Job Description
Background
Within the Energy sector, SNV is a facilitator of commercially viable markets for renewable energy products and services for households and SMEs. SNV provides advisory services to private, public and non-governmental organizations for improved access to energy for underserved populations within rural, peri-urban as well as urban areas. Nexus solutions, including renewable energy applications in agricultural value chains, are of increasing importance in SNV’s work.
SNV’s interventions in Mali began in 1979. We are a key partner for local authorities and other development actors, and we are now active in five regions: Bamako, Sikasso, Gao, Segou and Mopti.
Overview of the position
SNV seeks a talented, qualified, result-oriented and experienced professional for the position of Sector Leader Energy in Mali.
· The Sector Leader will be responsible for the overall quality of programme development and implementation, actively contributing to business development efforts, and steering the quality of technical advisory services of SNV’s energy programme in Mali, and will contribute to growing the energy portfolio in the Sahel.
· The Sector Leader will ensure quality and visibility of SNV’s energy programme in Mali and the Sahel as relevant, ensure gender equality and social inclusion in programme design and implementation, invest in making know-how flow to and from the frontline and position SNV with key stakeholders.
· The Sector Leader will also play a project manager role and be responsible for the implementation of the EnDev “Market Development of Clean Cooking” project, which aims to enhance access to ‘improved’ and ultimately ‘clean’ cooking technologies in secondary towns of Mali.
Responsibilities
·Strategic Leadership: lead strategy development for SNV’s engagement in the energy   sector in Mali and the Sahel more broadly, aligned to corporate frameworks.
· Programme Management: deliver effective development results, planning and     monitoring, financial management, and donor reporting.
·Business Development: ensure strategic positioning and synergies for impact, ; lead   quality project design of proposals in French and English, and contribute to secure   funding for innovative programmes; build relevant partnerships with global/national   energy stakeholders, and identify funding opportunities in line with (government)   guidelines and SNV’s Business Development policies and procedures; steer pipeline   management, review quality and coherence of proposals on SNV’s cross-cutting themes   and analyse success ratio.
·People management: lead and coach the team of SNV advisors, consultants, partners and service providers, monitoring and coaching them to increase performance.
·Advisory services: lead the implementation of complex assignments according to   agreements with donors; set benchmarks for results and monitor quality of advisory   services.
·Monitoring & Evaluation: ensure uniform understanding and practice in planning,   reporting, monitoring and evaluation of energy programmes in line with SNV’s internal   frameworks.
·Communication, representation and positioning: guide knowledge development and   develop and maintain relationships with stakeholders to improve SNV’s market position;   present and represent SNV at workshops, network events and prepare (social) media   publications actively participate in external and internal networks.
·Knowledge and learning: facilitate learning, documentation and evidence-based   knowledge development, in collaboration with SNV’s global team and partners.
·Monitoring & Evaluation: ensure uniform understanding and practice in planning,   reporting, monitoring and evaluation of energy programmes in line with SNV’s internal   frameworks
Qualifications
Master’s degree in a relevant field.
·Minimum of eight (8) years of progressively responsible work experience in managing   and implementing multi-faceted, donor-funded development programmes.
·Solid background and understanding of decentralised renewable energy (DRE) and   improved cookstoves (ICS) market development in the Sahel. Specific experience in Mali   preferred, inclusive of working with the private sector, public sector and other key   stakeholders.
·Knowledge and experience of different renewable energy applications, value chain   development, private sector development and innovative financing solutions.
·Experience in concept and proposal development, and proven results in contributing to   business development efforts.
· Able to strategically lead, inspire and energise programme teams.
· Experience in collaborative and adaptive monitoring, evaluation and learning.
· Demonstrated experience in managing various programme partners.
· Excellent social, networking and presentation skills, able to engage with the private sector, civil society, governments and donors at all levels.
·Highly motivated self-starter, with strong organisational skills, who takes individual   accountability seriously.
·Strong strategic decision-making and excellent (written and oral) communication skills,     as well as reporting and presentation skills.
·Readiness to work and frequently travel in rural areas with minimal amenities.
· Fluency in both written and spoken French and English.
Additional Information
This is a full-time position with an international contract, based in Bamako, Mali. The successful candidate will be contracted for 2 years initially, with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience, including a competitive secondary benefits package.
