Cesvi Libya: Cesvi was the first Italian NGO to take action in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania in 2011. Nowadays Cesvi is one of the best positioned NGOs in Libya, very active in the coordination of sector-specific working groups – in particular with the  protection sector, Cesvi has a diverse portfolio of donors serving all vulnerable target populations. More specifically, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision. The programs include centre-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance, non-formal education. At present, Cesvi implements projects funded by UN agencies and the EU in Tripoli and Misrata.
Cesvi Tunisia: Since the end of 2018, Cesvi has been registered in Tunisia. This was initially done with scope of supporting the Libyan operations. In 2019-20 Cesvi Tunisia has started to approach relevant stakeholders, including donors and other INGOs that have a consistent and well-rooted presence in the country, in order to gain a better knowledge about the Tunisian context, identify the main gaps and funding opportunities, and map the operating organizations with the ultimate goal of starting activities in the country.
Current projects:UNHCR: Protection and life saving assistance to refugees and asylum seekers (Tripoli – urban areas)
UNICEF: Psychosocial support and remedial education for children of IDPs and refugees (Tripoli, Misrata, Zwara – Urban areas and IDP camps)EUTF: Strengthening protection and resilience of displaced populations
(Misrata – detention centres and urban areas)EIDHR: Enhancing Women’s Rights and Gender Equality in Libya (Misrata – urban areas)
JOB DESCRIPTIONThe collaboration will start in mid- February 2021.The main duty station will be the Country Office in Tunis with remote management and regular missions to Libya, if the security conditions allow it.
The Area Administrator Tunisia and Libya will respond to the Head of Mission (HoM) and to HQ Desk officer.
He/she will work in close collaboration with the Project Accountant based at HQ, the Area Program Managers and the PMs (both local and international).
He/she will manage local staff in Tunisi and remote management of staff in Libya
He/She will be member of the Senior Management Team (SMT) composed by the Head of Mission, the Operations Manager, the Technical Unit Coordinator and two Area Program Managers.
The Area Administrator is in charge of the punctual financial management & control, accounting and financial reporting to Cesvi HQ, donors and other stakeholders and promotes cost-effectiveness in project activity implementation.
Main tasks and duties:Financial monitoring of the projects implemented in the Country

Supervise the staff that work in updating the Prime entry and Balance Forecast Update (BFU) on monthly basisEvery two month submission of BFU to the HQ in collaboration with the PM and under the supervision of the HoMUpdate Share costs plan on quarterly basis in strict collaboration with HoMSupervise local admin staff for the management of petty cash, cash book and bank books and signed (after verification) the reconciliationPrepare draft of interim financial reports and final financial reportsAssist each PM in the preparation of the cash flow needed and the Request for Funds to the HQ or Request for PaymentOrganize training meetings on administrative procedures (for partners and local staff)Support each PM in drafting new proposalsDonors’ Audit and Expenditure verification and Country Audit for registration
Supervise the organization of all Donor’s Audit requests and Expenditure verification in coordination with HQ, according to Cesvi external audit procedureSupervise the organization of the Country Audit ( In Tunisi and in contact for Country Audit in Libya) needed for the registration in coordination with HQ
Support the efficient office management
Ensure a proper written handover by the end of the contract
ESSENTIAL REQUIREMENTSUniversity degree in accounting, finance, economics or related disciplinesMinimum 5/6 years’ experience in financial and administrative management of cooperation and development projectsExtensive experience of working within a senior management role within a complex country programme in an emergency response or fragile stateExperience in remote management mechanismsExperience in reinforce existing procedures and systems for financial management and control, and review them for efficiency when appropriateGood knowledge of main donors’ administrative rules and procurement procedures, notably UNHCR, Unicef, DEVCO, ECHOStrong budgeting and financial management skillsAccountancy skillsAbility to prepare financial reports/ new budget proposal/ forecast and financial planningExperience in managing grant contractsCommunication skills with ability to work closely and support with Cesvi local, expatriate staff and partnersSolid diplomatic skills: the ability to manage a variety of internal and external relationships, especially with partnersStrategic thinking and innovationHighly result oriented with the ability to manage workload and stressExcellent problem-solving and analytical skillsAbility to work under pressure (instable environment, working to/meet deadlines)Excellent organisational and time management skillsDemonstrated attention to detail, ability to follow proceduresSelf-motivated, able to take initiative, resilient and able to work independentlyCross cultural awareness, sensitivity, and patienceVery flexible and with a positive attitudeComputer literacy, particularly in Microsoft Office Programmes such as Word and Excel as well as accounting packages & other database competenciesFluency in English (written and spoken)
