1 Introduction

Shelter For Life (SFL) is an international Christian humanitarian organization enabling poor and suffering people affected by conflict and disaster to rebuild their communities and restore their lives through appropriate shelter and community development programs. Based in Minneapolis, MN, SFL enables people devastated by conflict and disaster to become part of the solution. SFL will implement a USDA-funded Food for Progress (FFPr) program to address the cashew value chain in Senegal, the Gambia, and Guinea-Bissau.

SFL is issuing this Request for Proposals (RFP) to conduct a value chain study of the cashew sector in the project’s target geographic areas, which are in Senegal, the Gambia, and Guinea-Bissau.

4 Selection Criteria

The consultant or consultancy firm will be selected based on the following criteria:

· Expertise and knowledge of the firm or individual (40%)

o Knowledge of and experience in cashew sector

o Knowledge of and experience in West Africa

o Deep understanding of value chain / experience working in value chain projects or assessments

o Clarity of thought processes and writing style, as demonstrated in the proposal

o Ability to communicate in local languages is desirable

o Existing contacts and knowledge of the local cashew sector

· Proposed approach and workplan (30%)

o Appropriateness of proposed methodology

o Proposed timeframe

· Cost competitiveness (30%)

o Clear cost proposal, including justification for each item

o Realistic budget for achieving the workplan – SFL has allocated $40,000 USD maximum for the first study (Year 1); subsequent studies will each have a similar budget.

o Value for money

5 Submission Guidelines

Interested applicants should submit a proposal for the work described above to

with the subject “Cashew Value Chain Study”. Proposals must be submitted electronically by email; paper or faxed applications will not be accepted. The proposal must be in English and should include the following:

· Detailed technical proposal which includes the following:

o Description of methodology of study

o Proposed workplan, including timeframes

o Description of past performance of consultant(s)

· Financial proposal:

o Itemized budget

o Narrative explanation of line items

o SFL will provide local vehicle transportation[2]; all other costs (including travel and accommodations) should be covered by the contractor’s budget

· References from applicable organizations or companies (prefer at least two references)

SFL reserves the right to select any or none of the applicants submitted. Proposals must be submitted by October 23, 2017 at 5:00pm EDT, as outlined above. SFL will notify the selected consultant in writing via email. Other applicants will be informed of the decision by email.

6 Resulting Contract

SFL will enter into a firm fixed-price contract for the first value chain study. Subsequent contracts will be based on satisfactory performance by the consultant.

[1] SFL will consider a second study during the harvest season of 2018, but this may not be ideal given the fact that program activities will still be limited.

[2] SFL key staff will participate and assist as needed in the data collection process.
