Background
The UNDP Junior Professional Officer (JPO) Programme:
The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system.
During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP’s programs within UNDP’s headquarters, regional or country offices.
Job Purpose:
Under the overall supervision of the Deputy Resident Representative, the JPO will contribute to the  formulation of programs and projects in the areas of Democratic and Local Governance for UNDP within the framework of the Common Country Program Document (CPD). The JPO will provide technical support to ensure that all the above tasks are carried out and accomplished through effective communication and partnerships, as elaborated below:
-Facilitate or contribute to integrated planning of research on topics related to democratic governance with a particular focus on decentralization and election.
-Contribute to decentralization and election activities within the Country Office, with national partners, the UN Country Team and the wider international community, in the context of internal office management plans, the country programme process, the UNDAF and sector wide approaches respectively.
-Facilitate and contribute to liaising with government and development partners for knowledge sharing on democratic governance, support to elections, support to parliament and decentralization issues activities with national partners, the UN Country Team and the wider international community, wherever possible in the context of the above processes.
-Provide technical support to Country Office staff and national partners on data collection, data management and data analysis for basic monitoring and evaluation.
-Provide synthesis of decentralization and election results to the country office senior management, the Country Management Team and key programme and operations staff.
-Participate in workshops/seminars organized by UNDP led projects and other national and international partners working in the field of democratic governance;
-Participate in the programme retreats to be organised by the office, which will cover issues related to Governance
Content and methodology of supervision:
Title of Supervisor: Deputy Resident Representative
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities:
-Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO
-Establishment of a work plan, with clear key results
-Effective supervision through knowledge sharing and performance/development feedback throughout the assignment
-Easy access to the supervisor
-Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
-Guidance and advice in relation to learning and training opportunities within the field of expertise
-Completion of the yearly UNDP Performance Management Document (PMD)
Training and Learning:
As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities:
-Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment
-Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide
-Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme
-In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office:
1) Have access to corporate online learning portal with self-learning trainings,
2) with agreement from the supervisor, attend regional and national conferences/workshops as a participant or speaker,
3) attend in-house knowledge sharing events.
Duties and Responsibilities
1) Contribute to the formulation of programs and projects in the areas of Democratic Governance for UNDP within the framework of the Common Country Program Document (CCDP) and Common Country Program Action Plan (CCPAP). This will involve: preparation of concept notes; organization of project formulation and appraisal process including managing consultants and coordinating with UN agencies, government implementing partners, donors, civil society, etc.; ensuring quality and compliance of project design; managing the process of final appraisal and approval of the projects. (30%)
2)  Monitoring and quality assurance of implementation of assigned programs and projects through, participation in periodic field visits; organization of and reporting on the Review Meetings; assistance to mandatory annual external audit, etc., so as to ensure that projects are implemented, and their outputs and impact being assessed in pursuance of the stated objectives of the projects. In this regard contribute to achievement of the results envisaged under the Strategic Plan and Common Country Program Action Plan for the UNDP Mali Democratic Governance Program  and that activities are implemented in compliance with UNDP policies and practices.  (20%)
3) Develop linkages with other on-going and pipeline initiatives of UN Agencies and UNDP particularly in the area of governance (20%)
4) Coordinate with other UN Agencies, bilateral and multilateral donors for the objectives of the program. Identify possible sources for technical and financial resource mobilization. (30%)
5) Liaise with other government and development partners for knowledge sharing on democratic governance, support to elections, support to parliament and decentralization issues.

Required Skills and Experience
Education:
-Master’s Degree or equivalent Advanced Degree in a related field of expertise
Experience:
-A minimum of two years of paid working experience at the national or international level, preferably in democratic governance or related field
-Experience from Africa region would be an asset
Language Requirements:
-Fluency in Danish.
-Working knowledge of French and English
-Other desirable education, languages and work experience:
-Excellent use of computers and office software packages.

Practical information about the recruitment process:

-Assumptions of duty will be expected by January 2020
