SNV EnDev Project
The SNV EnDev project titled “Accelerating Access to Energy Services” is a market development initiative being implemented in Kenya as part of projects supported by the EnDev Programme. The new implementation phase began here in Kenya in October 2019.
The overall objective of this project is to contribute to Kenya’s SE4All initiative whose goal is to achieve 100% universal access to modern energy services by 2030 for both cooking and electricity. The project therefore includes two major components, namely ‘’the cooking component’’ and “the electricity component” and will intervene in three major areas, specifically the supply side, demand side and the enabling environment.

Assignment Scope
Under “the electricity component’’ of the project described above, SNV will provide support to enhance the business enabling environment, steered through the existing sector level institutions and mechanisms.
On this basis, sector level coordination and advocacy will ideally be through sector level associations. Policy, standards and enforcement will be steered in collaboration with the relevant government ministries and public institutions.
The project may on a need basis provide capacity building for players at different levels of the value chain, to enhance compliance and enforcement of policies and standards, while also enhancing participation and coordination at different levels.
Role of Project Consultant
Reporting to SNV’s Energy Sector Leader or any other person designated by the Sector Leader, the consultant will:
In close consultation and collaboration with the project team, take lead in implementing the enabling environment sub-component of the project as outlined above, including collaboration with the relevant stakeholders, negotiations and engagement of project beneficiaries, implementation of need based activities at the sector level and provision of technical/backstopping support to the sector/stakeholders.
Enhance existing linkages between value chain actors at different levels, while also developing new linkages to address market barriers.
Participate in sector level forums and collaborate with or support sector level associations.
Contribute towards knowledge development based on project’s experiences and sector development trends.
Contribute to overall coordination, monitoring and reporting at the project level including periodic and need based reporting to the programme management, ensuring reporting quality, facilitating/supporting internal and external validation/verification of activities and progress reports, facilitating/ supporting disbursements and budget management, monitoring theory of change and market development.
Contribute to SNV’s business development and provide need based support to other SNV projects/programmes/initiatives.
Resources
Resources will be provided through SNV’s operational structures and guidelines, and in-line with project specific budget lines.
Duration
These activities will be undertaken from June 2020 to March 2021 (with possible extension to 2023).
Deliverables / Milestones
a)    Delivery and achievement of project activities and results including targets committed to the donors.
b)    Monthly activity work plans.
c)    Monthly progress reports (activity/results) including:
                             i.        Project implementation working papers.
                            ii.        Narrative reports on activities undertaken, lessons/challenges, market trends and insights (in line with project’s reporting requirements).
d)    Beneficiary / sector progress reports (verified / validated reports).
e)    Monthly bills and timesheets in line with SNVs billing and time reporting systems and guidelines.
Qualifications
Minimum of a Bachelors Degree in relevant course or in Renewable Energy.
At least 3 years of experience in the renewable energy sector and working with relevant stakeholders including development partners, sector level associations, government ministries, regulatory bodies and the private sector.
Experience in advocacy, policy and standards development, sector coordination, knowledge development and dissemination.
Ability to work independently and proactively with minimal supervision, generate project implementation ideas and relevant contacts.
Analytical and numerical skills, with ability to synthesize data, present results and draw meaningful conclusions.
Excellent communication skills, including writing and presentation skills.
Team player with ability to contribute and support projects and project teams
Excellent organisational and time management skills and ability to adhere to strict deadlines.
