SNV has partnered with Climate Fund Managers (CFM), World Wildlife Fund Netherlands (WWF) and FMO, Dutch entrepreneurial development bank (lead organisation) to manage the Dutch Fund for Climate and Development (DFCD), with objective to mobilise private sector investments in climate change adaptation at scale. The DFCD will run until 2037, is funded by Netherlands Ministry for Foreign Affairs.
LandScale is a tool to assess and communicate landscape sustainability. It helps landscape stakeholders gain critical insights, make more informed decisions, and share credible stories of impact. Companies, industry initiatives, NGOs, governments, donors, and financial institutions can use LandScale to measure the sustainability status of any landscape with substantial natural resource-based economies and supply chains. Assessments can be conducted by a single organization, a group interested in developing a collaborative landscape program, or an existing multi-stakeholder landscape partnership.
The objective of this rapid landscape assessment is to develop the narrative of the Haut Niger landscape for a better knowledge of the ecosystem, the vulnerable population, the economy and business opportunities according to the reporting framework established for this effect.
As part of the development of an DFCD investment portfolio for Haut Niger Landscape, SNV Mali will conduct a process of assessment / baseline stock-taking of the Haut Niger landscape. This document comprises the ToR for landscape assessment exercise.

OBJECTIVE OF THE LANDSCAPE ASSESMENTThe LandScale assessment framework helps users gain critical insights, make more informed decisions, and share credible stories of impact. It provides a holistic overview of a landscape in relation to four pillars of sustainability: ecosystems, human well-being, governance, and production. The framework is grounded in key international norms and methods for assessing sustainability, including the United Nations Sustainable Development Goals. It’s structured hierarchically to allow for global consistency and local adaptability. Pillars and goals provide an integrated structure for assessing sustainability, which users can tailor to different landscapes by selecting context-appropriate indicators and performance metrics. It’s possible to defer the assessment of a certain percentage of indicators if data is not available

Land Scale’s assessment process consists of five steps.
PROPOSED PROCESS
Step 1: Preparation – (To be done by SNV)
This step includes the initial work of selecting and composing a LandScale assessment team, taking stock of the landscape context, and using this information to conduct initial scoping of the assessment. This step also includes the option of documenting progress toward establishing and implementing a sustainable landscape partnership.

●         After reviewing LandScale guidance documents in detail, create work plan to complete assessment, including stakeholder outreach activities to be implemented in the stakeholder outreach plan
●         Complete a Landscape Situational Analysis to document basic characteristics of the landscape
●         (Optional) Complete the Sustainable Landscape Partnership Module
●         Define landscape stakeholder outreach plan for Steps 2-5 in partnership with Landscape lead
●         Conduct initial stakeholder workshop and form working group to support assessment process
●         Define and report the assessment objectives with Landscape lead
Step 2: Boundary selection – (To be done by SNV)
Following LandScale guidelines, the assessment team defines the area for which the assessment will be conducted.
 ●         Describe the landscape area
●         Determine appropriate landscape boundary type (jurisdictional, catchment, or user-defined)
●         If user-defined boundary, conduct adjacency analysis and justify selected boundary
●         Outreach activities to get feedback on boundary selection (based on stakeholder outreach plan)
Step 3: Indicator selection – Consultant: 5 days (including preparation)
Based on the landscape context and user interests, the assessment team defines the topical scope of the assessment by selecting which landscape-dependent and optional indicators to include. ●         Determine applicability of landscape-dependent indicators (both for DFCD as other SNV projects)

●         Select optional indicators based on input from relevant stakeholder groups
●         Submit list of final indicators to be included in evaluation, with an initial list of potential data sources
●         Outreach activities to get feedback on indicator selection (based on stakeholder outreach plan)
Step 4: Metric selection – Consultant: 20 daysOnce indicators have been selected, the assessment team selects one or more metrics for each indicator. These metrics are then assessed using data that meet LandScale quality criteria.

