Location: Position based in Amman (Jordan) with frequent travel to Aden (Yemen)

 

ABOUT THE MISSION …

 

After four years of conflict, Yemen experienced a collapse of its economy and public services’ provision. Human losses directly caused by the armed conflict are dramatic, and in particular the amount of civilian casualties. In addition, the indirect impact of this conflict is beyond imagination with 22.2 million of people considered in needs of humanitarian assistance (around 70% of the total national population) and the biggest known cholera outbreak in the modern history (1,020,179 suspected cases registered from April 2017 until January 2018).

SI really started activities in Yemen in January 2018. Registered in South Yemen, SI mission is based in Aden. Currently, the expatriate team is comprised of a Country Director, a Logistics Coordinator, an Admin (Finance) Coordinator, an HR Coordinator a WaSH Coordinator, an FSL Coordinator, 2 Field Coordinators, 2 Log/Admin Managers and 5 PMs (WASH/EMR/FSL). 40 national staff are currently working at the coordination and in 3 bases.

The mission’s current and upcoming grants portfolio includes funding from the French Ministry of Foreign Affairs (Centre de Crise et de Soutien, CDCS), the Dutch Ministry of Foreign Affairs, UNOCHA’s Yemen Humanitarian Fund (YHF), UNICEF, USAID/OFDA, and the European Commission/ECHO, with an anticipated annual budget for 2019/2020 of 7 million USD.

Projects implemented by SI in Yemen consist in an integrated emergency assistance for displaced populations and host communities in Al Qabbaytah district (Lahj Governorate) and the West Coast (Al Hudaydah and Taiz Governorates), with activities in WaSH (rehabilitation of water supply facilities, construction and rehabilitation of latrines notably) and Food Security & Livelihoods (cash & vouchers, access to agricultural inputs).

 

ABOUT THE JOB

 

General objective:

The Project Development and Accountability Coordinator is responsible for following up on SI commitments regarding accountability to donors. He/She provides leadership and strategic thinking for SI Yemen, overseeing and strengthening its program development and accountability. He/She is responsible of the mission’s program development and proposal work. He/She oversees SI Yemen’s entire grant management cycle and reporting processes. He/She is in charge of developing and reinforcing relationships with donors and knowledge of their strategies and requirements.

 

Organizational Structure:

The Project Development and Accountability Coordinator is part of Solidarités International’s Yemen Coordination team.   The position is reporting to the Country Director with close working relationships with the Program Coordination team currently including a WASH Coordinator and a FSL Coordinator, as well as the Logistics and Admin (Finance) Coordinator. 1 WASH PM, 1 WASH/EMR PM, and 2 FSL PM are currently on the mission, while 1 additional WASH PM is being recruited.

 

Responsibilities and main activities:

Reporting to the Country Director, the Project Development and Accountability Coordinator will work closely with the Wash, Food Security, and Logistics and Admin (Finance) Departments and is in charge of:

  • Strategic planning:
    • Support the CD in the development and drafting of SI Yemen’s strategy, developing a participatory process involving both the coordination and field offices
    • Follow-up and provide regular analyses of the humanitarian, political, social and economic context of Yemen and propose adaptations of SI Yemen’s strategy to ensure its coherence and pertinence accordingly
    • Propose proactively new strategic orientations and new activities when identifying opportunities
  • Grant management and development, and relations with donors :
    • Lead fundraising efforts in coordination with the CD, including undertaking donors’ mapping and prospective concept note development, and providing briefings to donor representatives
    • Develop a close relationship with SI’s current and potential donors and an in-depth understanding of their strategy and requirements
    • With the support of the CD, identify funding opportunities and develop competitive, responsive proposals that meet SI’s standards and donors’ requirements and are in coherence with SI’s mission and global strategies
    • In close relation with the CD, lead and coordinate proposals and reports writing and ensure the submission of timely, accurate and well-written proposals, reports and other reporting requirements.
    • Develop and maintain an overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents
    • Organize, facilitate, and follow-up grants opening, review, and closing meetings in coordination with the programs’ team
    • Provide technical guidance and deliver trainings on SI and donor guidelines, and on proposal development and reporting to field offices
    • Oversee the implementation of effective channels of internal and external communications relating to the effective management of grants
    • Liaise with donor representatives on on-going programs and coordinate donors’ visits to program sites
    • Ensure respect of internal and external deadlines and compliance with SI processes
  • Compliance and accountability:
    • Provide guidance and ensure that all programs are implemented in coherence with the annual country strategy, according to SI’s procedures and financial donor criteria
    • Support the CD in ensuring that quality criteria and indicators are monitored and lead to decision making
    • Support the CD in ensuring that the programs’ context monitoring is done properly and leads to decision making: adjustment of activities or result shifts according to the evolution of the context
    • Provide guidance and ensure that all programs are implemented in coherence with donors’ rules and regulations
    • Ensure that programs fully respect SI’s and donors’ ethical standards and requirements (PSEA, anti-corruption, etc.)
    • Ensure that recommendations following programs’ evaluations are taken into consideration and that corrective measures are put in place
  • External representation and communication:
    • Play a key role in promoting SI as a main actor within its different sectors of intervention through interactions with key players (donors, sectors’ representatives, UN Agencies, NGOS, local authorities…)
    • Support communication’s activities of SI Yemen to external stakeholders in coordination with the CD
    • By delegation from the CD, represent SI with local authorities (civil or military), civil society, media, etc. in agreement with SI’s internal regulations

 

YOUR PROFILE

 

Specific skills and experience:

  • Minimum 5 years of experience managing humanitarian grants with project management experience preferred;
  • Experience developing proposals with rigorous requirements and tight deadlines;
  • Ability to work independently and meet deadlines with minimal supervision;
  • Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment.

Soft skills:

  • Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment and across various time zones, liaise with donors and develop partnerships
  • Strong organization, initiative and adaptation skills
  • Demonstrated attention to detail and ability to follow procedures, meet deadlines and work both independently and cooperatively with team members
  • Capacity to shift environment from Amman (grant focus) to Aden (program focus)
  • Good stress management

 

Languages:

  • Excellent written and verbal English skills are mandatory
  • Fluent French is appreciated
  • Knowledge of Arabic is a plus

 

SI WILL OFFER YOU

 

A salaried post:
According to experience, starting from 2640 euros gross per month (2400 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem rate of 750 USD a month in Aden and 700 USD in Amman.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation:

During the assignment, a system of alternation between work and time off is implemented at the rate of on 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3/6 and 9 month (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add 1 additional rest day per month worked > i.e. an additional 12 days for a 1-year contract.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

 

LIVING CONDITIONS AND CONSTRAINTS RELATED TO SECURITY :

 

Amman

The candidate will be accommodated in SI guesthouse in Amman as main location.

Living conditions in Amman are very good and staff has access to a wide range of restaurants, cafes and bars. Most of occidental products (food, clothing…) are easily accessible in Amman. The country also proposes several destinations for weekends.

Security levels are good and restrictions are very limited.

 

Aden

Accommodation in the guesthouse in Aden will be provided during the required mission visits.

The living conditions in Aden are quite good even though movements are very restricted (curfew at 8 pm, most of the city being considered as no-go or restricted areas). We are able to go to one supermarket, one restaurant and one beach under specific conditions. Social life with expats from other NGOs is low but can be developed. House is almost four stars’ comfort! Trips to bases is ok and to the field is possible for expatriates under certain conditions but are limited to keep the presence of international staff low profile. Women expatriates have to wear the niqab every time they go out the office.
