Tasks and Responsibilities

Under the Regional Child protection Team Leader, the C**HILD SAFEGUARDING INCIDENT MANAGEMENT ADVISOR** is responsible for The mission of the Child Safeguarding Incident Management Advisor to be a ‘resource hub’ for the functions, the national associations and PSAs in the WCNA region in their efforts to manage the CS incidents and in the implementation of the SOS Child Protection Policy within the programmes of the National Associations.

Key performance areas and main responsibilities:

  • Facilitate the documentation of all child safeguarding incidents using the CS (child safeguarding) management tools including the CS full assessment.
  • Coordinate the CS investigations involving GSC/Regional Office: draft the TOR of the CS investigation, identify the CS investigators and follow up their activities on the field, etc.
  • Write the action plan related to the recommendations of the CS investigation commissioned by the regional office in close collaboration with the concerned national associations.
  • Facilitate communication on the safeguarding incidents among the PSAs, the national associations and the regional office.
  • Participate in all the meetings related to the CS incident management involving the regional office.
  • Write and update the CS incident paper in close collaboration with the concerned national associations.
  • Share the requested information to the PSAs including some key reports and documents including regular calls.
  • Coordinate the CS risk assessment from the regional office.
  • Design tools to follow up on the action points arising from the recommendations of the investigations and facilitate their implementation.
  • Document and share the lessons learnt and good practice from CS incident management.
  • Maintain the regional child safeguarding incident register.
  • Conduct child safeguarding audits in all Member Associations in the respective region.
  • Provide technical support to national associations in the exercise of child safeguarding mapping.
  • Ensure support to member associations on implementation of the Child Protection Policy and related child safeguarding policy support documents and in co-operation with national child safeguarding focal persons monitors the implementation process and the organisations compliance to International Child Safeguarding Standards
  • Provide technical guidance and support to MAs (Member’s Associations) teams and monitors the MAs’ work in the area of child safeguarding based on the minimum requirements of the policy support document on child safeguarding reporting and responding procedures in member associations and the policy support document on child safeguarding investigations.
  • Ensure implementation of the policy support document “Working together to protect children. Roles and responsibilities of the GSC in the reporting and responding process”, supports and monitors the IOR’s work in the area of child safeguarding based on the minimum requirements of the policy support document
  • Identify promising practices as well as key challenges in relation to child protection and child safeguarding in the WCNA region.
  • Facilitate MA to MA and external knowledge sharing on child safeguarding with a strong focus on prevention and capacity building
  • Ensure coordination of all child safeguarding activities through active participation in coordination meetings and working groups
  • Contribute to the all CS reports.

Requirements

Required Qualifications:

  • Master Degree in law, social work, psychology, sociology, child protection, or related field or equivalent experience.
  • Strong French and English communication and writing skills are essential.
  • 5-10 years of experience in child Safeguarding incident management including CS tools.
  • Experience in direct implementation of CP programming with children, adolescents/youth and/or caregivers or relevant experience.
  • Experience providing technical support and Child Safeguarding incident management.
  • Experience dealing with sensitive matters – highly confidential and discrete – and ability to build/maintain trust.
  • Experienced trainer, facilitator and mediator.
  • Must have a high level of resilience with the ability to be impartial and remain calm under difficult circumstances.
  • Must be able to impartial in the most challenging situations.
  • Proven written communication skills.
  • Strong interpersonal skills – ability to work across boundaries.
  • Proven ability to lead collaboratively.
  • Demonstrated knowledge in child safeguarding incident crisis.
  • Experience working in West, central and North Africa.
  • Ability to synthesize and develop high-quality knowledge products from diverse data sources.
  • Experience in decision-making and problem solving skills.
  • Experience in partnership and negotiation skills.
  • Creativity and ability to be innovative.
  • Able to manage workload and meet deadlines.
  • Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders, and managing through influence.
  • Works collaboratively with team members to drive forward progress.
  • Comfortable working independently with little supervision, as well as with receiving and accounting for direction and engaging as part of a dynamic team
  • Demonstrate strong commitment to SOS Children’s Villages International Mission, Vision and Values.
  • Previous experience with child rights programming is an asset.
  • Adhere to Child Safeguarding policies & procedures;
  • Computer literacy including Internet, Microsoft Office (Outlook, Word, Excel, PowerPoint, Access)

Desirable Qualifications:

  • Experience in Child Protection, Community Empowerment and/or Gender Equality.
  • Experience in remote team management, including support and training from a distance
  • Experience working in a federation structure
  • International professional experience, work experience in multiple WCNA countries.
