role PURPOSE
The Emergency Office Coordination Manager (EOCM) is responsible for planning and organizing administrative support for field program activities (Mopti) and facilitating the smooth implementation of activities. The EOCM will liaise with other actors, including Plan’s partners, international NGOs and government officials, and will represent Plan Mali at group meetings and coordination meetings.The Manager is be expected to oversee financial, administrative and logistics procedures at the field level.

The EOCM is the lead and representative of Plan International in the Mopti region. He oversees all activities in his areas. He oversees all International Plan activities and all teams in the region. He brings a technique with all the projects in the region of Mopti. It ensures the representativeness of Plan with regional and local authorities, State technical services, Plan International’s non-governmental partner organizations, UNOCHA and any other humanitarian organization or mechanism existing in the Mopti  region.

Responsibilities and TasksOperational management
Along with the project team and supported by the Emergency Response Manager , to plan the intervention strategies, the specific actions, the priorities and possible changes.To ensure the correct evolution of the activities of the project in the areaTo co-ordinate the production of a report for Plan International Mali from the counterparts, partners and for the donors.To ensure suitable management of resources with strong accountability and transparency measures.Financial and material resources: correct stock management, revision/monitoring, monthly cash closes, security money control.Make regular field visits to programme areas and communicate to Head of Programme Implementation your key findingsManage and supervise logistics activities at the field level
Analysis of the context and securityResponsible for the correct understanding of the security context of the intervention, to participate in assuring the pertinence of the actions, the identification of the emerging needs and the control of the security risks taken by the Plan Mali team.To monitor the security situation, evaluating changes in the indicators of threats and vulnerability and their implication in managing security.To ensure compliance with the security rules and to collaborate in their definitionTo ensure the security briefing of all of the new members of the team and any possible visitors.
Human Resource ManagementTo ensure communication between the project team and the co-ordination team in capital.To organise team meetings and ensure internal functional dynamics that allow the flow of information and discussion.To produce / update the descriptions of the post and ensure the operational and security briefings for all new members.To carry out the evaluation for people hierarchically dependent on them.To ensure the legal and administrative status of the national staff Representation and communication.To represent Plan Mali before the population, the local authorities (civil and military), international bodies and NGOs present in the field.To participate in meetings with several counterparts and stakeholders to co-ordinate and transmit specific concerns related to the humanitarian situation. Information and Co-ordination
Provide regular updates to Emergency Response Manager  on progress, priorities and constraints – verbally and in writing on an agreed frequency.Engage and follow up with relevant implementation manager(s)Represent PLAN International to governmental and non-governmental groups as needed and agreed with the Team Leader.Support the implementation of, and represent Plan International Mali in emergency education coordination mechanisms including any relevant cluster.Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures. The EOCM ensures adherence to Plan’s internal policies in this case the child protection policies and the gender promotion policy. To this end, it ensures compliance with these different policies by monitoring both the internal level and the level of Plan International’s partners in the Timbuktu and Gao regions.

EssentialTechnical Competencies required for this position are

Core Competencies
Knowledge:Knowledge of Plan’s policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills.3 – 5 years humanitarian aid experience.Minimum of 5 years (of which at least 3 in the field) of progressively responsible professional experience in education, child protection, humanitarian affairs, human rights, and related fields.Minimum of one successful assignment in an emergency situation/context;All education specialists will have a good knowledge and understanding of DO NO HARM principles and established international child protection standards (especially UNCRC)Experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, or other related area. Experience in the country of potential assignment is an asset.University degree in Business Administration, international development or related field with good knowledge of Emergency
