Programme Development and Quality Director
The role
As a member of the Senior Management Team, theDirector of Program Development and Quality shares in the overallresponsibility for the direction and coordination of the Country Office.  S/he is responsible for all technical strategicdevelopment, supporting implementation of programme and funding strategies, andensuring that programme quality standards are met through full spectrumresponse for children. S/he is responsible for ensuring the Sierra Leonecountry office achieves the objectives of the Country Strategic Plan 2019 -2021.
In the event of a major humanitarianemergency, the role holder will be expected to work outside the normal roleprofile and be able to vary working hours accordingly.
Qualifications and experience
A minimum of 5 years management experience in an NGO environment, including significant field operations experience of full spectrum implementation: running both development and emergency programs
Master’s level qualification in an appropriate technical area (social protection, education, health)
Essential
Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
Strong background in resilience programming for children
Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
Ability to analyse information, evaluate options and to think and plan strategically – ability to think laterally
An  in-depth  understanding  of  national  and  international  development  issues  in particular in relation to children
Previous  experience  of managing  and  developing  a  team  and  the  ability  to  lead, motivate and develop others
Fluency in English
Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches
Desirable
Excellent interpersonal, communication and presentation skills
Abilityand willingness to change work practices and hours, and work with incomingteams in the event of major emergencies
Contract length: 1 year with possibility for extension
