Institutions and Systems Expert Consultant, Senegal Power Compact Reform Evaluation

Proposal Objective

SI is pursuing an RFP to perform a five-year evaluation of the Senegal Power Compact Reform Evaluation which focuses in screate an enabling environment to improve the financial viability of, and to ensure good governance in, the power sector, with the intent of improving the quality and quantity of the electricity supply. To accomplish the Reform Project Objective, the Project shall strengthen the laws, policies, and regulations governing Senegal’s electricity sector, as well as the institutions responsible for implementing them, particularly the utility (Senelec), the regulator (the Commission de Régulation du Secteur de l’Electricité or CRSE), and the ministry responsible for energy and petroleum (Ministry of Energy).

SI is seeking a consultant to serve as Institutions and Systems Expert Consultant for this evaluation. This position will be intermittent over the five-year period of performance of the evaluation. Work will be conducted in Senegal and remotely.

Position Description

Our team is recruiting for a Senegalese consultant to serve as a Institutions and Systems Expert Consultant for our proposal to carry out the Reform Project. The Institutions and Systems Expert Consultant will be responsible for technical and methodological leadership in a technical aspect of the Call Order.

Responsibilities

  • Provide subject matter expertise and analysis on the regulations and legal framework surrounding the electricity sector in Senegal.
  • Contribute to deliverables at all phases of the evaluation, including the inception report, data collection plan and final report.
  • Contribute to the identification and development of a conceptional framework for institutional change to generate standard definitions for key outcomes
  • Play a role in the design of the evaluation, ensuring that the design reflects best practices in the design of energy regulatory related projects.
  • Actively participate in data collection and analysis and support the development of data collection instruments.
  • Participate in client and stakeholder communication, presentations, and interfacing with program implementers as requested by the Team Lead.
  • Support in-country capacity building on evaluation best practices in institutional reform and organizational change

Qualifications

  • Master’s degree, or above, in international development, social sciences, political science, government, institutional economics, or related field.
  • 10 years of experience leading studies using an analytical framework related to complexity science, systems, political economy, and/or institutions in a developing country context.
  • At least one peer reviewed publication using an analytical framework related to complexity science, systems, political economy, and/or institutions.
  • Experience with diverse qualitative research methods, including participative and action oriented ones.
  • Professional proficiency in French.

Other preferred qualifications

  • Experience with designing and delivering adult learning content and/or facilitating collaborative workshops.
  • Experience with gender and social inclusion research.
  • Experience conducting primary data collection in Senegal.
  • Fluency in Wolof.
