Background of Project

Sustainable Energy for Productive Use in Dairy and Poultry Value Chains in Ethiopia (SEDP)-Micro Pilot Phase is a one-year micro-pilot phase to test new renewable energy driven productive technologies and hone the best pathways that combine suitable conditions to stimulate appropriate supply, demand, and an enabling environment to deploy local context relevant solutions for small scale dairy and poultry farmers.

The introduction of new technologies implies various “unknowns” that would benefit from extensive research, trialling, and groundwork to reduce risk for end users. In total, three phases are envisioned in which the evidence from this micro-pilot will be the basis for a follow up of a two-year pilot phase where the technologies and approach will be trialled among a representative number of end users and evaluated for impact. These preparatory phases will position SNV and IKEA Foundation to subsequently implement an evidence-based, viable five-year programme with the greatest potential for impact, efficient replication, and scale.

Job Description

The Technical Team Leader will lead and coordinate the overall project activities, implementation for the adoption of Productive Use of Renewable Energy (PURE) technologies by the micro-pilot end user groups, vendors, local entrepreneurs and service providers in the dairy and poultry value chains, while closely working with relevant stakeholders working in the energy and agriculture sector, as the project is agriculture and energy nexus. S/he will lead PURE based activities through close collaboration with the project partner (SELCO) including technology selection and benchmarking, procuring & customisation of the PURE technologies, and ecosystem analysis, etc. As a Technical Team Leader, s/he will conduct cost/benefit analyses to show the increased productivity of the micro-pilot end user groups, that are supported through adoption of the PURE technologies. This will include supervision of the micro-pilot and support provision to the micro-pilot end user groups and the technologies supply chain value chain actors. S/he will lead in developing the learning agenda of the project, as part of the knowledge development & management portfolio. S/he will closely work with the SNV global technical advisor for the success of the project.

S/he is expected to build strong working relationship with the SNV’s related projects such as BRIDGE, MINE, SEFFA and L4R and also with government partners to stimulate the creation of enabling eco system for the promotion of the PURE technologies.

The Technical Lead Advisor is part of the SNV Ethiopia team and works in the project ‘Sustainable Energy for Productive Use in Dairy and Poultry Value Chains in Ethiopia (SEDP) – Micro-Pilot Phase’ under the Energy Sector. This project is financed by IKEA Foundation and implemented by SNV and SELCO. The implementation period of the project covers from January 2022 to December 2022.

Project Implementation

Successful implementation with impacts is key for the success. Successful implementation is measured mainly in terms of 1) time (timely delivery by all actors), 2) premium quality (of goods and services by all actors) and 3) money (best value for money within the budget).

Project planning, preparation and administrative work

o   Plays a key role in preparation of the project operational plan and budget and in assigning responsibilities for implementation, monitoring, evaluation, reporting and learning

o   Develops a strategic approach to support implementation of the recommended action points of the project document

o   Develops a strategic approach to facilitate the cross-country learnings component of the project

o   Quickly learns use of the SNV tools and systems like the online SAP BY Design, online staff performance planning and evaluation tools (PRDP and PAR in SABA), Prioritisation & Monitoring Tool, etc

 Implementation of Project Activities

o   Takes up management of day-to-day operations of the project

o   Takes primary responsibility for developing viable and scalable business cases and related learnings on PURE technologies in the dairy and poultry value chains.

o  Plays key role in design, implementation, quality control, monitoring and evaluation of activities and working closely with other colleagues in the energy and agriculture sector 

o  Lead the operational and administrative management of all activities of the project, in coordination with the rest of the sub-project team. This includes

o    Request for procurement & follow up, preparation of specifications for procurement, coordinating of the preparation of agreements with service providers and partners,

o    Support hiring of consultants for the project including ToR preparation & selection

o    Closely work with the consultants and support the overall supervision

o  Initiates or leads in innovations and improvement of the project implementation or business models, framework, tools, techniques, etc. necessary for effective implementation of the project.

o  Support the improvement of the capacities of partners in the implementation adaptation and resilience measures to climate change

o  Provide technical leadership for some specific activities of the project, including design, training and maintenance of the project pilot technologies

 Planning, Monitoring & Evaluation, Accountability and Learning

o  Monitors and manages activities, outputs, outcomes, impacts and risks

o  Supports in evaluation of outcomes and impacts

o  Supports in conducting external evaluation, as needed by the donor 

o  Plays a key role in periodically reporting to donor, government and SNV Country Office and Corporate Office. 

o  Makes learning, including cross country and cross-partner learning a regular agenda.

Analysis & Reporting

Ensures collection, consolidation and review of project information, via adopting SNV’s monitoring and evaluation guidelines to GIZ’s M&E framework. Analyses and provides advice to management on how to incorporate the new insights/best practices into the organisation’s policies and practices.

Contract Management & Project Accounting

Supports to manage and account for full compliance of administrative, finance and HR components of the project with SNV internal procedures and requirements specified in the donor-, sub-grant-, sub-consultancy-, partner-, consortium- and Local Capacity Builders contracts.

Advisory Services

· focuses on or around technology identification, development of viable business cases, energy technology market development and engaging private sector and other development partners through appropriate mechanisms, that are owned by the stakeholders in Ethiopia.

focuses on implementation (getting things done) while applying the approach of advisory service, evidence-based advocacy and knowledge management, among other things.

Network and relationship development

· Regularly analyses and understands the overall context, the playing field, the dynamics and the technological and organisational task environments

·Develops and maintains effective network and relationships with the government at the federal and regional levels and both current and potential customers (e.g., donors, development partners and stakeholders involved

Strategic Positioning and Management

·Provides strategic and policy inputs for positioning and profiling of SNV as well as for the strategic direction of the Energy Sector, especially in the area of institutional and policy matters of energy & agriculture nexus

·Actively participating in strategic positioning meetings as part of the team and provides input on strategic proposal and issues

·Actively and timely addresses elevates/alerts of real or potential strategic and operational issues

People Management

Steers (functionally) colleagues and coaches associated partners/ external stakeholders on quality within the context of the assignments.

Business Development

· Builds, maintains and utilises relationships with relevant stakeholders, represents SNV and identifies opportunities for Business Development

Discuss/prepares proposals in consultation with Energy Sector Lead and other colleagues.

 Qualifications

 Education

Must have a master’s degree in Energy Management, Engineering, or another relevant discipline.

Experience

·Must have a substantial experience (at least 12 years) in development work & project management including implementation of development projects in energy sector, in the context of international development co-operation in Ethiopia.

·Must have at least 6 years’ practical experience in introduction of energy technologies to enhance agricultural productivity.

· At least 3 years of experience of project management of medium-scale, international development co-operation project.

·Demonstrated ability and experience of managing projects in a market based or entrepreneurship development and a facilitative approach,
