Organizational Context
Gender equality is a human right, good governance, democracy, sustainable development and inclusiveness principle as enshrined in the fundamental principles of the Constitution (Article 10) of the Republic of Rwanda adopted in 2003 and revised in 2015 and the Sustainable Development Goals (SDGs), specifically goal 5. As such, the public sector, private sector, non-governmental and religious institutions are responsible for mainstreaming gender in their policies, plans and processes to ensure inclusive and transformative development.
The Gender Monitoring Office (GMO) has been ascribed the responsibility to ensure that public and private institutions, civil society and faith-based organizations contribute to the attainment of national commitments as enshrined in the National constitution, international/regional instruments as well as policies and programs. To guarantee that gender equality and women’s empowerment principles are mainstreamed in policies and programs of different sectors and at different levels, GMO, through its five-year Strategic plan (2017–2022) aspires to build accountability systems and mechanisms for the sustainability and acceleration of gender equality. Currently, GMO with support from UNDP has started to engage the private sector to establish gender accountability systems through the newly designed five-year (FY 2018/19 – 2022/23) project- “Promoting gender accountability in the private sector in Rwanda” which uses the Gender Equality Seal (GES) certification approach.  The GES approach is currently being piloted in selected private sector companies and public institutions that work closely with the private sector.
The project will support and guide the private sector’s delivery and compliance to gender equality principles and commitments by establishing standards that promote gender equality and women empowerment. In addition, the project will provide participating companies and some public institutions working closely with the private sector necessary with tools and guidance to promote a more equitable work environment that maximizes the capacities and benefits of all employees and that enhances their service delivery and productivity.
The gender equality seal certification initiative is a new approach in Rwanda which will require innovative and extensive communication. The Communication Associate will be responsible for the project’s communication initiatives and will document achieved results throughout the project lifetime. She/He will be based at the Gender Monitoring Office and will work closely with UNDP and Private Sector Federation (PSF) secretariat communications teams.
Duties and Responsibilities
Functions / Key Results Expected
​Ensure effective communication of project interventions.
-Prepare or edit project  publications  and mass media and website contents for  internal  and  external audiences;
-Coordinate project events and ensure they are widely communicated through press releases and other means of communication to raise public awareness of project interventions;
-Produce regular print and broadcasted publications on the project results including annual reports, documentary films and newsletters;
-Respond to requests   for   information   from   the   media   and   project stakeholders;
-Coordinate video and audio spots and ensure they are aired for increased awareness of project interventions;
-Visit project sites, collect and document success stories and good practices to be replicated in other private sector companies and public institutions;
-Ensure timely purchase of advertising space for promoting project interventions;
-Contact members of the media to set up interviews with project stakeholders;
– stablish strong working relationship with different media groups to maximize coverage of project interventions and best practices.
Develop communication tools to ensure effective communication of project interventions to the wider audience.
-Produce communication tools and materials for the project and advise on the project branding;
-Develop internal and external project publications such as newsletters, brochures, etc;
-Maintain a strong social media communication strategy to communicate project results;
-Devise public relations strategies.
Establish collaboration mechanisms with key stakeholders’ communication teams to ensure coordinated communication of project interventions.
-Work closely with UNDP, GMO and PSF public relations and communication teams to harmonize the project’s communication strategies.

Required Skills and Experience
Education:
-Bachelor’s Degree in Journalism, Communication, Public Relations, or any other related field
Experience:
-At least 5 years of proven work experience in Communications, Journalism or Public Relations in the field of gender;
-Well-motivated and with proven experience working with the National Gender Machinery and its partners;
-Proven professional experience on communicating for gender equality;
-Experience in preparation of articles, analytical reviews, reports and editing of publications and broadcasting materials;
-Familiar with editing video, audio and designing software (Adobe Master Collection);
-Familiar with social media platforms and use of their analytical tools;
-Ability to manage public relations initiatives from inception to event to follow-up and the ability to communicate confidently to members of the media and the public;
-Proven Experience working with UN funded projects;
-Excellent writing and oral communication skills;
-Having knowledge on gender equality seal initiative is an added advantage;
-Experience in web design and content production is a plus.
Language Requirements:
-Fluent (both verbal and written) in English and Kinyarwanda and working knowledge of French.
