Job Description
SNV is currently seeking a Monitoring, Evaluation, and Learning (MEL) / Collaborating, Learning, and Adapting (CLA) Manager for an upcoming 5-year USAID-funded Mali Global Food Security Strategy (GFSS) Implementation Project. The position is contingent upon award, with an anticipated value of $19.95 million.
The project will implement two key components of the GFSS: (1) Market Systems: Improved delivery of quality products and services and (2) Agricultural Production: Sustainable intensification of target value chains. The two activities will contribute to the principal objectives of Mali’s GFSS Country Plan: inclusive and sustainable agriculture-led growth; increased resilience of people and communities to economic, health, and climate shocks; and improved nutrition and WASH status, especially of women, adolescent girls, and children.
The MEL/CLA Manager will be responsible for designing and overseeing the implementation of the project’s MEL system and CLA processes in close coordination with technical and programmatic staff. The MEL/CLA Manager will define program indicators and sources of data; track delivery against program targets; use existing evidence and identify solutions to promote data-based decision making among program and technical staff; prepare project performance monitoring plans; and contribute to other project documents. The MEL/CLA Manager will lead the overall learning agenda of the program, working closely with partners and other internal and external stakeholders.
Qualifications
Required Qualifications
Six to eight (6-8) years of experience designing and implementing MEL and CLA systems for international development programs, with a strong preference for experience with USAID-funded projects.
Prior experience leading, designing, managing, and/or commissioning performance evaluations and other types of research.
Demonstrated expertise and an in-depth understanding of qualitative and quantitative research design, data collection, and data analysis.
Ability to communicate findings to a range of external and internal stakeholders and apply MEL results and learning to planning.
Proficiency in statistical software such as STATA, SPSS, or a similar package.
Prior experience working in developing countries, with a strong preference for experience in Mali or West Africa.
Strong track record of working on projects of similar scope (agriculture/market systems), complexity, and size.
Master’s degree or higher in Statistics, International Development, or a related field.
Fluency in French and proficiency in English are required.
