Job Description

Summary of the role

The Human Resources Officer primary objective is to support the Human Resources unit and Manager in providing the SNV organization with effective HR services, including but not limited to measuring and developing staff performance and ensuring

appropriate compensation and benefits management, in line with the SNV policy

guidelines and country-specific regulations; and responsibility for the

efficient recruitment of staff and maintenance of HR systems and information.

Detailed Job Description

Recruitment Coordination

Advertise recruitment opportunities, and initially screen applications received against job requirements.

Working in support of the hiring manager, set up and serve the interview process – confirming the interview date/time with

candidates and selectors, ensuring interview questions and copies of CVs are available, assessment tests undertaken, and room bookings made. 

Obtain references, and correspond with selected candidates regarding offers, confirmation of appointment, and employment contracts; informing other candidates of their election results.

Set up HR files for appointed candidates once the contract is signed.

Maintain files of suitable CVs for other posts.      

Staff Development

Support the HR Department in mapping staff development and training

requirements, in line with the annual performance appraisals.

In coordination with the Operation and Program departments, arrange for the on-boarding and induction of new personnel; ensuring that they registered within the necessary systems (including SbD, Timesheet, Payroll, Pension Systems, insurance, and other necessary registrations).

Assist Programming & Operational leadership in identifying and monitoring suitable training programs for staff development. Conduct after-training surveys to assess the outcomes and impacts of this development training.

Advise and assist both Programming & Operational management and employees with respect to employment issues and concerns; through the interpretation of applicable HR policies and procedures.

 Support to HR Systems & Information

Support efficient use of Timetell by all staff

Conduct routine HR correspondence in line with requirements and as authorized by the HR manager.

Support to the HR and Finance team in the production of the monthly staff payroll in line with agreed procedures.  

Maintain relevant HR databases and systems – SAP, Smart Recruiter by providing routine reports to the HR manager.

Track completion by managers of the annual Performance Appraisal Review process (PAR), bringing issues of concern to the HR manager.

Maintain HR personnel records, including annual leave forms, maintaining confidentiality at all times.   

Arrange necessary HR exit processes for terminating staff

General support

Complete other related tasks as assigned by the line manager

 Fully participate as an HR team member and with different organizational

events and requirements. 

Qualifications

Bachelor/Master’s degree with a proven track record of 7+ years of combined General HR and recruitment experiences preferably a combination of an NGO and a multinational environment.

Relevant HR work experience and an up-to-date network are preferred.

Excellent communication skills Verbal and writing in English

Proven ability to consistently and positively contribute in a high-paced, changing multicultural work environment.

A flexible team player who is self-directed, detail-oriented, problem solver contributing to building trust and collaborative working relationships.

Strong influencing skills, keeping confidentiality and neutrality in complex and sensitive situations.

Good IT, administrative, organizing, and delegation skills..

Excellent administration skills, able to organize own work and follow-up on tasks as required.

Able to follow required procedures and guidelines, give good attention to detail.   

Flexible, dynamic, excellent interpersonal skills, able to relate effectively with a wide range of people. 

Proficient computer skills – able to use Word, Excel, Outlook. High level of excel knowledge is mandatory.

Expected start date: As soon as possible

Contract Duration: One year with the possibility of extension based on performance and budget availability.
