We are looking for a HIV Social Marketing Technical Advisor  who will support the Social Marketing Organization ACMS in Cameroun in the implementation of a HIV/AIDS prevention project in Central Africa funded by KfW (Prévention de VIH/SIDA en Afrique Centrale, PPSAC phase V). Cameroon is one of the countries in this multi-country project. The overall goal is to help reduce the rate of HIV infections and transmission of other sexually transmitted diseases and to contribute to the reduction of stigma and social marginalization of PLWHIV through sustainable behavior change and the use of condoms within populations targeted.
ACMS is a non-governmental organization under the Cameroonian law and a member of the Population Services International (PSI) network since 1996. The organization currently has 247 employees of which 139 are full time staff and 108 are consultants. ACMS head office is based in Yaounde, and its regional agencies in the cities of Garoua, Bamenda and Douala. ACMS is recognized as one of the main actors in Cameroon in the prevention of HIV/AIDS and the promotion of Family Planning; through social marketing and distribution of family planning products.  The HIV Social Marketing Technical Advisor will be contracted by PSI to provide technical assistance to ACMS. In the past ten years, PSI has already served as an international consultant for ACMS in various phases of the KfW funded Family Planning and AIDS prevention projects.
You will work closely with the ACMS Executive Director and his team on all technical aspects of this new project. You will also keep PSI/Washington informed of project progress and liaise with PSI technical experts globally.  Operationally, you will work with the various ACMS Department Heads and teams to support project activities:  provide technical assistance to the development and implementation of social marketing and communication strategies, train  health care providers and community based agents; assist  the overall administrative, technical and financial management of the project; assist procurement and contract related tasks; guide research, M&E as well as assess particular needs assessments for additional technical assistance.

Your contribution
You will provide ongoing technical and operational assistance to ACMS and coordinate with PSI’s multidisciplinary team of experts and Headquarters backstopping teams that jointly support the implementation of ACMS project component in Cameroon. You will ensure quality and timely reporting to the donor and be accountable for project results.
You are an excellent team player and good manager with substantial experience in social marketing. You also have experience in administrative and financial management, as well as leading and facilitating internal and external audits, of projects and programs in French-speaking Africa. You have sound knowledge of procedures and practical experience in the implementation of projects funded by bilateral and/or multilateral donors. You are used to coordinating short-term expert teams, multi-stakeholder work and working with multidisciplinary and multicultural teams.  You will represent the project to the donor, partner organizations and the Ministry of Health and ensure that the project is well known by PSI globally and with PSI’s external partners.

Our ideal candidate will possess:
-You have significant experience managing international public health projects, preferably in HIV prevention and/or treatment
-You have at least 7 years of senior management experience managing people, budgets and public health programs.
-You have a post graduate degree in public health, human resource management, education, an MBA, or other relevant specialty.
-You have experience and are passionate and patient in building and strengthening local technical, management and leadership capacity.
-You have excellent interpersonal and communications skills; you have the ability to effectively interact with ACMS senior management and to work collaboratively with the other regional consultants who be responsible for the global coordination of the program in all countries.
-You have significant experience in strategic marketing, promotion and communication as well as product sales and distribution.
-You have lived and worked in Francophone Africa.
-You are fluent in both English and French.
-References will be required.
-The successful candidate will be required to pass a background check.
