SELAVIP Call for Proposals 2021 to support Housing Projects

SELAVIP is seeking applications to support housing projects (new housing, land title regularization and water systems) for very poor urban families in the cities of Africa, Asia and Latin America, including the Caribbean.

It focuses on addressing «extreme social emergency» faced by urban groups dwelling in precarious and unsafe conditions and places, or exposed to evictions. Many poor families cannot dream of accessing conventional housing programs, this is why SELAVIP wants to offer accessible alternatives to these persons.

For the year 2021 and considering the serious humanitarian crisis that the COVID 19 pandemic will leave, they hope to receive innovative proposals that primarily address critical problems of sustainable housing and sanitation, to support with economic resources those who propose an effective improvement in the quality of life of the poorest of the poor.

SELAVIP’s Goals

To support households that are forced to live in overcrowded conditions, and where a full and healthy family life is simply not possible or where there is a constant risk of eviction.
Contribute towards the improvement of urban living conditions to the poorest families living in Latin America, Asia and Africa.
Identify, evaluate and select projects and initiatives that help poor urban families have access to a better, and more secure housing situation, that look to provide communities with an adequate urban setting.
Establish agreements with international, national and local organisations, and public authorities, in developing countries, in order to promote projects that help vulnerable communities and improve neighbourhoods and houses.
Provide technical assistance to project and other initiatives favouring the promotion of the urban habitat of the poorest families in cities of developing countries.
To encourage public authorities to take initiatives in favour of housing for the poorest in urban slums
To encourage local donors to join Selavip in supporting housing projects for the poorest in urban slums
To secure land title for poorest of poor in urban slums
To promote fresh water, basic sanitary and sewage equipment for urban communities
To facilitate the exchange of know-how between NGO’s involved in urban housing for the poorest
To encourage housing mechanisms that can grow intrinsically over time to help reducing the global slum housing problem
To encourage housing mechanisms that well serve as reference and example for replication, both in the local and international context

The maximum amount granted by project is USD 72,000. SELAVIP therefore reserves the right to decrease the requested amount during the project’s presentation and the number of solutions according to the budget’s availability.
The maximum amount of Selavip’s contribution by New Dwelling will be USD 1,400. Selavip will favour proposals with the lowest amount of contribution per individual new dwelling and projects that involve other sources of financing without neglecting the quality the solution.
At least 90% of the financial resources provided by SELAVIP should be used for the purchase of materials. In the case of land titles regularization, 100 % of the resources will be used for the preparation and submission of the paperwork to the local authorities.
SELAVIP will not consider projects whose total cost is less than USD 20,000 (except land regularization related projects) since they want to ensure a certain impact in the communities.
Criteria

The organizations that are interested in obtaining funds from SELAVIP should consider the following selection criteria in the framework of their project’s presentation:

All non-profit and legally incorporated private and public institutions, Non-Governmental Organizations (NGO’s), foundations, religious organizations may answer the call.
All the projects should propose initiatives that meet housing and sanitation needs from urban families in the developing countries, from housing production or slum improvement, to promotion of community based processes to secure shelter.
If a project centers on housing production or building, it should, if possible, explore new and realistic strategies to access basic housing or correct the most serious housing deficiencies. Two-storey solutions will be highly valued, especially in urban areas where the availability of land is scarce.
It is desirable that the project could generate community processes that make habitat improvement sustainable, and promote innovative policies based on the experiences developed by each organization, the sustainable development goals delivered by the UN, and that local or national governments want to support.
It is important to consider that the families who will benefit from the project should participate in all the processes, both in the elaboration and in the subsequent execution of the project, in order to guarantee that the project responds to the real needs of the families to be supported.
The contribution from SELAVIP is free for the beneficiaries and must be used solely for the selected project. For those projects who will be selected, they will require a document to be signed by each family (beneficiary of the project) in which each family confirms its active participation to the project and acknowledging that the SELAVIP’s contribution is free for them, meaning they may not be asked any reimbursement or refund.
Selection Criteria

Within the project evaluation stage, SELAVIP will consider the following criteria as relevant:

Projects that involve other sources of financing and that don’t only request the total amount from SELAVIP (these resources must be formally verified)
The work with local authorities and / or other organizations that allow addressing other relevant aspects in the fight to overcome poverty, from an economic, sociocultural and / or environmental point of view, will be highly valued.
Training that involves families.
Special interest will be given to projects that address the problem of housing and sanitation of families in urban areas.
To consider women as assignees and owners in land regularization related projects.
Projects in which land is donated by public authorities will be strongly favoured in the selection.
