Electoral Operation and Procurement Specialist

IFES seeks an experienced Electoral Operation and Procurement Specialist to work with CENI, Niger in providing them with advice on best practices on procurement rules, processes and policies in preparation for the 2020 general elections (Presidential and Legislative). This consultant will work closely with the CENI and IFES under the below SOW:

Job Responsibilities:
Under the guidance of the Niger Election Systems Adviser, the Electoral Operation and Procurement Specialist will be responsible for the following tasks:
Provide the CENI with advice on best practices on procurement rules, processes and policies towards the holding of 2020 general elections (Presidential and Legislative);
Assist in the development of lists of electoral materials and their specifications as well as develop budgets, specific procurement procedure process/methods, and advise on identification of sources/vendors;
Assist the CENI’s process during the launch of the procurement / tendering for electoral materials and provide advice on contracts to ensure that the best interest of the CENI is considered throughout the procurement chain.

University degree or advanced education in a related field;
Minimum 10 years of relevant professional experience;
Prior experience in working with Electoral Commission/s and/or other government entities in a similar capacity;
Experience and understanding of government procurement processes, including understanding of the specification development process and of the budgeting process;
Sensitivity to local environment and customs;
Proven ability to plan and ensure targets are met;
French and English fluency.