 ●         Develop data collection plan
●         Identify relevant and available data sources
●         Select and/or develop alternate and assessor-defined performance metrics for selected indicators
●         Identify needs for primary data collection, and define data collection methodologies
●         Conduct a multistakeholder workshop to obtain input on indicators and metrics selected (based on stakeholder engagement plan)
●         Consult experts to fill data gaps and identify alternate metrics or proxies
●         Evaluate data quality
●         Collect and document primary data (if needed) – Demographic, geographic, political and socio- cultural contexts; current and future climate trends; biophysical and socio-economic information; environmental threats; economic profile; companies and investments and highlight potential opportunities in the landscape.          
●         Clean, process, and analyze data
●         Process data and assess metrics
●         Document data gaps and limitations
Step 5: Reporting results – Consultant: 5 days (together with SNV)
Assessment results are synthesized and uploaded to the LandScale reporting platform. At this point, a completeness check and quality assurance of the assessment results (optional) may be carried out, as specified in the Verification Mechanism. ●         Conduct a final review by stakeholders and/or external experts and report a summary of comments received and responses to them. This final review will be required to publish the report on the LandScale online platform (to be released along with version 1.0).

●         Assess performance against targets and milestones (based on stakeholder engagement plan)
●         Finish populating the reporting template: update any prior sections that were revisited from the data journey and add synthesis and interpretation of the metrics’ results for each indicator and, optionally, each pillar
●         Create a user-friendly narrative report that may contain additional information, graphics, etc. (Optional) According to DFCD landscape narrative template / landscape story maps.
●         Conduct a review of the draft report with stakeholders and or external experts (optional but strongly encouraged to help validate and improve the report before it is submitted for LandScale verification)
●         Submit all documentation to LandScale for a completeness check (level 1 verification, which is required to publish the report on the LandScale online platform and a prerequisite for undertaking the level 2 verification that is necessary to make claims)

Qualifications
Consultant Team (composed of 2 experts)The assessment team must have the relevant expertise across all pillars of the LandScale framework. Below are some of the 2 areas where expertise is needed:

Expert 1 on Ecosystems and Production
Ecosystems●         Natural ecosystem’s protection, conversion, and degradation

●         Restoration of converted and degraded ecosystems
●         Connectivity and fragmentation of natural ecosystems
●         Biodiversity habitat protection, conversion, degradation, and restoration
●         Water resources measurements
●         Greenhouse gas (GHG) emissions (sources) & sequestration (sinks) associated with AFOLU
●         Soil health measurements
Production●         Production practices, productivity, and input use efficiency of major commodities

●         Productivity of agricultural (crop and livestock), agroforestry & tree production systems for major production systems in the landscape
●         Efficiency of input use in agricultural, agroforestry and tree production systems for major production systems in the landscape
●         Adoption of sustainable land management (SLM) practices in agricultural and
●         forest plantation operations for major production systems in the landscape
 Expert 2 on Human Wellbeing and Governance
Human Wellbeing●         Multidimensional poverty assessments (education, sanitation, health, nutrition, etc.)

●         Human rights impact assessments (child labor, forced labor, workers’ rights)
Governance●         Land and resources tenure

●         Land and resources conflicts
●         Transparency, participation, inclusion, and coordination in land-use policy, planning, and management
●         Illegality and corruption related to land and resources
Qualifications
An assessment team (2 experts) requires the following types of expertise:●         Technical knowledge of sustainability (see list of required expertise above by pillar)

●         Data and analysis expertise, including in social and environmental data and data analysis – team must be able to identify data sources, assess data quality, and calculate metrics based on secondary and possibly primary data
●         Speak the local language
●         Be committed to an objective and inclusive assessment, including willingness to engage separately with marginalized or vulnerable groups to the extent necessary to properly understand their perspectives
●         Understand the key social issues affecting local people and communities
●         Have knowledge and experience related to human rights issues and impact assessments
●         Have experience conducting household surveys, interviews, focus groups, and other types of engagements with local communities
●         Have a general understanding and knowledge of local culture, context, and politics
Preferred (optional):●         GIS expertise

●         Basic level in English
●         Human rights expertise, with human rights impact assessments
●         Relationships with landscape stakeholders who can support the assessment process, in particular data collection and analysis
