SI recruits 01 Data intelligence manager (H/F) – BEIRUT

ABOUT THE MISSION

Lebanon hosts about 1.5 million Syrian refugees, mainly in its northern governorate (Akkar and Tripoli) and in the Beqqa Valley. SOLIDARITES INTERNATIONAL (SI) has launched its operations in Lebanon in March 2013 in order to address the immediate needs of both Syrian refugees and Lebanese host families also affected by the crisis. SI in Lebanon has two operational bases (Tripoli and Zahle) and a coordination office in Beirut. The expatriate team consists of 16 staff members, while the national team represents about 170 staff members.

While contemplating to secure usual humanitarian interventions in core sectors of expertise (Wash and Shelter), the mission is also transitioning towards getting engaged in more structural and long-term recovery and development projects.

SI LEB’s program portfolio revolves around 4 main axes:

  • WASH interventions in informal settlements
  • Integrated approach (wash/shelter interventions integrated with Protection and Health activities implemented by partners)
  • Response to emergencies
  • Disaster Risk Management

ABOUT THE INFORMATION MANAGEMENT PROJECT OF THE MISSION…

In Lebanon, data structures and channels, as well as roles and responsibilities have been redefined in an innovative way in the past 4 years. Internal and external data flows are being optimized at each project cycle step and an information system was developed locally in order to follow the existing workflow and manage data from all activities, easing up the collaboration between different departments.

Following an innovation development process, the SOLIS project opens new ways of data management in the digital emergent market of Humanitarian organizations. It is one of the first time that humanitarian sector is being investing in structuring and optimizing its data flows with the scope of injecting private sectors best practices. Its objective is to position the system as leading product allowing increased operational programs design capacity and cost efficiency.

The project, rolled out a first iteration in 2017 that helped the mission to better frame the users’ needs and expectations. The V2, based on an improved data model and frontend restricted to our referral activities has been deployed early 2019.  The project is now about to launch the extended full version of the system to comprise all programmatic team of the mission. Acting as a complete internal CRM, the system is also including added external module including Mobile data Collection, WhatsApp bot messaging, BI Dashboarding software and GIS visualization. With a unique DataBase system running on local servers and synchronized live all over the mission, it is the first a SI mission will develop such data use capacities.

The project is the internally developed SI Lebanon’s Information Management System. Currently it is developed within the Laravel/Eloquent PHP framework. It also relies on PostrGre SQL DBMS on local servers with live synchronizations. System is planned to be linked through API to ODK Central, Link, SAGA and BI software such as any PowerBI and any Open Source alternative.

ABOUT THE JOB

General objective:

Under the supervision of the IM Coordinator, keeping in mind high level of data protection concerns, tool’s sustainability requirements and project’s affinities with open-source software, the IM Data Intelligence Manager supports the complete development cycle of the Business Intelligence SOLIS strategy and deployment.

For both SOLIS project and the mission, s/he identifies dashboard and reporting needs and implements validated strategies and tools. (S)He works in collaboration with colleagues to improve mission’s capacity of developing tools for decision making (GIS, BI,…). S/He develops an external network of stakeholders to exchange relevant data to extend mission’s data intelligence capacities.

Main responsibilities:

–        In collaboration with the IM Coordinator, contribute to SOLIS Business Intelligence strategy.

–        In collaboration with the IM Tech PM, identify the best external BI software to integrate to SOLIS System.

–        Review the existing mission’s dashboard set and propose improvements.

–        Identify additional specific analytics and reporting needs for the mission for extended programs’ impact reporting. Design and implement the validated dashboard and cross analytics tools with automatic dataflow process.

–        Create a set of database views from SOLIS DB for automatic extraction and feed of the external BI tools.

–        Design and document a replicable BI dashboarding methodology for further development of new reports our of SOLIS DB.

–        Identify additional external data source and organize their integration within SOLIS database.

–        Explore possible partnerships with academics, universities or International Organizations to extend the range of data use possibilities.

–        Follow-up on reporting capacities of SOLIS project itself.

–        Possibilities of HR management responsibilities according to needs and budget.

Deliverables

–        Improved set of mission’s activities dashboards. One dashboard minimum per activity.

–        A set of relevant mission programs’ impact analytic dashboard. One per program minimum.

–        A Set of SOLIS DB Views for auto export into BI Software.

–        Data coming from external sources have been integrated into SOLIS DB.

–        Complete documentation on the designed BI tools and DB views for sustainable support.

–        Complete BI dashboarding documented methodology

Management:

The SOLIS project Team within the IM Department is composed of one IM Coordinator, one Technical Project Manager and the Data Intelligence Manager. The IM Coordinator is the hierarchical and Functional Manager of the Data Intelligence Manager.

YOUR PROFILE

EDUCATION:

  • Master/bachelor in Information Systems Engineering, Business Management, Mathematics/Statistics or similar field

EXPERIENCE:

  • Minimum 3-5 years professional experience in systems data or information management
  • Any NGO Experience is a plus

TECHNICAL SKILLS AND KNOWLEDGE:

  • Business Intelligence and reporting tools design capacities
  • Statistics, Impacts and indicators calculation
  • Must master System environment or equivalent :
    • Business intelligence tools (PowerBI,…)
    • SQL Queries (PostGreSql,…)
  • Complementary knowledge in one of this field is a plus:
  • Python, R,…
  • PhP, Laravel
  • ODK/Kobo Mobile Data Collection
  • GIS technologies
  • Knowledge and affinities with Open Source environment

SOFT SKILLS AND SPIRIT:

  • Excellent organization & communication skills with the ability to develop a long-term vision

LANGUAGES:

  • Fluent in English writing, reading, and speaking
  • French and Arabic are assets.

SI WILL OFFER YOU

A salaried post: According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly i.e. 2860 euros gross per month) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position) and a monthly Per Diem of 750 USD

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break every 3 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Specific update related to context: 

The political and security situation in Lebanon is complex and volatile and domestic tensions remain high. Reflective of divisions within Lebanese society, the situation of Syrian refugees is becoming increasingly precarious.

International tensions are as well important, even if no imminent conflict is for now foreseeable.

Despite these on-going internal and external tensions, Lebanon’s security situation is currently good. There is no curfew in place on the Lebanon mission and international staff can move around without too many restrictions (except from the ones related to the COVID context) even though Akkar and the Beqaa valley include some no-go areas. The security measures in place could still be upgraded quickly depending on the context’s evolution.

Key information about living conditions: 

As the country’s capital and one of the largest and safest cities in the Middle East, Beirut is home to many iNGOs, UN agencies, and international news networks.

Depending on the employee’s contract, SI Expats are either hosted in the Beirut guesthouse (

The Beirut guesthouse is located inside the city – Sodeco area -, at walking distance from shops, cafes and restaurants. The city hosts cinemas, gyms and reputable walking and hiking trails. Each international staff member has its own room, access to 24/7 electricity and Wi-Fi, a central heating system for the winter as well as air conditioning for summer months.

Beirut is a relatively liberal city by Western standards and no particular clothing restrictions apply, although this may vary depending on the neighbourhood.

Vehicles are available for SI expatriates on evening and week-end if you have a valid international driving license. When COVID19 related lockdown is not on, Lebanon is a safe country that you can discover by yourself. SI also have guesthouses in Zahle and Tripoli where you can stay over the weekend.
