Serbia: Public Call to Support Local Governments in Strengthening Mechanisms for Gender Equality

Do you see the need for fellow citizens, especially young people to get involved in the dialogue on gender equality and the elimination of gender stereotypes? 1000 new grants and donors
Through a public call under the slogan ‘ To make equality a reality ‘, the Swiss PRO program will directly support up to 30 local governments to implement projects aimed at institutional strengthening of local mechanisms for gender equality. This initiative is part of the activities for the promotion and advocacy of gender equality in local communities, which are supported by the Government of Switzerland through the Swiss PRO development program.

Funding Information

The total budget of this public call is 100,000 euros. The value of the grant per project is up to 3,300 euros.
The duration of the project is from six to eight months.
General selection criteria to receive support, an LS must meet the following criteria:

View and receiving grant information
To be from one of the 96 units of local self-government from the Region of Šumadija and Western Serbia and the Region Southern and Eastern Serbia 5 .
To have an active MRR established and appointed (Commission, Council, person nominated for gender issues equality) who will implement the project. The LS submits the project proposal while the local MRR is in charge for project implementation, ie MRR member appointed as project manager.
The project application / proposal must be harmonized with the relevant national and local legislative acts and / or strategies (eg laws, by-laws, strategies, action plans,etc.), and to show a clear contribution to the realization of the objectives of national and local strategic documents and action plans concerning gender equality.
One applicant can submit only one project proposal .
One MRR can submit a project in partnership with another MRR. In the case of inter-municipal or inter-institutional cooperation or partnership between MRRs from one LS (as lead partner) and another MRR from another LS (as a project partner), the partnership must be formalized in writing form (Partnership Agreement or Letter of Intent to conclude a Partnership Agreement), which to be signed by both parties, with a clear division of tasks and responsibilities. The total value of the project in this the case must not be greater than the sum of the individual projects when the MRRs are applied for separately
Unacceptable activities and costs

The following activities and costs will not be considered eligible for funding from the program:

Projects that do not explicitly address these topics;
Preparation of planning and strategic documents;
Projects aimed at covering the lack of funds for ongoing activities;
Activities that could be more adequately funded from other sources of funding;
Activities in which a significant part of the budget goes to current costs and / or staff costs;

Travel and non-project-based catering or conference services

Budget items already financed from other sources (other projects, other organizations – public
or civilian, etc.);
Costs of bank fees;
Non-eligible activities and expenditures

Deadline Free Grants
Following activities and expenditures will not be considered eligible for funding by the Programme:

Projects that do not explicitly tackle the topics listed above;
Development of planning and strategic documents;
Projects aimed at filling up any funding gaps from on-going activities;
Activities that can be more appropriately funded from other funding sources;
Activities where a substantial part of the budget covers recurrent costs and/or personnel costs;
Travel, catering and/or conference services costs not founded in project rationale;
Budget items already financed from other sources (other projects, other organizations – public or civil, etc.);
Support to Local Self-Governments in
Strengthening Gender Equality Mechanisms
Bank commission expenses;
Extensive hardware/software purchases without a true foundation in project rationale;
Projects focused on research or promotional activities with no specific outcomes;
All costs originating before the project beginning or accrued after project closure.
