The role
Regional Humanitarian Technical Experts drive the quality, accountability and timeliness of humanitarian responses and contribute to emergency preparedness in the region.  The Regional Humanitarian Health Technical Advisor will use her/his in-depth contextual understanding, technical expertise, and relationship building skills to provide a critical link between the Save the Children’s global and country level technical work, strengthening our technical offer at the regional level. She/he will play a strong role in regional capacity building efforts, mentoring and building networks across CO TEs, and foster cross-CO learning. She/he will support regional advocacy and influencing and drive regional strategic partnerships for learning and new business development. She/he will provide Quality Assurance and demand driven TA to COs, in line with regional priorities and design and input to implementation and monitoring of regional programmes. The post holder will support Save the Children International (SCI) humanitarian health programmes in West and Central Africa regional office, so as to ensure SCI is able to position and respond to new emergencies and chronic crises with quality sound technical inputs.
As such, the role holder will work alongside other technical advisers (nutrition, WASH, child protection, etc.) and other operational functions. The Humanitarian Health Advisor may directly line manage HSTs and ensure deployments of key staff are supported in order to ensure the delivery of high quality, timely and accountable humanitarian health programmes. The role will also contribute to the Global Humanitarian Health Technical Working Group annual work plan, which contributes to the movement wide humanitarian health work.
Qualifications and experience
A medical or public health professional with a Mas<ter’s Degree in Public Health
At least 7 years’ experience of delivering high quality humanitarian health emergency response and preparedness programmes including first phase experience with of working at a senior advisory and managerial level in Health for international NGOs, UN or government;
Understanding of the humanitarian health sector in West and Central Africa
Experience of contingency planning/emergency preparedness planning.
Experience of context, capacity and policy analysis, and influencing and advocacy at regional/international level in order to hold duty bearers to account to realise children’s rights.
Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources.
Able to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children
Experience of promoting quality and impact through at least one cross-cutting are: gender equality and inclusion, adaptive and safer programming.
Sound understanding of and commitment to SC generic programme approaches and core standards in humanitarian response
Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
Experience of developing and supporting teams, and the ability to lead, motivate and build the capacity of staff through training, coaching and mentoring
Results focused and ability to develop and drive innovative and pragmatic programmatic and operational solutions
Ability to work well across different functional areas and departments
Good knowledge of cross sectoral linkages between humanitarian health and WASH and Nutrition and willingness to engage with other sectors for shared outcomes
Track record in successful business development/fundraising and experience in writing proposals for large institutional grants
Significant experience in training, capacity building, and mentoring
Experience of strategy development and planning
Fluent in French and English, both verbal and written.
Willingness to travel up to 40%, often at short notice.  Become part of the global surge pool as either Humanitarian Standby Surge or Humanitarian General Surge. In the event of a major humanitarian emergency in the region, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Contract length: 2 years
