Job Description
Overview of the project.
SNV is partnering with Mastercard Foundation to implement the Realizing Aspiration of Youth in Ethiopia through Employment- (RAYEE) project in Tigray, Amhara, Oromia, SNNP Regions and Dire Dawa City Administration (2019 to 2024). The overall objective of this project is to secure dignified and fulfilling employment and income for 240,000 youth (70% women) with a focus in Agribusiness sector. The project aims to achieve its objective through promotion of micro and small enterprises for self -employment and securing wage employment for unemployed and underemployed youth through efficient market driven skills development, job matching and improved performance of enterprises. Furthermore, to improve longer-term scaled up young women and men’s access to employment the project together with stakeholders will influence existing youth employment ecosystem.
Summary of the position
Senior Financial Inclusion Advisor (SFIA) provides technical leadership in creating access to a range of finance services for youth in the project operational areas. S/he will be responsible in the design, implementation and monitoring of the youth financial inclusion component of the project. Together with the RAYEE MSME Advisor will develop a strategy for establishment and linkage of the Youth saving and lending groups. S/he will be responsible in designing quality capacity building schemes for staff and young women and men who will start their own MSEs. S/he is expected to establish partnership with key stakeholders of the financial sector in the country for effective collaboration. S/he will identify digital solutions and services to increase youth financial inclusion.   S/he will ensure that the project interventions are performed as planned to bring the desired impact through monitoring, evaluation, research and documenting lessons learnt.
Key Responsibilities:
Leads the development of youth financial inclusion strategy.
Leads the development of approaches, systems and products/services to ensure the access to financial services to young women and men.
Works closely with financial service providers (Banks, MFIs….) to create better functioning and sustainable institutional linkages between YSLAs and MFIs, RuSACCOs, and banks.
Develops capacity of field level staff and partners on YSLA approach and linkages mechanisms between program participants and financial institutions.
Identify and establish partnership with digital technology service providers to enhance youth financial inclusion.
 Identify capacity gaps and develop capacity building interventions for financial service providers to develop and implement youth inclusive financial services.
Defines and executes monitoring systems for data capturing and monitoring of youth groups and financial inclusion component
Works with MFI partners to systematize information flows and share reporting and portfolio effectiveness as it relates to the project.
Supervise  and coach a team of field level staff
Document and share lessons to staff, donors and other stakeholders in collaboration with MEAL advisor.

Qualifications
Required Experience and Qualifications:
Master’s Degree in relevant fields: Finance, Business, International Development, Economics/Agricultural Economics, or other relevant fields
At least 8 years direct experience in the finance sector.
Experience in financial inclusion of youth , women and other marginalized groups.
Knowledge in Ethiopia financial sector landscape and strong network among stakeholder in the finance sector.
Experience in micro enterprise development
Experience in informal and formal saving and lending methodologies.
 Experience in public and private sector development.
Experience in market system development approach is preferable.
 Experience in gender programming.
Experience and knowledge in digital technologies
    Additional skills:
Strong analytical and operational knowledge of youth financial inclusion.
Strong networking, partnership and interpersonal skills
Ability to communicate effectively in oral and in writing, work independently and as part of the team, and work effectively with co-workers, partner agencies and the private sector.
Computer proficiency is required.
Ability to travel frequently to the project operational areas

Terms of Appointment
This is a full-time position with the successful candidate being contracted on a 3 years contract with the possibility of renewal.
