This program is intended to enhance the ability of the Government of Senegal (GoS), national law enforcement, first responders, and crisis response officials, to react to terrorist and criminal attacks on soft targets, coordinate operations between government authorities, medical personnel, business and civilian communities and to mitigate the impact of such attacks.

This program requires two Senior Law Enforcement Advisors (SLEAs) to conduct strategic planning, and oversight of mutually supportive training scheduled by the Department of Justice. In conjunction with the GoS and U.S. Embassy, the SLEAs will assist Senegalese authorities with institutionalizing skillsets provided in associated training.

This program requires the SLEAs, at the strategic level, to assist the Government of Senegal, appropriate law enforcement, and first responders to coordinate and work with community members and the private sector to identify in advance, and if necessary, respond to suspicious criminal/terrorist activity or attacks. Advisor training associated/linked to this mentorship is designed to achieve the following goals:

Identify gaps in abilities and develop countermeasures to efficiently coordinate and conduct their mission.

Institutionalize practices and procedures provided in associated training/Deliveries.

Establish standard operating procedures (SOP) and/or requirements.

Qualifications

Bachelor’s degree in police science or other related field
15+ years of law enforcement experience
Counterterrorism investigative experience focused on international terrorist organizations
Critical incident response experience
10+ years of international experience advising and mentoring foreign law enforcement entities
Experience working in West Africa and in challenging operational environments.

Desired Qualifications

Masters preferred
Leadership experience in Joint Terrorism Task Force.
