Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
From a gender perspective, the Sustainable Development Goals (SDGs) represent a significant step forward from the Millennium Development Goals (MDGs), covering for the first time core areas of the feminist agenda. The Inter-agency and Expert Group on SDG Indicators (IAEG-SDGs), created under the auspices of the United Nations Statistical Commission (UNSC), has identified a robust set of 230 unique indicators to monitor progress in achieving the SDGs. Overall, a quarter of these indicators explicitly or implicitly address gender equality.  The challenges of effectively monitoring the SDGs from a gender perspective cannot be overstated. Of the 14 proposed indicators to monitor SDG 5, there are only 4 (referred to as Tier I indicators) for which internationally accepted standards for measurement exist and for which data are regularly collected by most countries. Lack of statistics in these areas arises both from a failure to prioritize gender equality in data collection and from a lack of resources. Gender statistics are rarely prioritized in data collection and the resources devoted to them, both at the national and international level, remain grossly inadequate. The demand for greater support for statistics will only increase as countries begin to implement the SDGs.
 To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative Making Every Woman and Girl Count (MEWGC) aims to effect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. The program  has three objectives: (i) Promoting an enabling environment by putting in place a supportive and well-coordinated policy environment to ensure gender-responsive localization and effective monitoring of the SDGs; (ii) Increasing data production by removing technical barriers and constraints to ensure that quality, comparable and regular gender statistics are produced to monitor the
implementation of national policies and meet reporting commitments under the SDGs; and (iii) Improving data accessibility by ensuring that the data produced are widely available and used effectively by different players with sufficient capacities to understand, analyze and use them to inform advocacy, research, policies and programmes and to monitor progress on the SDGs.
In Kenya, Making Every Woman and Girl Count (MEWGC) is an initiative meant to strengthen the capacity of the Government and Non-State Actors to produce and use gender statistics in order to inform and monitor the implementation of Kenya’s gender-related commitments in the 2030 Agenda.
Reporting to Programme Specialist – Gender Statistics, the Programme Associate will work with and provide support to the members of the MEWGC in Kenya Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.  S/he contributes to research, financial management, and programme implementation including providing necessary operational, administrative and programmatic support.
The Programme Associate will also work in close collaboration with the operations, programme and projects’ staff in the RO and UN Women HQs as required for resolving finance-related issues and exchange of information within the MEWGC programme.
Duties and Responsibilities
Provide advanced administrative and logistical support to the formulation and management of programmes
-Provide advanced administrative support and inputs in the preparation of programme work plans, budgets, and proposals on programme implementation arrangements;
-Provide technical guidance on routine delivery and reporting of programme supported activities and finances;
-Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations;
-Contribute to the development or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management;
-Review programme data from programmes/ projects for Country Office website;
-Identify sources, and gather and compile data and information for documents, guidelines, speeches and position papers.
Provide advanced financial management support to the Programme Unit
-Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
-Monitor budget preparation and the finances of programmes/projects; prepare periodic reports; finalize FACE forms;
-Review financial reports; prepare non-PO vouchers for development projects;
-Maintain internal expenditures control system; post transactions in Atlas;
-Create requisitions in Atlas for development projects; register good receipts in Atlas;
-Prepare and follow up of cost-recovery bills in Atlas.
Provide advanced administrative support to the Programme Unit
-Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
-Oversee travel arrangements for the Programme Team, including travel requisitions and claims;
-Prepare public information materials and briefing packets;
-Liaise with high level officials on administrative issues;
-Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials.
Provide administrative support to Resource Mobilization
-Prepare cost-sharing and other agreements; follow up on contributions within the Country Office resource mobilization efforts;
-Organize, compile and process information from donors, Regional Office, and programme team, as inputs to various databases and documents.
Facilitation of knowledge building and knowledge sharing
-Support synthesis of lessons learnt, and best practices related to programme management and finance;
-Coordinate the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience
Education and certification
-Completion of secondary education is required;
-A Bachelor’s degree in Business or Public Administration is an asset;
-At least 7 years of progressively responsible experience in administration or programme management/support;
-Experience in working in a computer environment using multiple office software packages;
-Experience in the use of ATLAS is an asset;
-Experience in supporting a team.
Language Requirements
-Fluency in English and Swahili is required
-Working knowledge in another official UN language is an asset
