For more information, see our website: www.shelter.orgPosition Summary: SFL is looking for a Project Engineer Officer in the Ziguinchor department; as part of the PRM project. This project aims to help returnees in Casamance, Senegal, to resettle in their villages of origin by contributing to the construction of shelters, drinking water infrastructures, and latrines. The Project Engineer will supervise the construction of the shelters and ensure the implementation of the project’s WASH activities for the beneficiaries (refugees). He/she will be under the direct supervision of the Project Manager.Duties and Responsibilities: • Supervise construction activities, ensuring that specifications, shelter and WASH infrastructure requirements are met, by reviewing work progress. • Check technical design and drawings to ensure they are being followed correctly. • Ensure that the project complies with specifications, budgets and/or agreed deadlines. • Provide technical advice and resolve construction problems on site. • Prepare site reports and complete other relevant documents. • Liaise with communities, advisory committee, other stakeholders and occasionally the public. • Design and conduct community training on WASH activities • Select construction tools and materials • Conduct safety inspections and ensure construction and site safety • Prepare weekly monitoring reports • Maintain quality control procedures, prevent problems and resolve those that have already arisen • Assess and minimize risks • Participate in the recruitment of contractors and workers for WASH activities • Manage and supervise payment of workers and contractors These essential functions are not interpreted as a complete statement of all duties performed. All work responsibilities are subject to having performance goals and/or targets established.Position Qualifications and Required Profile: • Master’s degree or at least Bachelor’s degree in Civil Engineering, Water, Hygiene and Sanitation or Hydraulics • Knowledge of shelter and WASH infrastructure construction procedures and materials • Experience in latrine construction • Good knowledge of solar borehole installation, with at least 3 years’ experience • Ability to design and run community WASH training courses • Good knowledge of SPHERES standards • Ability to write progress reports on construction activities • Experience in supervising construction projects. • Experience in planning construction projects.Skills • Strong communication, interpersonal, community level facilitation and coordination skills • Knowledge and understanding of SPHERE standards • Computer literacy, good record keeping and report writing • Strong teamwork skills • Good command of IT tools: Pack Office, Autocad, etc • Knowledge of database management • Budget and financial management, training need assessment and training facilitation • Willingness to work in rural/marginal areas, ability to work with minimum supervision • Fluency in French and local languages of Senegal • Knowledge of English language would be a strong assetContract: • The initial contract will be for six months with a probation period of one months. • The position will be based in Ziguinchor, Senegal. • Immediate availability
