RFAs: Improving Nutrition of Persons with Special Needs (Kyrgyzstan)

The World Food Programme (WFP) has announced a call for proposals for organizations of persons with disabilities (OPDs) to support inclusive social protection and food security initiatives in Kyrgyzstan, specifically across the regions of Batken, Talas, Issyk-Kul, Jalal-Abad, Chuy, Osh, and Naryn.
The initiative seeks to strengthen disability inclusion and accessibility in the design and delivery of humanitarian and social programs implemented jointly by WFP and the Ministry of Labour, Social Security, and Migration (MLSSM).
The selected OPD will provide technical expertise and practical support in advancing inclusion, strengthening data systems, and ensuring safe and dignified delivery of food assistance in target communities. The work will begin with the preparation of an inception report outlining the methodology and detailed work plan for implementation. The organization will review existing legal and administrative frameworks governing WFP and MLSSM programs to ensure compliance with the UN Convention on the Rights of Persons with Disabilities (UNCRPD) and WFP’s disability inclusion policies.
A key part of the assignment will involve supporting data collection and administrative tool improvements, helping both WFP and MLSSM enhance their data systems to better capture and address the needs of people with disabilities. The OPD will also ensure that food distributions are carried out safely, respectfully, and in alignment with humanitarian standards that promote dignity and inclusion.
In addition, the selected organization will provide consultative support to strengthen grievance and feedback mechanisms, ensuring greater accountability and transparency within government-led social protection programs. This will include refining safeguarding processes to uphold ethical standards and minimize risk while improving responsiveness to community concerns.
Through this partnership, WFP aims to build a more inclusive and equitable social assistance system in Kyrgyzstan—one that actively involves persons with disabilities in policy design, implementation, and monitoring, thereby promoting dignity, access, and participation across all aspects of humanitarian and social development programming.
