Position Profile

As a member of the Regional Senior Leadership Team, the Director ofProgram Development, Quality and Advocacy (PDQA) shares in the overallresponsibility for the strategic direction of all Country Offices within theRegion.  The Director of PDQA supports CountryOffices to deliver on their strategic objective in all contexts, ensuringimmediate and lasting change for children, in line with Save the Children’stheory of change. This requires strategy formulation, strategic portfoliodesign and positioning, evidence based programme design integrated withadvocacy and campaign aspects, competitive proposal development, and highquality, accountable delivery of activities, evidence generation andlearning.  This position directlyoversees a team of professionals who contribute to this effort, and worksclosely with Directors of PDQA at the country office level to support theirinitiatives, ensure appropriate levels of technical support, position theorganization strategically on issues important to children (both nationally andregionally, where appropriate) and to ensure synergies between the countryoffices.

Candidate Profile

Key Skills andAttribute

·  Recognized leadership role in relevant technical areas at both field,country level and preferably at the regional level.

Robust experience of NGO program cycle management, and with experienceof working within a complex and matrix organisation structure

Significant knowledge of international issues concerning the NGO sector,both development and humanitarian systems, institutions and donors, and ofprocedures, accountability frameworks and best practices in all context

Good analytical skills. Effective negotiator, with the ability topositively influence cross departmental and securing cross sector working

Credibility to lobby, advocate and represent Save the Children at alllevels with major donors and governments

Solid project management skills related to organisational developmentprojects and international, cross-functional teams with a proven history ofdelivering results

Ability to analyse information, evaluate options and to think and planstrategically

An in-depth understanding of national and international development issuesas they related to children

Previous experience of managing and developing a team and the ability tolead, motivate and develop others

Excellent interpersonal, communication and networking skills

Resource management, training, capacity building, coaching, andmentoring skills

Ability and willingness to dramatically change work practices and hours,and work with incoming teams, in the event of major emergencies

Commitment to and understanding of Save the Children’s aims, values and principlesincluding rights-based approaches

Fluency in written and spoken English and French

Qualifications

Master’s degree inrelevant field or equivalent experience; approximately 10 years’ managementexperience in development or humanitarian (preferably both) programming,including significant field experience

Key Accountabilities

Help design andimplement innovative, relevant and coherent multi-year strategies consistentwith agency practices and appropriate to program needs.

Lead strategicthinking on where multi-country or regional programming initiatives arerelevant.

Ensure that thedifferent technical sectors of the Country Offices are coordinated, integratedand support each other to optimize programs and projects.

Oversee theMonitoring Evaluation, Accountability and Learning function and instil aculture of accountability, evidence generation, and safe programming with afocus on sustainable impact for children.

Developplatforms and opportunities for increased member engagement and support for theregion for both development and humanitarian work.

Coordinatemember Technical Advisors and ensure inclusion in relevant discussions.

Develop CountryOffices’ capacity for internal and external program/project evaluations,operational research, and learning and ensure synergies are maximized acrossthe country offices

ChildSafeguarding

Level 3:  The postholder will have contact with children and/or young people either frequently(e.g. once a week or more) or intensively (e.g. four days in one month or moreor overnight) because they work country programs; or are visiting countryprograms; or because they are responsible for implementing the policechecking/vetting process staff.
