U.S. Consulate General in Ciudad Juarez Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program.

PAS Juarez invites proposals for programs that strengthen cultural ties between the U.S. and the people in the State of Chihuahua, Mexico through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives.

Awards may range from a minimum of $250 to a maximum of $50,000. Average grant is $4,000.
Proposed programs should be completed in 24 months or less.
PAS will entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State.
Priority Program Areas:

Culture of lawfulness, rule of law and non-partisan civics education and community-oriented policy creation and participation for the new generations.
Entrepreneurship and US Mexico trade partnerships, exchange and joint ventures.
Promote educational exchanges and partnerships, particularly those related to Science Technology Engineering Arts and Mathematics (STEAM); that may improve the lives of at-risk youth, grassroots communities and movements.
Activities, workshops and speakers programs that increase mutual understanding between the US and Mexico peoples such as: Sports, English Language Education, Environmental Protection, Public Health, Arts and any Cultural manifestation. With preference on sharing US best practices, American values, history and culture.
Programs related to freedom of the press, protection of intellectual property, use of social media, communications, and promotion of human rights.
Participants and Audiences:

Applicants need to describe who the intended target audiences should be for the various activity categories

The following types of programs are not eligible for funding:

Programs relating to partisan political activity;
Charitable or development activities;
Construction programs;
Programs that support specific religious activities;

Lobbying for specific legislation or programs
Scientific research;
Programs intended primarily for the growth or institutional development of the organization; or
Programs that duplicate existing programs.
