Location of position: Al Turba with time in Aden; Yemen

 

Presentation of organization

Solidarités International (SI) is a French humanitarian organization. SI mission is to provide aid as quickly and as efficiently as possible to endangered populations by meeting their vital needs: drinking water, food and shelter.

SI has opened a mission in Yemen mid-September 2017. The mission is currently running emergency WASH and FSL projects in Taizz and Al Hudaydah governorates, coordinated from Aden. The award to be evaluated covers 4 sectors of intervention: water, sanitation and hygiene (WASH); shelter and settlements; multipurpose cash assistance (MPCA); and agriculture and food security, implemented in the Ash Shamayatayn District of Taizz governorate apart from the flexible emergency Wash and Shelter component with a period of performance from August 2018 until July 2019 (a two-months NCE request that would postpone the end date of the project until September 2019 is pending).

 

Evaluation purpose

Evaluation relates to the Multi-Purpose Cash Assistance (MPCA) and Agriculture components of the project. The main goal is to assess the way activities were set up during the project timeframe in order to improve their implementation for potential following phases or other projects including such components. In particular, SI wants to look at the processes (beneficiaries’ selection, participation of the communities, involvement of local, administrative and traditional authorities, new structures put in place to sustain the outcomes of the activities) used in each component (MPCA, Agriculture) and the relevance of a combined approach.

 

Evaluation type and methodology

The evaluation will be mainly a formative and a process evaluation, by looking at the challenges, the good practices, the lessons learnt and SI’s methodologies’ strengths and weaknesses

Evaluation is expected to look at:

  1. Effectiveness of the project
  2. Relevance of the project
  3. Sustainability of the project

 

Expected deliverables

  • An inception report revising the methodology, taking into account secondary data review and discussions between the evaluation team and SI program coordination in Yemen
  • An evaluation report, detailing:
    • Executive Summary
    • Methodology used (including tools and sampling methods if necessary)
    • Analysis
    • Table of recommendations (for short-term to mid and long term interventions)
  • A presentation of main findings at HQ and/or country level

 

Evaluation timeframe

  • Methodology validation: 1st August
  • Evaluation: 10th August-10th September
  • Restitution workshop: 20th September
  • Evaluation report: 10th October

 

Evaluator profile and expertise

  • Training and qualifications:
  • Advanced university degree in one of the following disciplines: Humanitarian project management, FSL, Cash and Markets’ Based Programming.
  • General professional experience:
  • At least 7 years of professional work experience in humanitarian intervention, including significant field experience in international humanitarian organizations, especially in emergency context.
  • Specific professional experience:
  • Experience in Cash intervention and/or agricultural/FSL reviews, writing and publishing is required as well as experience in project evaluation.
  • Experience working in Yemen is a plus and Middle East a requirement
  • Languages:
  • English
  • Arabic

 

The budget and methodology will be proposed by the consultant as part of the financial offer and will be part of the selection criteria. Budget should indicate: accommodation and transportation fees. All other associated costs (insurance, passport and visa fees, vaccination) should be covered by consultancy fees.
