With approximately 38 years of experience in implementing its programme, Plan International Kenya (PIK) mainly operates in nine geographical areas; Nairobi, Machakos, Kajiado, Tharaka-Nithi, Siaya, Kwale, Kilifi, Homa Bay and Kisumu.
Plan International Kenya’s strategic goal in the next five years is to end both teenage pregnancies and violence against children. We aim to help create an enabling environment where girls and young women are safe, valued, equally cared for, and have equal opportunities. PIK will contribute to the global strategy by aiming to reach directly approximately 3 million (tbc) girls and Young Women over the period of the strategy 2021-2025 and to reach additional beneficiaries through its interventions.
The role serves as the principle advisor for Plan Kenya’s integrated technical and programme advice in girl and youth focused sexual and reproductive health and rights. The incumbent will use policy and advocacy work to increase support from the Kenya government to enable the country make substantial progress in health with a priary focus on adolescent and youth sexual and reproductive health ad rights.  S/he will lead the program design, technical strategy, implementation, monitoring, evaluation and learning of Plan Kenya’s adolescent and youth sexual and reproductive health rights (AYSRHR). Working with others, S/he will ensure highest level of technical quality of the SRHR program and related projects. The role plays a critical role in advancing Plan International’s SRHR strategy and will work closely with other advisors in the region and at the global hub to support Plan International’s SRHR program. This requires an individual who is passionate about SRHR, has sound technical knowledge and solid programmatic experience and an appetite for learning and sharing.
The position will contribute to business development by supporting intelligence gathering, proposal development, advocacy and donor engagement t deliver on Plan Kenya’s bold ambitions for girls and youth in Kenya.
The incumbent will drive intended results and outcomes for this area of work.  Key to this will be the delivery of related strategies that contribute to the elimination of teenage pregnancies and harmful practices that prevent girls from thriving and achieving their full potential. The role will ensure that Adolescent Sexual and Reproductive Health and Rights issues are brought into the mainstream of health and development in the different local and national contexts.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
SRHR program strategy design, planning and implementation– 30%Take leadership in defining the SRHR strategy for PIK and provide guidance in development of SRHR implementation strategy. Deliver a policy and advocacy strategy that increases Plan Kenya’s advocacy impact on adolescent SRHR with the Kenya government and other external stakeholders where necessary;Advocate and negotiate with high level technical experts and government officials, parliamentarians and CSOs;Conduct policy analysis to inform advocacy issues and establish maintenance of dialogue with key decision makers within government.Provide technical expertise in key thematic areas, including but not limited to ICPD Plan of Action for Kenya, Universal Health care, etcIn close collaborating with our influencing advisor and communications team, create communications to influence health and SRHR policy, engagement of girls in policy engagement, and increase in civil society support for advocacy on health and SRHR;Provide strategic guidance on policy and practice of Plan’s Programme on SRHR in the context of the national health policies, guidelines, the Global Plan and WHO guidelinesProvide technical leadership and guidance implementation of Health, SRHR and WASH programs across the country.Lead in influencing and advocacy on matters related to SRHR/WASH and Health policies.Represent Plan Kenya in relevant national health technical working groups and networks. Program Quality in SRHR– 30%Drive technical excellence and support project and country teams to develop, monitor and implement girl and client centred SRHR programs that are grounded in global evidence, appropriate and meaningful youth engagement;Provide oversight and technical guidance in monitoring and harnessing learning from implementing SRHR projects across the programme areas.Drive country office staff capacity in SRHR programming by providing in-country assistance to build the capacity of teams as well as program and government partners, while keeping abreast of global and emerging evidence with a view to disseminating both internally and externally;Ensure PIK SRHR programme is aligned to both Global and Regional priorities and the national government policies on SRHRProvide technical assistance to support quality design, implementation, monitoring, learning and evaluation of ASRH programs, including efforts on very young adolescents, strengthening demand and supply of SRHR and age appropriate services.In close collaboration with M&E team keep track on the SRHR projects/components being implemented and advice on the learning outcomes to inform future programming.Strengthen the capacity of program implementation teams on ASRHR program to develop and to implement innovative SRHR programme;In close consultation with Program Unit managers, provides timely reports, as may be required on the Plan Kenya’s SRHR program portfolio, including updates on program/project challenges and successes.      Partnerships, networking and influencing 10%Actively participates in SRHR eco-systems with the global hub and regional teams as well as within Kenya’s community of practice;
Establish and maintain strong networks in the sector for policy influencing, implementation and resource mobilizationRepresent Plan Kenya in relevant national health technical working groups and networks.Support capacity development of CSO partners in Plan policy and position on SRHRMaintain a network of referral partners for provision of SRHR services to PIK beneficiaries
Resource mobilisation and programme development (10%) Contribute to the growth of Plan Kenya’s SRHR portfolio by directly contributing to Plan Kenya’s identification of opportunities, proposal development, including the writing, reviewing and/or editing of technical proposals. Continuously monitor and analyse the emerging SRHR situation in Kenya, donor trends and advise management on potential areas for fund raising.Provide technical input to inform concepts and proposal development on health programming.Advice on the partnership networks for overall enhancement of the SRHR programmes and impact at the different levels of engagement (County, National and Global).
Risk Management &Financial Responsibility (5%)Monitor programme performance and budget utilization and apply on corrective measures where needed.Support the annual planning process to ensure budget are well structured and effectively managed and utilisedCoordinate and support programme quality and delivery on Health projects audits and adequate application of management response across all impact areas.
Capacity building 5%Periodically assess capacity gaps amongst staff and partners and advise/organize for capacity building.
Strengthen capacity of health program staff and partners on current and effective Health interventions, methodologies, policies and guidelines.Identify and advice on learning opportunities for staff development.
Other duties (5%)Any other assignment within the scope of work. Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) 5%
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. Technical expertise, skills and knowledge
Qualifications/ experience essential: A Master’s degree in health sciences (Medicine, Public Health or any other related discipline;
At least 5 years of demonstrable experience in adolescent and youth sexual and reproductive health rights programs and services health programming, 3 of which must be in advisory/managerial role.A minimum of 7 years’ experience, five of which are in implementing SRHR  at local or national level, preferably with an International Non-Governmental Organization is acceptable in lieu of a Master’s degreeStrong and up to date knowledge of adolescent development, policies, family planning and reproductive health principles, programme practices and strategies with proven and up to date knowledge in SRHR professional developments and related issues such as teenage pregnancies, child marriage, age responsive and comprehensive sexuality education as well as meaningful youth engagement in AYSRHR;Have wide range of experience in adolescent inclusive reproductive health programming and be recognized leader in this field with the ability to be strategic, while still being able to manage the day-to-day management of the SRHRProven experience in providing technical assistance to complex SRHR and health programsCommitment to Plan Kenya’s position on promoting girls’ rights and gender equality and integrating all these aspects in their day to day workKnowledge of health programming issues in the Kenyan context.
Qualifications/ experience desirable: Passion for SRHR and a demonstrated commitment adolescent and youth SRHR, elimination of harmful cultural practices, and gender equalityKnowledge of concepts and main debates related to the themes of sexual and reproductive health, rights, harmful practices and adolescence and young people.Demonstrated experience in coaching and mentoring staff on health interventions.Experience in designing and technical support/management of public health programme around ASRHR projectsGood understanding of country health sector strategies.Demonstrable advocacy experience in national and county level health systems and structures.
Languages requiredExcellent written and verbal communication skills in English.
