Terre des hommes (Tdh) is leading Swiss organization for children’s aid. Since 1960, Tdh has helped build a better future for deprived children and their communities, making an impact with innovative and sustainable solutions. Active in more than 45 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 3 million children and their relatives, in the domains of health, protection and emergency relief. This engagement is financed by individual and institutional support, with administrative costs kept to a minimum.

In Nigeria, in response to the ongoing North-East crisis, since 20017, Tdh is implementing projects in Borno State in Child Protection, Education, Health, Water and sanitation, and social cohesion.

Through its current activities on the ground as well as technical exchanges with local partners and actors, Tdh team members attention had been drawn to the situation of drug consumption by children, teenagers and young adults from the community of Borno State. The recently released UNDOC report states that “The past year prevalence of any drug use in Nigeria is estimated at 14.4 per cent or 14.3 million people aged between 15 and 64 years. The extent of drug use in Nigeria is comparatively high when compared with the 2016 global annual prevalence of any drug use of 5.6 per cent among the adult population”. More specifically, the prevalence rate in Borno State is estimated around 11 and 12%. It had been highlighted by the UNDOC report that “Poly-drug use was very common – among high-risk drug users nearly all (95 per cent) as compared to nearly half of the drug users in the general population reported using either simultaneously or concurrently more than one drug in the past year.”

In parallel, level of availability of medical and social care and treatment in Nigeria is very low. “Around 40 per cent among those reported that they had wanted to receive drug treatment but were unable to access such services. The cost of treatment, stigma associated with accessing such services as well as stigma associated with substance use in general, and availability of adequate drug treatment services were the major barriers” mentioned.

In Borno State, Tdh conducted a feasibility review in May 2019. It appears that:  there is no counselling or preventive structure drug users and families. There is no dedicated treatment structure for children and youth. The only available solution is within psychiatric unit of general hospital, with no specific unit for children and/or teenagers.

Due to its specific mandate to support children, their families and communities, and its expertise in health, child protection and social cohesion, Tdh is willing to set-up a dedicated structure in Maiduguri MMC to deploy a comprehensive approach including prevention, treatment, rehabilitation and reduction of the health and social consequences of substance abuse. This Center will be managed by a national Foundation and be fully dedicated to risk reduction activities.

General description of the position:

Based on the Tdh feasibility study and literature review done in May 2019, the Drug Addiction Risk Reduction expert will have to meet with key stakeholder at Maiduguri and Borno State level, as well as at Central level if necessary.

The RR expert will have to frame a project proposal detailing the role and potential activities that could be carried out inside and outside the Center which will be installed in Maiduguri and fully dedicated to drug risk reduction activities. The proposal proposed by the RR expert will have to detail a sustainable strategy embedded with already existing national public and associative initiatives.

Based on this stakeholder analysis and in line with Tdh available experiences and expertise, as well as WHO standards and available National standard and guidelines, the RR expert will design and size the content of Tdh harm reduction program, including all steps of risk reduction cycle:

– Detailing activities and methods of intervention regarding awareness and sensitization regarding drug risk reduction

– Detailing activities and methods of intervention regarding treatment and MHPSS services directed to drug addicts

– Detailing activities and methods of intervention regarding reinsertion of recovering drug addicts

The RR expert will have to draft a detailed project proposal on a 3 years period including detailed activities regarding all steps of risk reduction cycle mentioned above.

Deliverables:

–          Detailed project proposal including:

– Stakeholder and context analysis with a special focus on Borno State and children, teenager and-youth public

– list of potential operational partnerships

– Organisational chart

– Program Logical Framework with detailed list of activities (linked with existing Tdh policies and guidelines)

– Actions plan (including risks of the program, and resources needed (internal and external)

– M&E plan including links with International and national standards (and based on Tdh cycle management project)

– Budget – phased

– costed worked plan

– Annex : potential SOP or materials needed to be able to start the project adequately

– requirement specification for the building (center)

A report of less than 10 pages with key recommendation to implement the project adequately, to identify the challenges to consider and the key moment of the project implementation.

Requirements

Proven robust previous experience in drug addiction risk reduction, specifically regarding non medicalized operational setup.

Knowledge of medicalized drug addiction substitution treatments.

Diploma in psychology, social science, social worker or addictology.

Previous Experience with drug risk reduction in Western Africa will be strongly considered for the position.
