Overview of the EOWE programmeThe “Enhancing Opportunities for Women’s Enterprises” Programme (EOWE) is 5-year programme being implemented by the SNV Netherlands Development Organization in Kenya and Vietnam. The programme is funded under the Funding Leadership and Opportunities for Women (FLOWII) of The Netherlands’ Ministry of Foreign Affairs, Social Development Department (DSO).

In Kenya, EOWE is implemented in collaboration with local partners in eight (8) selected Arid and Semi-Arid Counties namely Isiolo, Laikipia, Marsabit, Baringo, Kitui, Makueni, Narok and Samburu. The programme is advancing women’s economic participation and self-reliance by creating a conducive environment for female entrepreneurship as a vehicle for change. It also seeks to enhance advocacy for and implementation of gender sensitive policies while tackling socio-economic barriers at local levels to improve the enabling environment for women’s economic empowerment (WEE). In addition, it is supporting women to enter business, while providing technical assistance to those already in business to increase their profitability and viability.
The four programme objectives are:To increase capacity of government actors to implement and localise female entrepreneurship friendly policies and institutions.
To increase capacity of local actors, including CSOs, to create bottom-up pressure for women’s economic empowerment and leverage existing policy frameworks to enhance the enabling environment.To challenge gender norms inhibiting women’s access to economic opportunities through behavioural change.To enhance women’s capacity and confidence to lead successful agri-businesses.Introduction of partnership between EOWE Programme and Government of Makueni County
Various studies conducted in Makueni County have identified the Indigenous Chicken Value Chain (ICVC) as a major vehicle for poverty alleviation especially for women. Indigenous chicken (IC) rearing is ranked amongst the most desired climate smart technologies for drought mitigation in the Eastern Kenya region. However, there are binding constraints like low productivity, lack of organized markets, and small flock sizes that curtail the viability of indigenous chicken rearing enterprises.
Makueni County has a special focus on IC rearing because it presents an ideal poverty~food insecurity exit strategy especially for smallholder farmers. Due to this focus, an IC slaughterhouse has been set up in Kitise Ward to enhance the efficiency, productivity and sustainability of the ICVC. The EOWE Programme has partnered with the Government of Makueni County to build the capacity of women smallholder farmers so as to ensure that benefit from this facility.
Despite the fact that IC production in the rural areas tends to be the preserve of women, the same women are unfortunately not effectively engaging with the market or practicing market-led production due to limitations in production capacity, a lack of technical know-how, and a scarcity of knowledge on how to properly implement marketing mechanisms. To surmount these challenges, the EOWE Programme plans to facilitate the development of a five-year business plan for the Kitise Slaughterhouse facility as part of the programme’s sustainability mechanisms. This business plan will act as a roadmap that will guide smallholder beneficiary farmers through implementation and support them in establishing milestones to measure progress even beyond the lifespan of the EOWE Programme. Since the business plan will also encompass the production aspect, it will additionally form a basis for marketing and production plans that will support these smallholder beneficiary farmers attract investment, leverage financing and attract other partners beyond the lifespan of the EOWE Programme
This assignment is thus seeking to engage a consultant to support the development of the business plan.  The assignment is fully funded under the EOWE Programme and executed in partnership with the Government of Makueni County.
Job Description
Service Description
a)   Objective of this AssignmentThe overall objective of this assignment is to develop a five-year business plan for the Kitise Slaughterhouse facility for IC in a structured, objective and quantifiable way.  The consumers of this business plan will be Kitise Cooperative.

b)   Scope of WorkThe consultant will be required to study and analyse existing scenario within which the Kitise Slaughterhouse is being set up.  This will be followed by the development of a detailed business, costing and marketing plan that will not only detail the type of technical support that Kitise Cooperative needs to receive but also lay out how the Kitise Cooperative will make the operations of the Kitise Slaughterhouse facility efficient, growth oriented and sustainable in the long term, thereby benefitting many families.

The consultant will be required to hold consultative meetings and work in collaboration with the Kitise Slaughterhouse Project Management Committee (PMC) and other key stakeholders during the development of the business plan. This consultation and collaboration is aimed at creating a sense of ownership amongst members of the Kitise Cooperative so that they can take control of the final business plan and own its implementation process.
The Business Plan will be expected to have the following sections at a minimum:
Executive summaryProduction plan for poultry as the primary business commodity along with other poultry related products and servicesEnvironmental scan – PESTLE and SWOT analysisAnalysis of the existing market as well as of potential customersAnalysis of its comparative advantageBusiness Model and description of the operationalization of each product and servicePricing model for each product and serviceMarketing strategyOrganizational and management structure as well as a description of the required skill setsProjection of business returns over the five-year periodFinancial / funding needs until a break-even status is achievedThe Business Plan will also be expected to include a section on general guidance and preparation of annual budgets.  Additionally, it should include the following statements covering the five-year period:
Projected income statementProjected cash flow statementProjected balance sheetA risk assessment, financial ratios and key performance indicators such as break-even point, turn-around time, profitability ratios, payback period, rate of return on investment, liquidity ratios and production turnover are all expected in order to support the PMC to have a better understanding of the financial and operational performance of the Kitise Slaughterhouse facility. Also expected to be included will be a realistic sales forecast including prices, sale volumes, timings, etc.
Finally, the Business Plan will be expected to provide input into the organizational structure, governance and staffing plan for the Kitise Slaughterhouse facility as well as a detailed strategy on the proposed membership structure of the Kitise Cooperative.
2.     Deliverables
The expected end products of this assignment include:Comprehensive Business and Marketing Plan clearly detailing the tasks and responsibilities of each actor within the slaughterhouse eco-system
Comprehensive Financial and Operational PlanAn Evaluation Framework for measuring the business performance and impact of the slaughterhouse.
QualificationsWe are seeking to engage a consultant with the following expertise:
At least a Master’s degree in Business Administration, Business Management or a related discipline.Working experience with and comprehensive knowledge of agri-enterprisesExperience in developing business plans and marketing plansPreferably skilled in developing marketing strategiesSkilled in analyzing agricultural markets including for livestock productsExperience in financial modellingExcellent interpersonal and writing skillsPreferably able to communicate in the local language
