Kenya Off-Grid Solar Access Project (KOSAP)
The Kenya Off-Grid Solar Access Project (KOSAP) is a flagship project of the Ministry of Energy, financed by the World Bank, aimed at providing electricity and clean cooking solutions in the remote, low density, and traditionally underserved areas of the country.
The Project is part of the government’s commitment to provide universal access to electricity in Kenya by 2022 as well as create the impetus for growth in achieving Vision 2030.
The Results-based Financing (RBF) and Debt Facilities have been established under Component 2 of the Project to provide incentives to private sector companies to establish operations and to sell solar and clean cooking solutions in the project areas. Under this component, the project aims to deliver 250,000 stand-alone solar home systems, and higher tier clean cooking solutions to 150,000 households. SNV Netherlands Development Organisation in partnership with SunFunder Inc. are the Facilities Managers.
Job Description
The KOSAP SSP RBF Facility Analyst will provide implementation support by gathering and maintaining data and information and applying analytical skills and thinking to assist the project team in interpreting the analytics in order to enhance performance of the project.
Duties and responsibilities
The SSP RBF Analyst will maintain the Facility’s documentation, implement stakeholder engagement strategies, manage and maintain the KOSAP SSP RBF Facility databases, and support the KOSAP Facilities team in maintaining a robust RBF and Debt Facilities implementation ecosystem, including collaborative engagement with the Ministry of Energy, KOSAP Consultants and other relevant stakeholders.
Detailed Work Brief
1.        KOSAP SSP RBF Facility Implementation Support
Preparation and updating of the SSP RBF Facility implementation manual and other Facility documents
Manage dissemination of information to potential SSP RBF applicants.
Receive and safely store all KOSAP SSP RBF applications for funding.
Review and scoring of SSP RBF proposals for funding
Analyze data from the various rounds of funding.
Conduct due diligence on all qualified solar RBF applicants.
Support contract documentation process for funding rounds
Effective collaboration with independent verification agent.
Ongoing monitoring of awardee performance and initiation of non-performance protocols where necessary.
2.       KOSAP SSP RBF Facility Stakeholder Engagement
Maintain updated database of all relevant stakeholders, with roles and full contact information
Timely handling (acknowledgement and dispatch) all stakeholder
Promptly identify and internally communicate stakeholder concerns and grievances
Collect and analyze capacity building data from potential SSP RBF applicants.
Collect and analyze market data, including emerging risks.
Maintain an updated repository and calendar of relevant industry meetings and events.
Participation in content development, attendance and documentation of stakeholder meetings/events during project implementation.
Effectively lead the planning and logistical organization of field visits and stakeholder meetings/events.
Support and participate in joint KOSAP Facilities stakeholder engagement activities.
3.       Management and Maintenance of the KOSAP SSP RBF Facility Databases
Receiving, retrieving, aggregating and managing of awardee operational data on a monthly basis.
Guide Recipients on quality monthly reporting
Monthly tracking of SSP RBF performance and milestones for all Recipients.
Preparation of verification packages for the Independent Verification Agent.
·         Quarterly verification package ready for review and dispatch to IVA.
Producing reports on target achievements on a monthly basis.
Preparation of monthly technical reports.
4.       Supportive SSP RBF Facility Implementation Ecosystem
Support collaborative engagement with the Ministry of Energy and KOSAP Consultants.
Research and profile potential partners collaborators, and their projects.
Collaborate directly with KOSAP County Renewable Energy Officers (CREOs) to achieve optimal support to Recipients.
Active team-work and deliberate promotion of team spirit with other KOSAP Facilities team members.
Liaison with SNV energy group and other SNV organization members.
Deliverables
1.        KOSAP SSP RBF Facility Implementation Support
Quarterly analysis of Implementation Manual compliance.
Dispatched information packages, FAQs and other relevant request for proposal information.
Safe and well documented custody of all applications.
All KOSAP SSP RBF proposals analyzed and scored.
Data from various funding rounds analyzed, with comments and matters arising.
Due diligence for all qualified companies completed and documented.
Recipient contracts ready for execution
Timely quarterly completion of claims data analysis for to the IVA.
Monthly Recipients’ performance analysis.
2.       KOSAP SSP RBF Facility Stakeholder Engagement
Up to date, structured and informative database of stakeholders.
Acknowledgement and response to stakeholder communications within 2 working days.
Acknowledgement of stakeholder grievances within two working days.
Quarterly capacity building reports.
Quarterly market and risk status report.
Timely dissemination of meeting and event calendars to relevant project team members.
Submit minutes of stakeholder meetings/events attended within one working day.
Arrange quarterly field visits to KOSAP counties.
Document participation in joint KOSAP Facilities meetings (CCS RBF and Debt).
3.       Management and Maintenance of the KOSAP SSP RBF Facility Databases
Monthly Recipient data analysis
At least one meeting per Recipient per quarter on reports submitted.
Monthly sales and supply chain milestones report for each Recipient.
Variance analysis between achievements and targets on a monthly basis.
First draft of monthly technical report ready by the 5th day of every month.
4.       Supportive SSP RBF Facility Implementation Ecosystem
Attendance of meetings with MOE and KOSAP Consultants as may be necessary.
Quarterly analysis of potential stakeholder collaborations.
At least one progress update meeting per quarter with each of the KOSAP CREOs.
Attend and contribute effectively to KOSAP Facilities team meetings.
Visible participation in SNV energy group and SNV organization meetings and events.
Key Milestones
Meeting KOSAP SSP RBF Facility milestones and key performance indicators, specifically the attainment of the sales target of 250,000 units, employment and gender metrics, will define the success of the Analyst position, jointly with other KOSAP Facilities Team members.
For the SSP RBF Facility Analyst, the key milestones are:
Sales targets of 62,500 in round 1, 93,750 in round 2 and 93,750 in round 3.
Timely submission of RBF claims to the IVA.
Timely monthly reporting.
Well maintained and analyzed KOSAP Facilities data.
For each round, the effective utilization of ex-ante funds by Recipients to set up sustainable supply chains, evidenced by sales and after-sales maintenance channels established.
Timely handling of all grievances.
Effective and harmonious collaboration with all KOSAP Facilities teams members.
Qualifications
The position requires ability to gather data and apply analytical skills and thinking/working “outside the box” to assist the project in interpreting the analytics in order to enhance performance of the project.
Qualifications include:
Education: Relevant degree e.g. economics, statistics, marketing, business.
Specialized knowledge: renewable energy technologies, preferably solar.
Skills: Strong analytical skills, writing skills.
Abilities: Problem solving, attention to detail, time management.
Other characteristics such as personal characteristics: Outgoing, interactive/collaborative.
Professional Certification: Membership in professional and sector associations.
Experience: Minimum 3 years’ work experience.
Additional Information
Working conditions
This position requires regular field work in KOSAP territories, being the 14 counties, namely: Turkana, West Pokot, Isiolo, Marsabit, Samburu, Mandera, Wajir, Lamu, Garissa, Tana River, Kilifi, Kwale, Narok, and Taita-Taveta.
Contract duration: 1 year (renewable, subject to good performance and availability of funding)
