Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilian victims of marginalization and exclusion, or those hit by natural disasters, wars and economic collapses by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects a year in the following sectors of intervention: Food Security, Health, Nutrition, Construction and Rehabilitation of infrastructures, Water, Sanitation, Hygiene and Economic Recovery. PUI is providing assistance to around 7 million people in 23 countries across Africa, Asia, the Middle East, Eastern Europe and France.

Humaniatarian situation and needs

The conflict in Yemen started in 2014 with an internal political crisis which, later on, degenerated into an open war between northern-based Houthi Movement, and forces loyal to the official government, led by President Abdrabbuh Mansour Hadi. In March 2015, violence escalated when a Saudi-led coalition launched military operations to restore the official government and stop the Houthi-Saleh alliance, who already controlled Sana’a and advanced on Aden. The Saudi intervention led to a stalemate in which the country largely remains as per now. The war also escalated on the economic front as the Saudi-led coalition declared a blockade on large portions of the country still controlled by the Houthis.

The armed conflict has spread rapidly throughout much of Yemen since mid-March 2015, with devastating consequences for civilians. More than 5 years of violence has led one of the world’s poorest countries into chaos. The disruption of the commercial and humanitarian imports as well as of the market system, the displacement of populations, the loss of livelihoods and incomes, the damage on the private and public infrastructure and the general destabilization of the public system have contributed to the widespread of food insecurity, malnutrition and to a serious lack of access to health. Today, according to the Yemen Humanitarian Needs Overview (HNO, 2019), it is estimated that approximately 24.1 million people in Yemen, about 80% of the population, are in need of humanitarian support, including 14.3 million in acute need, while 19.7 million people in Yemen require assistance to ensure adequate access to healthcare.

Our action on the field

PUI has been working in Yemen since 2007, through an integrated approach mainly focused on health and nutrition, coupled with food security and WASH activities, in order to combine an emergency response with a longer term community based approach.

PUI currently supports several Health Facilities in Al Mansuryah, As Sukhnah and Al Mighlaf Districts in Hodeidah Governorate and in Al Jabin District in Raymah Governorate in the North of Yemen; Since 2019 an operational base has been established in the South of Yemen, in Al Mokha District, located in Taizz Governorate.

HEALTH

In terms of health, PUI supports the Ministry of Health in providing Primary Health Care services in different Health Facilities (HFs), both in Hodeidah, Raymah and Taizz Governorates, among which: Integrated Management of Childhood Illnesses (IMCI) and vaccination, reproductive health (Antenatal Care, Postnatal Care, family planning, institutional deliveries, mother and baby corners), medical curative consultations for all patients, and health education/promotion at community level by Community Health Volunteers (CHVs).

NUTRITION

In terms of nutrition, PUI ensures the following: screening by CHVs at community level and by nurses at HF level in order to manage both cases of Moderate Acute Malnourished (MAM) Children Under 5 (CU5) and Pregnant and Lactating Women (PLW) as well as Severe Acute Malnourished (SAM) CU5; Infant and Young Child Feeding (IYCF) promotion by midwives at HF level and by CHVs at community level. Cases of SAM CU5 with complications are referred to Stabilization Centers (SC) either supported by PUI or by any other organization/institution. The children can therefore benefit from in-patient treatment, including the provision of 3 meals a day for their caretakers.

FOOD SECURITY

PUI distributes Food Baskets to HHs with at least one SAM case enrolled in Outpatient Therapeutic Program (OTP) in order to improve their household’s nutritional status, but also monitor the cases after they are discharged and thus prevent any relapse. 

WASH

In terms of WASH, PUI implements: hygiene promotion activities through the delivery of hygiene kits to all SAM cases as well as awareness campaigns; water supply and sanitation, by supporting the health structures through the rehabilitation and improvement of water supply systems as well as by conducting beneficiary satisfaction surveys on WASH services. PUI also ensures that Infection Prevention and Control measures are mainstreamed in their WaSH rehabilitation works at health facility level.

As part of our activities in Yemen, we are looking for  Grants & Reporting Officer in Sana’a.

Overall objective

Under the overall supervision and direct line management of the Deputy Head of Mission for programs, the Grants & Reporting Officer is an active key for the development of concept papers, proposals, donors´ reports, and other documents relevant to the programs of PUI in Yemen.

In constant liaison with the operational, MEAL and support teams, s/he supports the gathering and compilation of all necessary information on ongoing projects and mission developments, in order to report on PUI’s activities internally and externally, with utmost attention to timeliness, accuracy and quality.

Also, the Grants & Reporting Officer will help the Mission Coordination Team in their daily tasks, depending on emergencies and priorities established, and will support/lead the production of communication materials both for international/local audiences.

Tasks and Responsibilities:

Under the direct supervision of the Deputy head of mission for Programs, and in liaison with the MEAL team, the Grants & Reporting Officer will be responsible for:

• Grant management, including concept note and full proposal development,
• Reporting for all internal and external purposes, especially donor reporting,
• Visibility and communication to ensure due visibility of donors and of PUI within the frame of the projects by producing/disseminating external communication materials.

Expériences / Formation

Training:

• BA/S or equivalent in social science, program management, international development or other humanities based degree.

Experience:

• Previous experience in similar position including projects development/implementation, grants writing (concept note and proposal), and the analysis and inclusion of data and M&E for these.
• Previous experience in one of the following sectors: health, nutrition, MHPSS, FSL

Knowledge and skills:

• Experience with US, EU and UN donors for reporting and proposal requirements
• Previous experience of concept note and proposal development
• Experience with qualitative and quantitative data collection and analysis methodologies
• Knowledge of basic donor compliance especially for reporting
• Ability to produce written communication pieces of success stories
• Strong computer skills essential
• Strong capabilitiy in microsoft office, word, excel and powerpoint in particular
• Knowledge of donor reporting systems and databases (GMS; ART; ActivityInfo or similar etc)

Salaire

• Employed with a Fixed-Term Contract – 6 months
• Starting Date : June 2020
• Monthly gross income: from 1 650 up to 1 980 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
• Cost covered: Round-trip transportation to and from home / mission, visas, vaccines…
