The collaboration will start in December 2019.

The main duty station will be the Country Office in Tunis, with regular missions to Tripoli and Misrata (Libya) and Tunisia. When security conditions do not allow travels to Libya, the work will be implemented remotely from Tunis.

The Awareness Raising Coordinator responds to the Tripoli Area Program Manager (APM) and works in collaboration with the Technical Unit and Cesvi team in the country.

The Awareness Raising Coordinator is responsible for designing, developing, planning and initiating a comprehensive operational package to achieve the expected result “3” of the project.

Key responsibilities and duty

• Ensure those project activities and sub-activities are planned and initiated according to the approved project documentation
  • In coordination with the APM definition of detailed project activities and sub-activities work plan,
  • Anticipate needs for project amendment and contribute to its development
  • Definition of the project M&E framework;
  • Definition of the project feedback and complain mechanism;
  • Guide local staff to conduct a multi-stakeholders’ mapping and analysis on site;
  • Develop facilitation methods and guidelines to support the creation of a Multi Stakeholder Working Group;
  • Develop methodology and tools to identify existing barriers that limit the access to health services for different community groups living in the targeted area and, consequently, to jointly produce realistic recommendations on how to address the identified concerns;
  • Develop methodology, guidelines and supportive tools to guide the organization to implement effective capacity building packages, IEC material, awareness raising events and advocacy efforts to promote inclusive and affordable access to local health services. The content of each activity should be tailored to different targeted groups and audiences, including but not limited to local authorities, local representatives of the Ministry of Health, representatives of health facilities, health personnel, health users disaggregated by groups, gender and age;
  • Management of the relation with project’s stakeholders, involving the HoM and APM when strategic in the country;
  • Coordination with staff of project implemented in the same area to avoid duplication and overlapping and promote synergy of intervention;
  • Participation in sectorial clusters, sharing periodical update with HoM.

• Human Resources management
  • Coordination of Cesvi staff assigning specific tasks and objectives to ensure the achievement of the goal of the project;
  • Support coordination of project’s staff in agreement with the APM recommendations, ensuring alignment with administrative and security matters;
  • Identifying needs for capacity building among Cesvi staff;
  • Develop and deliver responsive training package and comprehensive coaching for using tools and methodologies developed.

• Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA
  • Ensuring compliance with Cesvi Safeguarding Policies and full implementation of Safeguarding measures within his/her area of responsibility throughout  the projects activities;
  • Local mapping on legal, social welfare and safeguarding/child protection arrangements and local pathways for referral;
  • Preliminary assessment of potential safeguarding risks and periodical review;
  • Development of project complaints and feedback mechanisms (PCFM) in accordance with Cesvi PCFM Guidelines;
  • Development of adequate tool for communicating with children/adults at risk and communities on safeguarding risks and safeguarding concerns reporting mechanisms;
  • Organization of adequate capacity building, training, mentoring and advice to project staff, partners, volunteers and other associates;
  • Local staff behavior appraisal with relation to ethical and relevant standards.

ESSENTIAL REQUIREMENTS

• Master’s Degree Social Science or other relevant fields;
• Minimum 4 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations, as well as local authorities and communities; of which at least 2 years must be in the field of protection;
• Experience in producing and delivering relevant work for international organizations with the aim of reaching both local and national audiences;
• Good understanding of inclusive access to health services, related international standards, and guidelines;
• Excellent technical capacities to ensure quality of awareness raising/capacity building packages and materials;
• Experience in facilitating multi-stakeholder dynamics;
• Proven experience in conducted training for both program staff and local organizations/authorities;
• Demonstrated capacity and experience in conducting field level assessments including developing tools, e.g. questionnaires, referrals template and modalities, focus group discussions and M&E, in liaison with M&E Manager;
• Fluency in English (written and oral);
• Strong computer skills including MS Word, Excel, PowerPoint and email/internet software.
