ABOUT THE MISSION
SI opened its mission in Bangladesh at the end of 2007, following cyclone SIDR.
Today, SI’s intervention and strategy in Bangladesh is to address the primary needs of crisis-affected people in terms of: food security, livelihood (FSL), disaster risk reduction (DRR), water, hygiene and sanitation (WASH) and shelter, through an integrated disaster risk reduction approach; and by taking into account the effects of climate change; whilst working in parallel on mid-long term resilience strategies.
SI operates through 3 core stages of intervention: rapid response mechanisms in the aftermath of a disaster or emergency // early recovery & transitional periods // development.
The mission’s 4 key strategic objectives:
- Responding to the most urgent needs of conflict and disaster affected populations;
- Strengthening the resilience of vulnerable communities to recurrent shocks;
- Strengthening communities’ capacities to access resources;
- Reducing marginalization through inclusive programming and protection.
Today, the mission has 4 bases, and 1 coordination office in Cox’s Bazar.

ABOUT THE JOB
The FSL and DRR coordinator, as technical advisor of the mission, contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of FSL and DRR:
- He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of FSL/DRR activities and general SI objectives to the needs of the local populations.
- He/she coordinates the project cycle and more particularly the technical monitoring of FSL/DRR programs implemented in the intervention country.
- He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of FSL/DRR.
The FSL/DRR Coordinator reports directly to the Deputy Country Director for Programs; and has 2 direct reports.
RESPONSIBILITIES:
Strategic orientation
- Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
- Support the Program Deputy Country Director in the monitoring and analysis of the FSL/DRR sector and the analysis of donors’ strategies for FSL/DRR activities
- Be the driving force for designing new activities for FSL/DRR within new proposal periods.
- Propose and organize diagnostic missions in the field of FSL/DRR.
Relevance and quality of projects
- Give validation or advise on the relevance of any assessments carried out, technical approaches and aspects of projects for FSL/DRR activities
- Support the program supervisor/s in setting up a technical approach and assessing the financial, human, and logistical elements of programs to be implemented.
- Ensure that all FSL/DRR programs are implemented respecting the needs of the local populations, quality standards and Solidarités International operational strategy, technical and financial requirements.
- Ensure that the programs under his/her supervision achieve the required results
Coordination, technical support and operational monitoring
- Ensure that resources from the Tool Box are used correctly in the management of the FSL/DRR project cycle and lead the development of new toolkits as required by the team.
- Approve the quality criteria and performance indicators of FSL/DRR programs proposed by the program managers.
- With the coordination team, take part in the monthly review of programs (budgetary, operational, logistical…)
- Provide support and advice to program managers for the planning and implementation of FSL/DRR activities and to the logistical service for the purchase of specific materials
Capitalization
- Ensure that Solidarités International’s capitalization tools are correctly used and disseminated throughout HQ (technical unit and desks)
- Participate in the centralization and dissemination of procedures, guides and tools linked to FSL/DRR activities
- In coordination with the technical unit, capitalize on the intervention methods and techniques, and on the experiences acquired by Solidarités International and others actors in this activity field
Staff management
- In conjunction with HQ HR, define the prerequisites for FSL/DRR position openings and adapt existing criteria if necessary.
- Identify training requirements within the FSL/DRR team and the resources available in the work area
- Lead workshops, coordination meetings and/or technical exchange programs
- Evaluate and assess the performance of collaborators under his/her direct supervision
Reporting / communication / representation
- Support the CD and DCD with fundraising and the negotiation and examination of project proposals relating to his/her activity
- Consolidate FSL activity reports and contribute to the preparation of reports and/or amendments. Ensure that all reports are delivered on time and in the correct format
- In conjunction with the CD, establish and maintain a communication network and good relations with local/government authorities, financial donors representatives, UN agencies and other international agencies
- Ensure that SI is represented at all meetings or forums concerning FSL/DRR activities
MAIN CHALLENGES FOR THIS POSITION
- Junior team with expanding size of activities
- Functional management with 2 FSL/DRR PM in Teknaf and Bandarban
- Challenging restrictions at camps level for FSL activities
- Finalization of current grants activities and their capitalization
- OFDA project follow-up, ensuring a quality-oriented approach
- Strengthen the integration of FSL and DRR across SI programming
- Strengthen the project-cycle management capacities of the team
- Building up and structure to partnership with local NGO
- Heavy involvement in cluster/sectors external coordination.
YOUR PROFILE
Education:
Masters’ degree or equivalent in related sectors of FSL/DRR
Experience:
- Strong experience as Coordinator or senior positions in FSL sector (at least 1 year) mandatory
- Experience in DRR
- Experience in design and implementation of activities including agriculture, livestock, IGAs, with the additional significant objective of SI to include and work on DRR in the country
- Experience and understanding of clusters/sectors coordination mechanisms is required
- Experience in conducting technical assessment and project evaluation.
- Experience in Bangladesh or South East Asia is an asset.
- Experience with SI is an asset.
Technical skills and knowledge
- Ability to develop a strong understanding of the context and to make the project adaptive to the context evolution
- Knowledge about livelihood and veterinary/livestock interventions is required
- Knowledge about DRR interventions is required
- Analytical approach to benefit the design and technical follow-up of the activities
- Good communication skills for internal and external coordination
- Experience in successful capacity building and national staff skills strengthen.

Language:
Fluency in English (oral and written) is mandatory.
SI WILL OFFER YOU
A salaried position According to experience, starting from EUR 2400 gross per month (+ 10% annual leave allowance paid monthly i.e. EUR 2 640 gross per month) + a monthly Per Diem of USD 450.
SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
The FSL/DRR Cor will be living in a shared guesthouse with other expatriates.
Breaks
During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI).
In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.
Insurance package Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Living conditions
The office and guesthouse in Dhaka, Cox and Teknaf are comfortable, well located in terms of security, adapted to SI team’s needs, and assuring to international staff the minimum standard in terms of privacy and comfort. The working environment is positive and the context, differently in each locations, give different opportunities of social life, especially in Cox’s Bazar, one of the most touristic cities of the country, hosting the majority of humanitarian actors.
Please note that the Bangladesh mission is adapting its way of working and living to minimize the exposure to COVID19, in constant monitoring and adaptation to the context evolution. This include social distancing and strict hygienic rules, such as handwashing, wearing a mask etc.
