BackgroundThe Nairobi-based Global Policy Centre on Resilient Ecosystems and Desertification (GC-RED) is one of UNDP’s Global Policy Centers. GC-RED manages the Biodiversity and Ecosystem Services Network (BES-Net), a capacity sharing “network of networks” initiative that promotes dialogue and cooperation between science, policy and practice for effective BES management, contributing to long-term human well-being and sustainable development.  In partnership with the UN Environment Programme World Conservation Monitoring Centre (UNEP-WCMC), Phase I of BES-Net (2016-2020) has been contributing to the capacity building work of the Intergovernmental Platform for Biodiversity and Ecosystem Services (IPBES) through three inter-linked areas of work: -Face-to-face capacity building support through Regional Trialogues: Trialogues bring together BES-Net’s three target communities of science, policy and practice for face-to-face dialogues around the themes of the completed IPBES Thematic Assessments, particularly on pollinators/pollination and land degradation/restoration. Fostering mutual learning, inter-cultural understanding and interinstitutional coordination on specific policy-relevant questions at the national and regional levels, Trialogues strengthen the interface between these communities and enhance national capacity to integrate scientific findings of the IPBES assessments into policy, decision-making and on-the-ground practices; –National Ecosystem Assessments (NEA): BES-Net supports the development of national capacity to conduct NEAs in selected countries, complementing the global assessment being undertaken by IPBES. Leveraging the expertise of the Sub-Global Assessment Network (SGAN), the NEA process encompasses not only the production of national assessment reports, but also the development of a set of policy support tools to integrate assessment findings into decision-making; and -Online platform for global networking: The BES-Net web portal provides a comprehensive knowledge resource library on biodiversity and ecosystems services, and a rich database of organizations and experts working on the IPBES thematic assessment areas. The latest news and updates from BES-Net and its 100+ network partners are circulated via social media channels and disseminated through bi-monthly e-newsletters.  Building on the achievements of BES-Net Phase I to date, BES-Net Phase II is launching in 2020 with the aim to formalize the scientists-policymakers-practitioners partnership and strengthen synergy and complementarity in their BES-related decisions, actions and subsequent impacts in target countries. BES-Net Phase II will be implemented by a consortium of UNDP, UNEP-WCMC and the UN Educational, Scientific and Cultural Organization and with the financial support of the financially by the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU) through the International Climate Initiative (IKI).  The BES-Net Phase II consortium will support evidence-informed policy setting, strategic planning and the implementation of transformative solutions for BES protection in 18 countries. It will also up-scale the successful approaches of BES-Net Phase I, by promoting NEAs in four new countries and facilitating the Regional Trialogues in some 40 countries around the forthcoming BES thematic assessments to be produced by IPBES. The activities and results of the initiative will contribute to the implementation of the IPBES Work Programme and the IPBES Capacity-building Rolling Plan in partner countries. Experiences and achievements will be widely disseminated through the BES-Net online platform. Duties and ResponsibilitiesUnder the guidance and oversight of the BES-Net Project Manager and Coordinator and in close coordination with other project team members, the Project Technical Officer will coordinate, facilitate and provide technical support in the implementation of the BES Solution Fund and other related components of BES-Net Phase II. More specifically the incumbent will be responsible in the target countries to:  -Support the design, budget planning and management, implementation and monitoring and evaluation of the BES Solution Fund multi-year workplans to ensure high quality and timely project delivery, including regular review and analysis of project environment and time readjustment support, as needed; -Provide support to the application of the results-based management tools, gender sensitive data collection and measuring of outputs, outcomes and impacts; -Ensure that the BES Solution Fund activities are well integrated into broader biodiversity/environment portfolio and contribute to the UN Development Assistance Framework;-Coordinate regular reporting on the BES Solution Fund activities, results and achievements and support the preparation of customized reports and materials for different internal/external audiences, as needed; -Provide technical backstopping support in the identification and engagement of key stakeholders from policy, science and practice communities with the national BES platforms, BES Solution Fund activities and other components of BES-Net Phase II, as appropriate;  -Ensures that national level governance processes and procedures for the project are correctly followed, governance activities such as BES platform meetings are organized regularly, and the in-country activities adhere to the respective governance bodies’ recommendations; -Put in place the necessary capacity within national BES platforms and their members in collaboration with the BES-Net Consortium and other partners and coordinate in-country of multi-country training sessions (face-to-face and virtual);     -Create a mechanism to consolidate, disseminate and exchange lessons learnt among the BES Solution Fund target countries at regional/global levels; -Guide the development and implementation of national level project/donor visibility activities and support in packaging and communicating the project results, findings, lessons to maximize policy impacts; -Lead the planning and organization of meetings for the BES Solution Fund target countries and with other stakeholders, as needed and appropriate;  -Participate in BES-Net related dialogues, conferences, meetings and acts as a project focal point, as needed;-Build and strengthen relationship and coordination internally with relevant Country Offices, Regional Hubs and their respective initiatives and externally with other IKI/BMU partners; -Engage with and accomplishes the project related tasks assigned by the Project Manager and Coordinator, as required. Competencies

Education: 
 An advanced degree (Masters degree or equivalent) in environment, development or other relevant fields. Experience: -Minimum of Five (5) years of professional experience in the areas of result-based project management, including planning, implementation and monitoring and evaluation at regional or international levels (i.e. multiple countries);-Solid technical knowledge and practical experience in biodiversity conservation and ecosystem services management concepts and practices; -Proven experience and skill in multi-stakeholder engagement, dialogue facilitation and capacity building support;  -Strong communication, analysis and report writing skills;-Demonstrated ability to work independently and effectively and deliver quality outputs under pressure and within agreed tight deadlines;-Previous work experience with UN or renowned international organizations is desired Language Requirements: -Fluency in English with excellent written and oral communication skills is required; and -Working knowledge of French and/or Spanish is an asset
