ABOUT THE MISSION …

 

SOLIDARITÉS INTERNATIONAL is a French humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 39 years, our organization has worked towards meeting the three basic needs – water, food and shelter – of vulnerable and crisis-affected populations, and has been more specifically committed to fight against waterborne diseases, leading cause of death in the world. SI’s interventions are carried out based on its expertise in the field of access to safe drinking water, sanitation and hygiene promotion, but also in the essential ones of food security and livelihoods. SOLIDARITES INTERNATIONAL is currently present in about 20 countries where SI staff – a total of 2,000 people comprising expatriates, local staff, HQ employees and some volunteers – implements programs with professionalism and commitment whilst being mindful of respecting other cultures.

Brief overview of Solidarités International’s work in the country:

SI is starting its operations in the region, focusing on WASH and FSL. The NGO has experience working in several complex contexts and needs to adapt to the specificities of those new areas and to the Venezuelan migrants crisis primarily. The work of the team to be recruited is to open and operationalize a humanitarian mission, settle and organize and start implementing emergency activities. One of the biggest priorities will be to assess and select local partners.

How the mission is organised :

The set up will be limited to two expatriates :  CD and a log/admin coordinator.

The staff needs to be recruited, the office and house to be found.

 

ABOUT THE JOB

 

Specific context of the area in which the expatriate will be working:

The context will be complex in terms of administrative access and security risks.

SI considers limited programming at the beginning in order to allocate time to installation, setting up procedures, improving context analysis and mitigating risks.

Whatever the final place chosen for implementing activities, the expatriates will be facing an environment with

– high urban criminality and therefore security restrictions

– significant administrative constraints

 

Main stakes of the positions:

  • Assessment and selection of local partners that will be in charge of project implementation
  • Emergency kind of activities focusing on Venezuelan migrants situation
  • Mission opening / installation and setting up. The first team of SI in the region.

Complex environment with restrictions and constraints and operational challenges

Specific context of the positions:

 

  • the general and specific objectives of the program

Improve access to water, sanitation and food security of the vulnerable populations of informal settlements in large urban areas.

 

  • the expatriate team assigned to the program

No expatriate dedicated to project implementation fully. The partners will be managed by local partners with the CD supervision.

 

  • the national team assigned to the program

The national team will also be limited (one person). The local partner will be implementing activities.

 

  • the progress of ongoing projects: program start date and main activities, with regard to the provisional schedule

 

YOUR PROFILE

 

 

For the Log-Admin Coordinator:

 

  • Knowledge of SI procedures
  • Security analysis and implementation and stakeholder relationship (armed and local authorities)
  • Logistic and administrative tasks management
  • Strong representation and coordination skills
  • Capacity building skills
  • Management, organization and planning skills
  • Patience and support stressful environment;
  • Adaptive to fast changing environment and able to deal with daily changing priorities

 

For the Country Director:

 

  • More than 3 years of professional humanitarian experience at senior management level.
  • Demonstrated experience in conflict contexts and insecure environments, access negociation and security analysis, and management.
  • Previous experience in Latin America would be a strong asset.
  • Extensive program development and fund raising experience, including in working with major institutional donors.
  • Problem-solving skills and ability to make decisions
  • Outstanding communication skills, including excellent diplomacy skills with the ability to influence and negotiate.
  • Analytical skills and proven organization and methodical skills
  • Strong interest in the context and strong commitment to humanitarian work and principles.
  • Ability to withstand pressure
  • Good sense of humor and great team member

Fluent Spanish / English mandatory

 

 

SI WILL OFFER YOU

 

For the Country Director:

A salaried post:
According to experience, starting from 3300 euros gross per month (3000€ base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem rate of 750 USD a month. SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

 

For the Log-Admin Coordinator:

 

A salaried post:
According to experience, starting from 2860 euros gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of 750 USD. SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

 

For both:

 

Vacation: 
During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Our policy was just modified: from now on, Solidarités offers you 7 working days ever three months, with a 850 USD allowance for each break. In addition to these regular break, SI adds a day off per worked month. These days off as well as the breaks are not deducted from the paid leaves that are paid every months with your salary as they are offered by the organization.

Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
