Projet : Technical Assistance for Civil Society Capacity Building
The overall objective of the project of which this contract will be a part is to strengthen the capacity of the CSOs working in the governance and democratization sector to mobilise Somali citizens to participate more effectively in democracy and governance reform processes through representation, participation, transparency and accountability (REPARTRAC).
The purpose of the contract is (i) to increase CSO’s capacity in project cycle management (PCM) and organization management, including under EU procedures; (ii) to provide technical assistance and advisory support to Somali CSOs on effective participation and influence of civil society in governance and democratization activities and improve their sustainability, accountability and constituencies ; and (iii) to facilitate coordination/partnerships between different CSOs and NSA Platforms through establishment of a governance structure convening actors within the governance and democratization sector, provide a space for exchange of ideologies and map out priority areas of engagement.
The experts will be based in Somalia. The intended start date is June 2019 and the period of implementation of the contract will be 36 months from this date.
For this assignment SOFRECO is currently looking for:
QUALIFICATION
Qualifications and skills
A first-level degree from a university or institution of equivalent status in any of the following fields: international relations, political science, development studies, conflict studies;
Masters’ degree (university or equivalent institution or a recognised professional qualification) in project management, international development, monitoring and evaluations, development studies, public policy, statistics, political science;
6 years of experience working with non-state actors in development cooperation, including their links to state actors;
Experience in project management, organisational and communication skills (for capacity building activities);
Excellent command of both spoken and written English;
Proficient working knowledge of the Somali language would be an asset.
General professional experience
At least 8 years’ professional experience in developing countries, preferably including experience on projects funded by the European Commission;
Minimum of 3 years’ experience in a managerial position such as team leader or equivalent post with managerial responsibilities;
Managerial experience in a consultancy firm providing technical assistance to civil society organisations would be an asset.
Specific professional experience
At least 6 years’ experience in project cycle management with ability to manage and oversee all aspects of the project cycle;
At least 3 years previous experience in designing and managing capacity building programmes in relation to broadly defined civil society;
Knowledge of civil society structure and operations and government policies in Somalia would be an asset;
Functional knowledge of EU procedures would be an asset;
At least 2 years cumulative experience in fragile contexts.
