Submissions open for PDS Grant Program (Timor-Leste)

The U.S. Embassy in Timor-Leste, through the Public Diplomacy Section, is pleased to announce its FY 2024 open competition for organizations and individuals to submit applications to carry out programs that strengthen the U.S.-Timorese partnership; bolster good governance, including through strengthened civic participation and media reporting; and/or expand economic prosperity, opportunity, and engagement.

Program Priorities
  • General priority program areas are:
    • U.S.-Timorese Partnership: Activities that advance the bilateral relationship between the United States and Timor-Leste, including those that increase support for U.S. – Timorese security cooperation.
    • U.S Education and Exchange: Activities that expand access to U.S. higher education and exchange opportunities, including through English language learning and teaching.
    • Democratic Values: Activities that fortify the U.S. – Timorese relationship through the promotion of shared democratic values that underpin the two countries’ partnership, including, but not limited to, civic participation of emerging leaders and historically marginalized groups, human rights, rule of law, freedom of expression, gender quality, and LGBTQI+ rights.
    • Promotion of Free and Independent Media and Improved Reporting: Activities that strengthen Timorese media reporting capacity and bolster free and independent media development, media literacy, including concerted efforts to counter misinformation, disinformation, and propaganda.
    • Economic Prosperity and Opportunity: Activities that empower youth- and women-led efforts to strengthen competitiveness and expand economic opportunity.
Funding Information                       
  • Award amounts: Between $2,000 and $20,000
  • Minimum Individual Award: $2,000
  • Maximum Individual Award: $20,000
  • Anticipated Number of Awards: Multiple
  • Length of performance period: Up to 12 months
Target Audience
  • All applications must clearly identify the program’s target audience and provide an estimate of anticipated audience reach through direct contact – and, if relevant and possible, through indirect contact via social and/or traditional media.
Eligibility Criteria
  • The following organizations are eligible to apply:
    • U.S. and foreign non-profit entities
    • U.S. and foreign universities
    • Foreign public entities
    • Individuals
  • Cost Sharing or Matching: Cost sharing is not required but is highly encouraged.
Ineligible Funding Projects
  • The following types of projects are not eligible for funding:
    • Projects relating to partisan political activity
    • For-profit activities
    • Charitable or development activities
    • Construction projects
    • Projects that support specific religious activities
    • Fundraising campaigns
    • Lobbying for specific legislation or projects
    • Academic and scientific research
    • Individual exchange programs
