Background
The 2SCALE 2019-23 program builds on the achievements and lessons learned from the first phase/program (2012-18; see www.2scale.org ). It aims to be a flagship program of food safety policy in the Netherlands and one of the main catalysts of inclusive agricultural entrepreneurship in sub-Saharan Africa.
2SCALE is designed to incubate and accelerate inclusive development of agricultural entrepreneurship in the following countries (Burkina Faso, Ivory Coast, Ethiopia, Ghana, Kenya, Mali, Niger and Nigeria). Public-private partnerships (PPPs) will be the basis for the implementation strategy to achieve the objectives of the program. 2SCALE strategy has three components:
1.    Inclusive Business: 2SCALE program collaborates with private companies to ensure business incubation through PPPs and to develop agribusiness models that promote inclusion, develop (new) competitive advantage and have potential for scaling. PPP will support the development of value chains and training of agro-industrial poles. The « agro-clusters » approach helps small farmers to develop agriculture as a business and to provide agricultural products to local, national, regional and international. The 2SCALE program works in partnership with African and multinational food companies to increase productivity and improve the efficiency and sustainability of agro-industrial clusters and value chains that will be supported. Particular attention is given to young people and women for the integration of value chains (as farmers, workers, contractors, service providers), and low-income consumers / « base of the pyramid » who represent the largest market for food in sub-Saharan Africa.
2.    Replication Inclusive Business: Through PPP, 2SCALE supports the replication of the most successful business models in different contexts (regions, industries), through the same or other private partners.
3.    Facilitate the transformation of the sector and policy alignment: 2SCALE also helps business partners to drive the transformation of the sector and alignment of policies in order to remove bottlenecks that cannot be solved by the actors targeted (PPP) and which simultaneously affect multiple stakeholders.
2SCALE is funded by the Ministry of Foreign Affairs of the Netherlands and implemented by a consortium led by the International Centre for Fertilizer Development Centre (IFDC) and composed of « Base-of-the-Pyramid Innovation Centre » (BoPInc) and SNV, the Netherlands Development Organisation. Partnerships Resource Centre (PrC) supports the consortium as a « knowledge partner ».
Job Description
The partnership facilitator is responsible for the design and implementation of all activities related to the PPP under his/her responsibility. He / she facilitates, in close cooperation with private partners and other relevant stakeholders, all 2SCALE interventions at different levels of partnership: the base of the pyramid Food poles, value chains and the industry. He / she also coordinates the support provided by support services to companies, consultants and experts. The facilitator will have good knowledge facilitating development projects for crops market systems, specifically in horticulture (fruits & vegetables) as well as staple foods in a private sector driven program.
Main tasks
1.       Collect and analyse market information and business for existing and planned PPP under its responsibility.
2.       Develop, formalize, implement, monitor and document PPP with private sector champions (companies or cooperatives) and other private / public partners relevant. This will involve:
Developing partnership agreements with theories of change, and related action plans and budgets for shared costs.
Coordinating actions on the ground which are the responsibility of 2SCALE in accordance with set objectives and in close collaboration with specialists engaged by 2SCALE. These activities may include the following (without limitation):
Mobilization of actors around the agro-industrial centres and targeted value chains.
Establishment of profiles/analyses of the actors of agro-industrial clusters and value chains (and their organizations).
Ensuring business relationships with baseline players.
Coordination of activities of local actors connected with the agro-food companies, based on competitive strategies.
Ensuring capacity building programs (technical, organizational) and empowerment.
Promoting innovation in the Agri-food clusters and value chains.
Ensuring capacity building activities to improve efficiency and reduce transaction costs in the value chain.
Act as a link between the actors of the value chains and financial services and other support services.
3.       Monitoring and documenting progress of PPPs in accordance with:
Key performance indicators and change in PPP.
PPP action plans and budgets for shared costs.
4.       Ensuring that PPP strategies transform attitudes and gender relations, promote the inclusion of youth and are sustainable in environmental terms:
Using a gender perspective into every action by analysing gender constraints and proposing gender-sensitive strategies to address the major constraints faced by female stakeholders in each PPPs.
Analysing constraints affecting youth (young women and young men) and proposing strategies to improve employment and integration of youth in PPPs and their value chains.
Encouraging the inclusion of environmental considerations in all PPP activity and each pilot of a new technology / practice, and design – if necessary – coming up with capacity building activities to mitigate environmental risks.
5.       Ensuring that the business world champions and other concerned private partners understand and adhere to corporate responsibility standards (CSR) agreed by mutual agreement. Design – on demand – capacity building activities to deepen the design, implementation and monitoring of CSR policies.
6.       Preparing service contracts for business support services and following up these agreements, through frequent visits of the cluster actors.
7.       Organizing frequent meetings with key partners and other stakeholders’ partnerships. Ensure that the governance mechanisms implemented in the partnership are inclusive. Ensure validation, sharing and archiving the minutes of each meeting governance.
8.       Working with communication specialists to develop outreach materials and ensuring the visibility of PPP and development (achievements, challenges, lessons learned).
9.       Proactively participating in the team composed of all partnership facilitators with PPP in the same pole. Responding to advice 2SCALE’s management and soliciting their views in order to improve knowledge of the cluster, developing forward-looking strategies within the cluster and setting priorities in existing and new PPPs.
10.    Prepare and submit progress reports and other technical reports, notes and partnership profiles.
11.    Represent the program at national / local relevant events.
12.    The partnership facilitator can perform other tasks that 2SCALE management considers necessary for the success of the program.
Supervision and team collaboration
The partnership facilitator is supervised by the team leader of respective 2SCALE country program and is accountable to the same.
Qualifications
 Master degree or equivalent experience in agribusiness, in economic development, private sector development, business development in line with SNV’s mission and programs
At least 7 years of work experience in facilitating market systems development for agriculture commodities; horticulture, & staples industry is required.
Advisor will require experience and strong track record in facilitating development projects for crops market systems, specifically in horticulture (fruits & vegetables) as well as staple foods in a private sector driven program.
Experience in dealing market facilitation for inclusion of small holder farmers; using public private partnerships approaches with all levels of industry, incl. farmer enterprises, processors, input suppliers, service providers, policy makers.
Experienced in project development, proposal writing, project and work planning, monitoring & evaluation, and reporting; experience with theory of change PME system
Strong leadership skills, teamwork, coaching; proactive and result-oriented; organizational rigor and ability to manage multiple priorities; spirit of initiative and entrepreneurship
Facilitating multi-stakeholder processes
Mastery of the main MS Office applications
Excellent oral and written communication in English
