ROLEPURPOSE
DRC is experiencing its largest ever Ebola outbreak and the secondlargest outbreak globally. As of 23rd Jan 650 confirmed cases had beenidentified with a 58% case fatality rate. Despite a fully mobilizedinternational response, the environment of the outbreak has proven toochallenging to contain. Of the confirmed cases only 30% have known contact. TheArea is highly insecure with regular fighting between various armed groupsresulting in the destruction of treatment and triage centres as well as other humanitarianaid infrastructure.
Given the proximity to neighbouring countries a full scalepreparedness response is scaling up in South Sudan, Uganda and Rwanda. Save theChildren International (SCI) are positioned at the forefront of thepreparedness efforts in South Sudan and having been identified by two donors tolead an Ebola Virus Disease (EVD) consortium. Responding to the call, Save theChildren (Lead), Concern, Goal and Internews have come together and formed aconsortium to support and strengthen the resilience of local communities,health workers and health facilities against a potential outbreak of EVD inSouth Sudan. To accomplish its leadership and technical roles, the SCI countryoffice (CO) require a Team Leader experienced in EVD response to immediatelytake control of the preparedness programming, lead on the development,contextualization and / or roll out of Ebola specific programming standards andadaptations; and provide leadership to the consortium efforts and enhance theorganisations strategic positioning. Should an outbreak of EVD occur in SouthSudan, the roles and responsibilities of the position holder may transitioninto an Ebola response.
SKILLS& QUALIFICATIONS
Essential
Masters degree in public health,clinical medicine or social sciences field with experience and expertise inrelated area of work

At least on year previous experience ofoperating, managing teams and delivering programming in an EVD outbreak
Experience of working within a seniormanagement role and within a complex country programme in an emergency responseor fragile state setting
Experience of managing multi-donor,multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a firstphase response at regional or country level
Multi-site security management ininsecure environments
Experience of international levelrepresentation with key stakeholders, and co-ordination with other NGOs/UN
Experience of international mediarepresentation and advocacy
Experience of M&E and beneficiaryaccountability systems in large complex programmes
Experience of developing andnegotiating successful partnerships with institutional donors
Proven ability to influence change atan operational and strategic level
Politically and culturally sensitivewith qualities of patience, tact and diplomacy
The capacity and willingness to beextremely flexible and accommodating in difficult and sometimes insecureworking circumstances.
Commitment to the aims and principlesof SC. In particular, a good understanding of the SC mandate and child focusand an ability to ensure this continues to underpin our support
A high level of written and spokenEnglish
Good communications skills, ability tocommunicate ideas clearly to various groups of audience
Desirable
Previous experience of working in SouthSudan.
Knowledge of local language or Arabicis an asset.
Contract length: Minimum 6 months
