Background
SNV the Netherlands Development Organization is an international not-for-profit development organisation working in over 26 developing countries for more than 50 years. In Rwanda SNV has been working for more than 30 years to improve people’s livelihoods by strengthening the capacities of public and private sector organisations. SNV works in full alignment with Rwanda’s development agenda. It does so by helping to realise the national development goals in three sectors: Agriculture; Renewable Energy; and Water, Sanitation and Hygiene. SNV supports development in these sectors by working with government, civil society, and private sector organisations. It does so by providing three types of interrelated services: capacity development, knowledge development, and supporting evidence based policy dialogue by national stakeholders.
Program summary
Voice for Change Partnership (V4CP) programme is a multi-country and multi-sector program. The program is funded by the Dutch Ministry of Foreign Affairs (DGIS) and is implemented in six countries, Kenya, Rwanda, Burkina Faso, Ghana, Honduras and Indonesia. This five-year program 2016-2020 aims to strengthen the capacities of Civil Society Organisations (CSOs) to advocate for a conducive enabling environment in WASH, Renewable Energy, Food and Nutrition Security and Resilience.
In Rwanda the program will focus on Sustainable Nutrition for All (SN4A) with an emphasis on food security and Nutrition Sensitive Value Chains. The program will be implemented in conjunction with IFPRI under the leadership of SNV.
Under the Food and Nutrition Security, the program will advocate on four issues
The Increased production and consumption of diverse nutritious food;
Increased accessibility and use of fortified crops or products;
Improved coordination and service delivery of agriculture, food security and nutrition actors and activities at national and district level;
Effective allocation of the budget for coordination and relevant agriculture, food security and nutrition activities/interventions/programs.
Job Description
Purpose of the position:
The MEAL officer is responsible for designing and implementing the MEAL activities of the Project; assisting the Project Manager in preparing semi-annual and annual reports on project progress and monitor the project activities on a regular basis, s/he is  responsible for the outcome harvesting process from CSO partners, collection & analysis of different data in relation to the project activities.
The MEAL Officer works in close collaboration with project team and civil society organizations (CSO partners) and HO M&E staff.
The main duty and responsibilities of the MEAL Officer:
·       The MEAL Officer will support the country program team in planning process and development of Monitoring, evaluation and learning activities,
·       He will act as focal point for SNV V4CP programme, accountability and learning system for managing information and programs.
·       He will define specific processes, methodologies and tools for MEAL and reporting in line with SNV principles,
·       Oversee and quality assurance of all field data collection exercises, data management, and analysis, contribute to timely and quality internal and external reporting on SNV projects,
·       Share accountability findings with programme teams and senior management,
·       Facilitate capacity building process of CSO partners and SNV staff on knowledge, skills and competencies necessary for effective MEAL through training and coaching,
·       Design and manage evaluations in compliance with SNV evaluation policy, including: development of ToR, advising management on approval of final report, dissemination of evaluation findings and recommendations with intended audiences,
·       Support the project team and partners in extracting lessons learnt and good practices, and documenting case studies which demonstrate qualitative and quantitative changes,
·       Organize reviews and learning events,
·       Represent SNV on external working groups when relevant and
·       Ensure SNV has appropriate visibility.
Qualifications
Position holder Profile/Required skills and experience
·       Education: Bachelor’s Degree in social sciences, development studies, agriculture, nutrition, statistics or a related field, a master’s degree is an added value.
·       Experience: A minimum of three years of similar work experience is required. Candidate should be able to work independently – with minimum supervision and guidance from supervisors. Demonstrated and extensive social media experience is an added advantage. Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability and learning, including participatory approaches. Experience in and the ability to facilitate capacity building and training at different levels for MEAL and NON-MEAL staff
Skills: Excellent written and oral English communication skills are required, additional language skills are a plus, especially French, excellent coordination and organizational skills. Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision. Ability to work under pressure, ability to prioritize and commitment to meet deadlines. Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills. Experience with statistical packages (e.g. SPSS, STATA) and familiarity with IT applications to support MEAL and information management an added advantage.
