ABOUT THE MISSION …

 

After three years of conflict, Yemen experienced a collapse of its economy and public services’ provision. Human losses directly caused by the armed conflict are dramatic, and in particular the amount of civilian casualties. In addition, the indirect impact of this conflict is beyond imagination with 22 million of people considered in needs of humanitarian assistance (around 70% of the total national population) and the biggest known cholera outbreak in the modern history (1,020,179 suspected cases registered from April 2017 until January 2018).

In late 2017, the situation worsened again with two major events: In November, the coalition imposed a total blockade on Yemen. Taking into account that Yemen imports about 90% of its staple food and nearly all its fuel and medicine, this blockade caused a massive inflation of vital supplies’ prices and led 8.4 million Yemeni people on the brink of famine. In December, heavy fights within Saana city ended up with the death of Saleh and led to an increase of coalition’s airstrikes and frontlines’ activities as Hadi’s government tried to benefit from the confusion in Sanaa to gain territory.

Furthermore, the political vacuum created by the armed conflict in the city of Aden between southern forces led by STC (Southern Transitional Council) and Hadi’s Presidential Guard Units at the end of January 2018, hampered even more the state services provision. Nonetheless, the recent ceasefire agreed between parties end 2018/beginning 2019, and more or less respected, provide a window to access to most vulnerable and hard to reach peoples.

The coordination team is comprised of Country Director, Logistics Coordinator, Admin Coordinator, HR Coordinator, FSL Coordinator, WASH Coordinator, Grant Coordinator and a MEAL Coordinator. SI have 3 operational bases, supervised by 9 international managers and 70 national staff are currently based in Aden, Al Turbah and al Mokha and new recruitments are ongoing.

 

ABOUT THE JOB…

 

The Yemeni mission is looking for a new WASH program manager, based in Aden with potentially regular field visits.

SI is looking for an emergency-focused, proactive and intuitive collaborator with experience in Field Coordination and knowledge of WASH topics and programs implementation in highly insecure environments, as well as knowledge of logistic and admin procedures.

The WASH program manager pilots WASH activities of the mission and ensure the quality and relevance of SI’s WASH programs in the country.

He/she ensures the capacity building of the program team under his/her supervision

He/she provides support and advice to the logistics for the purchase of materials specific to its program activities

In collaboration with the administrative department, he/she contributes to the development of program budgets, budget follow up and proposal budgets for the program parts

He/she shares with the humanitarian access officer any information on the security context and any event which may have consequences on SI activities and team safety

An outstanding ability to manage heavy workload and constant operational stress is required for this highly challenging position.

 

THE MAIN CHALLENGES OF THE POSITION ARE:

  1. Manage project’s implementation in insecure and hardly accessible areas
  2. Supervise the interaction between logistic and program

Priorities for the first month : Complete the assessment in order to produce the document for logistic procedures (PPT)

 

RESPONSIBILITIES:

The WASH Program Manager pilots WASH activities of the mission and ensure the quality and relevance of SI’s WASH programs under his/her supervision.

He/she ensures the capacity building of the program team under his/her supervision. A special attention will be put on the capacity building of the WaSH Team Leader, the objective being to train him to be able to carry out manager responsibilities and duties.

He/she provides support and advice to the logistics for the purchase of materials specific to its program activities

In collaboration with the administrative department, he/she contributes to the development of program budgets, budget follow up and proposal budgets for the program parts

He/she shares with the security focal points any information on the security context and any event which may have consequences on SI activities and team safety

An outstanding ability to manage heavy workload and constant operational stress is required for this highly challenging position.

 

Management : The WASH program manager manage a team of 1 WASH deputy program manager, 2 Wat San officers and 2 Hygiene promotion officers.

 

YOUR PROFILE

 

Education and experience

  • Diploma in hydraulic and/or water sciences / Technician degree
  • 2 years’ experience as WaSH Program Manager or related position
  • 2 years’ experience as Field Coordinator or related position
  • Previous experience in unstable environment (conflict / post conflict country)
  • Experience in working in tense security context with strict security rules
  • Experience in remote project management would be an asset
  • Experience in team management
  • Experience in delivering training and capacity building of staff.

 

Knowledge and technical skills

  • Knowledge of project cycle management, and project reporting
  • Knowledge of delivering WASH services in emergency context
  • Knowledge in hydraulic and sanitation enginery
  • Knowledge in hygiene promotion
  • Knowledge in logistic and administration
  • Good and proven writing and spoken English are required
  • Arabic and/or French speaking is an asset

 

Transferable skills

  • Good analytical and writing/editing skills
  • Good communication and diplomatic skills
  • Good organization skill
  • Capacity to work under pressure in a tense security environment
  • Good pedagogical skills
  • Knowledge and experience of the Yemen or Middle-eastern countries appreciated

SI WILL OFFER YOU

 

A salaried post: according to experience from 1980 euros gross per month (1800€ +10% annual leave allowance paid monthly) and a monthly per diem of 750 USD/month.

Vacation: a system of alternation between work and time off is implemented at the rate of one break after two months spent in the country. For a one-year assignment, the expatriate will have a 7-day break during the 2nd, 4th, 8th and 10th months (with 750 USD allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (SI will cover travel costs).

Social and medical cover: Expatriates benefit from an insurance package, which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS :

The living conditions in Aden are good even though movements are restricted (curfew at 8 pm, most of the city being considered as no-go or restricted areas). Trips to the field is possible for expatriates under certain condition but are limited to keep the presence of international staff low profile.

Specific constraints related to security:

The situation in terms of security remains tense in Aden and its surrounding Lahj governorate, due to the proximity of the frontline.

Main identified threats for Aden are crossfire, crowd mob and carjacking.

Main identified risks for Al Qabbaytah are crossfire and road accidents.
