for the moment the Head of Quality Monitoring.

 

Context :

Under the responsibility of the Country Representative, the Head of Quality Monitoring is a corner stone for cross-cutting program related to quality tools. S/he ensures that grant proposals, donors’ reports and internal reports are timely. S/He also oversees monitoring and evaluation process and ensures that information collected is used to improve ongoing projects.

S/He stimulates a constant learning and capacity building process specifically to develop a communication strategy aiming at promoting, both internally and externally, Tdh’s intervention in Nigeria (and possibly Chad Lake Basin Crisis). S/he must ensure that policies, systems and communication are continuously and accurately working in a coordinated manner. S/he makes sure that lessons are learned, capitalized upon and experiences shared across the various sectors and program teams.

In addition, being based in Abuja, by delegation of Country Rep, s/he will be the head of the Abuja Liaison Office and will ensure the routine representation of the Country Delegation.

S/He will conduct his or her duties in respect of the Tdh Child Protection Policy. Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.

 

Responsibilities :

Policy and Programming guidance

  • In close collaboration with the Program Implementation teams, coordinate the design of a global Quality Management Policy and ensure the quality management of the whole Tdh’s program in Nigeria, including MEAL, processes and tools development, data system and analysis, grants and reports editing, lessons learnt and capacity building, and development of partnerships with national and international entities;
  • Collaborate with relevant stakeholders on concept notes proposal, retroplanning and project design
  • Provide leadership in developing a response-wide M&E system and learn strategy, with standard approaches and shared practices and systems;
  • Prospective analyze to share policies and good practices on a range of humanitarian response issues including exit strategies
  • Propose direction by analyzing actions and resources to contribute to response-wide strategy development.

Monitoring, Evaluation & Datasets

  • Ensure that Tdh’s team members are supporting all efforts towards accountability.
  • Orient the M&E Unit and the Information/Communication Unit in developing a computerized M&E system that informs and improves each project and links it to the broader response-wide country program strategy;
  • Ensure the development of appropriate monitoring, tracking and reporting systems, tools and templates that enhance monitoring of program outputs and quality, generate quality evidence on program impact and promote and ensure use of data for decision-making processes;
  • Continue to develop and improve systems that strengthen Tdh’s ability to analyze, improve, and represent impact internally and externally and most of all to communities themselves.
  • Collect and report official development assistance statistics.

Grant Proposals & Reports

  • Supervise the setup of a system for grant proposals and reports follow up;
  • Build the capacity of coordination and field staffs on how to capture and organize information for accurate documentation and reporting;
  • Supervise the development of program reporting templates that facilitate the acquisition and aggregation of information in programs and assist the program implementation team in timely and accurate reporting to donors.
  • Help the program units become more effective by building staff capacity on donor’s Program Cycle — the donor agencies’ operational models for planning, implementing, assessing and adapting programming in a given territory to advance Tdh’s policy priorities.

Communication Strategy

  • Ensure that communities are informed about Tdh’s programs/activities in Nigeria, are aware of their entitlements, and have the opportunity give a feedback which could be used to improve the quality of Tdh’s programs;
  • Supervise the organization of Communication events: project’s opening and/or closure ceremonies;
  • Supervise the set up and maintenance of a database of professional photos and videos related to Tdh’s activities and/or beneficiaries.

Abudja Liaison / Representation

  • Responsible, by delegation from the Country Rep., for all aspects of security management of Tdh staff, premises and resources in Abuja (in direct link and collaboration with the security Units);
  • Responsible, by delegation from the Country Rep., of all external coordination at Abuja level;
  • S/He serves as Tdh’s Abuja point of contact regarding the interactions for programmes and policies.
  • Responsible, by delegation from the Country Rep., for ensuring that all Tdh Nigeria mission staff working within a remote management set up (temporary or permanent) from Abuja have properly defined and framed working schemes and remote management policies, guidelines and tools.

Others

  • Undertake all other duties that may be determined by the Country Rep. and that are compatible with the job.
  • Maintain and ensure a culture of strict confidentiality – inter Tdh staff and between Tdh staff and non Tdh employees.

 

Profile :

  • Proven capacity for analyzing and synthetizing comprehensive information and technical data;
  • Ability to write and edit reports under deadline pressure;
  • Proficiency with Database and in most common computer software including work processing, spreadsheet and publishing;
  • Good communications skills for public presentations;
  • Ability to manage conflicting priorities in personal workload;
  • Strong commitment to support/develop capacity of national staff and developing second layer of leadership;
  • Proven management ability and inter-personal skills – team player;
  • Problem solving and leadership skills;
  • Ability to interact effectively with international and national staff, at HQ, coordination and field level;
  • Ability to support programmatic objectives with timely and meaningful information;
  • Proven ability to multi-task, meet deadlines and process information in support of changing program activities;
  • Impeccable, professional standard of M&E and reporting;
  • Willingness and ability to ensure compliance with TdH and donor policies and procedures.

 

Salary :

Expatriate contract under Swiss regulations 3’400 CHF (~2’950 €) < > 4’750 CHF (~4’100 €) net /month according to experience x 13 times, Vacancy: 25 days annual leaves local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
