Job Description
SNV Netherlands Development Organisation seeks to fill the following position :
Project Grant/Partner Finance Officer
Duty station: Addis Ababa, Ethiopia
Overview of the position
The Project Grant/Partner Finance Officer  will offer administrative and finance support to the project team as well as partner organizations.. He/she will collect, record (financial) data into systems, analyze, take appropriate actions in case of deviations, prepare the financial reports including all project related data to the donor and to SNV according the donor- and SNV project requirements.
KEY RESPONSIBILITIES:
Review, analyse and finalize cost estimates and budget proposals, from the partners, government and field and Addis staff and also its for Personnel, administrative and programmatic matters;
Ensure full compliance of all submissions in line with EU regulation, programmatic annual and contractual, and Operational Plans, SNV’s corporate Annual Budget Directives issued by Corporate HQ;
Consolidate all submitted budgets and all other relevant information and prepare a draft Budget of the program from field, partner and government.
Provide substantive support during budget arbitration;
 Ensure that all timelines/deadlines in relation to preparation and submission of budget documents are strictly adhered to EU, government and SNV regulations.
To provide effective and efficient management of EU funded program finances, including aspects of budget setting and monitoring, procurement, income receipt, invoicing and VAT
To assist in the day to day accounting procedures and recording of all financial transactions accurately on the financial software in close collaboration with Financial operation teams and coordinator.
To monitor expenditure against budget headings and report any variances across all cost centres to the country finance controller and budget/compliance coordinator and team.
To assist in the monitoring and development of effective systems of financial accountability and control in line with donor funded financial requirements with particular attention to EU funded program.

Qualifications
Minimum graduate degree and/or professional qualification in Accounting, Finance, Business Studies, Auditing or related field, with 8 year of relevant experience for master’s degree or minimum of 12 years’ experience for bachlor’s degree.
English Language proficiency both written and spoken;
Good computer skills: Excel, Word, the purchasing system and SAP BD system
Experience of managing grants/contracts from institutional donors such as EU, ECHO, DFID, USAID and UN with ability to provide clear guidance on donor policies and procedures to other staff
Experience of setting up and managing donor compliance monitoring systems, developing and implementing relevant tools
Strong financial skills encompassing proposal budgeting, income tracking, budget monitoring and financial reporting.
Experience of working in a global team and distance support
Attention to details
Ability to plan with good organizational skills, including prioritization and ability to work under pressure
Initiative and ability to follow up on issues
