ROLE PURPOSE
The job holder will be responsible for the effectiveimplementation of the various components of the South Sudan Joint ResponseProgramme and ensure effective coordination among the implementing members,local partners and UNOCHA in South Sudan and the donor in the Netherlands. S/hehas principal responsibility for representation for the SSJR program to donorand local Government entities. S/he provides strategic leadership andsupervision of all grant activities across consortium members while ensuring thesecurity, feasibility, and sustainability of the program.
Save the Children International is the lead agency of the DutchJoint Humanitarian Response for South Sudan. The consortium is an initiative of7 INGO’s funded by the Netherlands Ministry for Foreign Affairs and include;CARE, Dorcas, War Child, Help a Child, Tearfund, PLAN, and Save the Children.
This initiative aims to contribute to more effective delivery ofhumanitarian aid by Dutch government and humanitarian organisations.  By implementing their own projects whilstcollaborating under the umbrella of the joint response, the participatingagencies aim to provide added value for several actors in the Netherlands andSouth Sudan. The value added ranges from efficiency gains for the Ministry ofForeign Affairs by funding humanitarian response through one humanitarian leadagency; improved learning and innovation by humanitarian agencies throughexchanging resources and methodologies; to maximized impact on beneficiariesthrough strong collaboration in the field.
The projects are implemented in the Food Security and Livelihoods(FSL), (Child) Protection, Water, Sanitation and Hygiene (WASH) and CASHsectors. The identified results and locations fall largely within the strategicframework and objectives of the UNOCHA Humanitarian Response Plan for 2019.
The Programme Manager role will be the overall lead for theconsortium to ensure effective programme implementation, monitoring, reporting,learning and innovation, coordination across the 7 NGOs and act as the donorliaison. S/he will be response for the day-to-day management of the SSJRprogram; resolving any arising issues during implementation of the program;maintaining contact with UN-OCHA, Netherlands Embassy; maintaining contact withthe SSJR Coordinator in the Netherlands; supporting cooperation amongst SSJRpartners and coordinating with UN-OCHA; initiating and lead on added valueactivities; consolidating reporting; generating visibility.
He/she will be responsible for the effective implementation of thevarious components of the SSJR and ensure effective coordination among theimplementing members and local partners in South Sudan and the donor in theNetherlands.
QUALIFICATIONS & EXPERIENCE
Essential
A self-starter with a minimum ofMaster’s degree in Social Sciences or relevant discipline
At least five years’ experience workingexperience in a management position within an emergency context,
Experience in (more than) one of thecore sectors (Food Security and Livelihoods (FSL), Cash programming, (Child)Protection and Water, Sanitation and Hygiene (WASH).
Previous  experience of managing  and  developing a  team  and the  ability  to lead, motivate and develop others
Excellent interpersonal, communicationand presentation skills
Robust implementation and NGO emergencyprogram cycle management experience, and with experience of working within acomplex and matrix organisation structure
Significant knowledge of internationalhumanitarian systems, institutions and donors, and of procedures,accountability frameworks and best practices in emergency management
Experience engaging with(institutional) donors and experience identifying and securing fundingopportunities for consortia
Substantial experience and knowledge ofeffective financial and budgetary control and securing and managing grants frommajor institutional donors
Solid project management skills relatedto organisational development projects and international, cross-functionalteams with a proven history of delivering results
Ability to analyze information,evaluate options and to think and plan strategically
Significant knowledge of MEAL,monitoring and evaluation tools and experience with undertaking evaluations andreviews.
An in-depth  understanding  of national  and  international development  issues  in particular in relation to children
Fluency in written and spoken English.
Commitment  to and  understanding  of Save  the  Children’s aims,  values  and principles  including rights-based approaches
 Desirable
Previous experience in South Sudan
Experience in managing a consortiumportfolio.
Spoken Dutch is a value add.
